About this file

This is a Questions and Answers document addressing Requests for Information (RFIs) clarifying equipment requirements and vendor responsibilities for a federal contract project.

The document clarifies vendor-furnished equipment requirements across six RFIs. The vendor must provide one 6U wall mount network cabinet for the Slater Mill location (separate from existing government equipment at Wilkinson building), two AXIS Panoramic P3818-PVE cameras (in addition to nine government-furnished cameras), one Cisco C9300-24U-A switch with associated transceivers, and related cabling and installation materials. Both the AXIS cameras and Cisco switch must be TAA Compliant. Installation personnel must hold electrical certification and/or Certified Fiber Optic Technician (CFOT) credentials or equivalent certifications from reputable local or state entities for ethernet, fiber optic cable, and flood light wiring installation. Equipment configuration of the AXIS cameras and Cisco switch is the government's responsibility; the vendor is obligated only to acquire and mount these devices. Equivalent certifications are preferred over manufacturer-specific certifications, and demonstrated experience with similar systems may be acceptable as an alternative qualification criterion.

RFIs 1-6

RFI 1 - The SOW references a “1 Wall Mount Network Cabinet, 6U” under vendor-provided materials, while the Government Provided Equipment section also lists “1 Network Cabinet.” Can you clarify whether these are two separate cabinets at different locations, or if the vendor is expected to provide the only cabinet required for the project?

Answer 1 - We already have a network cabinet for our Wilkinson building that was purchased awhile back. However, we found that we need another cabinet for Slater Mill. Hence, the vendor is expected to provide 1 wall mount network cabinet size 6U.

RFI 2 - The SOW lists “2 AXIS Panoramic P3818-PVE” cameras under vendor-provided materials, while the Government Provided Equipment section lists “9 Security Cameras.”

Are the 2 AXIS panoramic cameras additional cameras that must be supplied by the vendor, separate from the 9 government-furnished cameras?

Answer 2 - The 2 AXIS panoramic cameras are additional cameras that must be supplied by the vendor. We already have 9 cameras on hand.

RFI 3 - Can you also confirm whether the Cisco switch (C9300-24U-A) and associated transceivers are to be vendor-furnished as listed in the SOW?

Answer 3 – Yes, the cisco switch and associated transceivers are to be vendor-furnished as listed.

RFI 4 - Which manufacturer certifications are required or preferred for this project (e.g., Cisco, AXIS, or others listed in the equipment specifications)?

Answer 4 - The AXIS cameras and the Cisco switch must be TAA Compliant.

RFI 5 - Whether certifications must be held for all installed systems or only for specific components (e.g., network switching, cameras, or fiber systems)?

Answer 5 - The technician(s) whom will be installing the new ethernet, fiber optic cable and the wiring for the flood lights will need to hold an electrical certification and/or Certified Fiber Optic Technician (CFOT) or the equivalent certifications by a reputable entity, local and/or State government. The configuration of the AXIS camera and the Cisco switch will be done by the government. The vendor is only obligated to acquire and mount these devices.

RFI 6 - If equivalent certifications or demonstrated experience with similar systems would be considered acceptable in lieu of manufacturer-specific certifications?"

Answer 6 -Equivalent certifications are preferred and demonstrated experience may be acceptable.

NOTE - Please, keep in mind that the AXIS cameras and Cisco switch must be TAA Compliant. The vendor is not responsible for the configurations of the cameras and Cisco switch. It’ll be handled by the government.
