The National Park Service Northeast Region requires removal of all existing outdated ethernet cables, patch panels, conduit, and ethernet outlets, followed by installation of new ethernet infrastructure throughout the Wilkinson and Slater Mill buildings. Specific work includes: extending fiber optic cables from the first to second floor of Slater Mill with termination to a metal cabinet for patch panels and network switches; installing ethernet cables with Single Gang Flush Mount Faceplates and cable trunking/conduit in both buildings with all cables terminated to patch panels (on the 2nd floor of Wilkinson); installing 9 security cameras at specified exterior and interior locations with appropriate ethernet cable runs; installing hardwired flood lights at camera locations and solar-powered flood lights at two outbuildings; and conducting a full customer walk-through with punch list resolution. All ethernet cables running outside buildings must be properly sealed. The contractor must supply all materials not purchased by the government, including CAT 6a cables, network equipment (Cisco switches, patch panels, UPS backup), AXIS panoramic cameras, and flood lights. All equipment must be new, unused, and TAA compliant. All technicians must be manufacturer-certified for the selected systems. The project must comply with ANSI/TIA-568-B.2-1 standards, National Park Service cabling standards, NEC requirements, and IEEE 802 standards. The period of performance is 90 days from contract award, with an anticipated start date of June 1, 2026, and completion by September 30, 2026. Work is limited to Monday through Friday, 8:00 AM to 4:00 PM, excluding weekends, park special events, and American public holidays without Contracting Officer approval.

Statement of Work

Blackstone River Valley National Historical Park Fiber and Ethernet Cables Installation

General This statement of work issued by the National Park Service is for installation of internal building ethernet/fiber cabling, security cameras and flood lights. This scope of work will describe the minimum level of performance required by the government. Alternate designs or equipment minimum required standards are not accepted. All equipment must be new, unused and TAA Compliant. All technicians performing work must be certified by the manufacturer of the system that is selected.

Location Blackstone River Valley National Historical Park (BLRV), Pawtucket, RI 02860

Background:

Blackstone River Valley National Historical Park acquired the properties at 67 Roosevelt Ave complex in 2021 from the Old Slater Mill Association. There are three main buildings within the complex: Wilkinson Mill, Slater Mill and the Brown House, and multiple sheds and outbuildings.

Both the Wilkinson and Slater Mills have some existing ethernet and electricity to the buildings.

The outbuildings do not have any electrical capacity.

All equipment required for this project must be able to withstand the excess moisture associated with direct access to the Blackstone River.

Description of Work

1. Remove all existing outdated ethernet cables, patch panels, conduit, and ethernet outlets

2. Install new ethernet cables (including conduits, ethernet outlets, patch panels, network cabinets, etc.) throughout Wilkinson and Slater Mill Buildings

a. Please see Tasks and Appendix 1 for exact locations.

b. Label all Telecommunications Outlet (TO)/jacks, as appropriate

c. Terminate all ethernet cables onto a patch panel (located on the 2nd floor of

Wilkinson building)

d. Test and verify all fiber and ethernet cables

3. All ethernet cables run to the outside of the buildings must be properly sealed

4. Install, extend and terminate fiber optic cables in Slater Mill Building

a. Please see Tasks and Appendix 1 for exact locations

5. Install new security cameras and mounts.

a. Please see Appendix 1 for exact locations

6. Install, test and verify new floodlights and light switches

7. Customer walk-through – Walk through the entire installation with government and resolve all punch list items to the satisfaction of the government

Tasks

Extension of the fiber optic cable in Slater Mill

Currently, there is a bundle of fiber optic cables in the mechanical room on the first floor of Slater Mill. It will need to be extended directly to the mechanical room on the second floor and run along the existing metal pipe (exhibit 1) to the back office (exhibit 3). In the back office, a metal cabinet (exhibit 2) will need to be installed for the patch panel, network switch, etc.

Ethernet outlets

From the metal cabinet in the back office (in exhibit 3), ethernet cables will need to be run outside of the wall to the other office areas; the red dots in exhibit 3 indicate each ethernet outlet on the second floor. One ethernet cable will run behind the front desk on the first floor (exhibit 4). The Single Gang Flush Mount Faceplate (exhibit 5) and ethernet cable trunking/conduit (exhibit 6) must be used. Each ethernet outlet will have 4 ethernet ports.

Security cameras

From the metal cabinet in the back office (exhibit 3), one ethernet cable will run along the metal pipe on the second floor shown in exhibit 1 to the outside of the northwest corner of the building for one camera system (exhibit 9) and one ethernet cable will run down to the visitor front desk on the first floor (exhibit 10). One ethernet cable will run down to the first floor directly below the back-office area (exhibit 11). One ethernet cable will run to the outside of the southeast corner of the building (exhibit 12). One ethernet cable will run to the outside above the southwest door directly facing the Wilkinson building (exhibit 13).

Ethernet outlets

All existing ethernet cables, conduits and ethernet outlets on the second and potentially the third floors will need to be removed. From room 209 (exhibit 7), a network cabinet will be installed and ethernet cables will run up to the drop-down ceilings and down to the outside of the perimeter walls to each ethernet outlet. All new ethernet cables will be run outside of the wall on the second floor of Wilkinson. The Single Gang Flush Mount Faceplate (exhibit 5) and ethernet cable trunking/conduit (exhibit 6) must be used. From 209 (exhibit 7), ethernet cables will run to room 207 closet and up to the third floor and to be installed throughout the third floor (exhibit 8).

Ethernet cables can be run inside of the dry wall.

Security Cameras

From room 209 (exhibit 7), one ethernet cable will run down to the outside of the window on the southeast corner of the building (exhibit 14); via the staircase (exhibit 19) to the inside of the machine room (exhibit 20). The color of this ethernet cable will need to be painted to match color of the background. From room 209 (exhibit 7), one ethernet cable will run to the third floor, east corner of the building (exhibit 15); it is possible to use the existing conduits.

Two ethernet cables will run through the opening in the staircase on the second floor (exhibit 19) to the window (inside) on the northeast corner of the building (exhibit 16); it’s possible to use existing conduits. One ethernet cable will run to the inside entrance door on the northeast side of the building (exhibit 17). One ethernet cable will run to the closet in 207 and down basement to the water wheel area (exhibit 18). A metal conduit must be used for this ethernet cable.

Camera Mounts

For the two cameras on the inside first floor of Wilkinson (northeast corner, exhibit 16), we will use a dual mount (hung from the I-beam) that we should be able to mount two cameras onto it (exhibit 21). For the camera in the basement of Wilkinson, the camera mount (AXIS T91G61 Wall Mount, exhibit 22) will be installed (exhibit 18) and painted beige to match the color of the wooden beam.

Flood Lights

Hardwired flood lights will be mounted together with the security cameras as shown in exhibit 9, 12, 13, and 15. A solar powered flood lights will be installed outside of the shed (exhibit 23) next to the Brown House. A multi-angle solar-powered flood light will be installed outside of the Boiler Shed (exhibit 24).

Date TBD by Contracting Officer. Attendance is not required to submit a bid, but it is highly recommended.

Requirements and Specifications

• The contractor shall supply all material (that haven’t been purchased by the government) and labor for the successful completion of this project.

• The contractor shall provide all cable specs and compliance to FEA standards, National Park Service Cabling Standard, and approval by the U.S. government.

• Any new low voltage communication wires installed to support audio and visual systems must meet ANSI/TIA/EIA 568-B.2-1 Commercial Building Telecommunications Cabling Standards for category 6 or greater cabling.

• All low voltage cables must meet the manufacturer’s minimum standard for the specified transmission rates.

• All metallic and non-metallic cable tray or conduit installations must comply with National Electric Code (NEC).

• All low voltage and line power installations must comply with National Electric Code

(NEC).

• All cable, equipment and materials shall meet applicable ANSI/TIA-568-B, National Electrical Code (NEC) 770, Institute of Electrical and Electronics Engineers (IEEE) 802 and Underwriters Laboratory (UL) Verification Program standards. All cable equipment and materials must be manufactured by facilities that are International Organization for Standardization (ISO) 9001 registered and certified.

o Shall be CAT 6a rating in accordance with ANSI/TIA-568-B.2 o Four-pair, 100-Ohm, 24 American Wire Gage (AWG).

o The cable should have contiguous, 2-foot segment-length markers printed on the cable jacket. The markings must also show the applicable performance CAT 6a, as well as the fire rating of the cable being installed.

o The finished cable shall be 100% plenum rated in accordance with the requirements of NEC Article 800, UL 444, NFPA 262, (UL 910).

• Single-mode fiber optics: 8.3/125-μm OFN, OFNP, or OFNR, maximum attenuation:

Security Requirements

Upon award of contract, the contractor must furnish details of all staff that will be working onsite. The details must include full names and positions.

Hours of Work

Blackstone River Valley National Historical Park’s normal working hours are Monday to Friday, 08:00AM to 04:00PM. No work will be allowed on weekends, Park Special Events, and American Public Holidays without the Contracting Officer approval. Coordinate with Park staff on daily operations and noise level.

Safety

Safety is the highest priority of the US government. The contractor shall direct all of those under their charge to work safely. The US government reserves right to stop and/or remove from site contractor personnel who fail to comply with relevant OHS/OHSA requirements. The contractor shall ensure and maintain the site cleanliness on a daily basis, as well as rubbish are to be removed at the end of each day.
