YELLOWSTONE NATIONAL PARK
ROAD OIL DISTRIBUTOR AND OPERATOR
Statement of Work:
Yellowstone National Park will be requiring a rental road emulsion distributor with an experienced operator for the 2025 through FY 2029 chip seal seasons.
Period of Performance: Work is anticipated to be between July 1st through August 31st each year.
Road Emulsion Distributor Salient Characteristics:
One pressure distributor for bituminous material with a minimum of 4,000-gallon insulated tank, internally heated.
• Distributor shall be equipped with a full circulating bar:
• Distributor shall be equipped with pressure pumps, pressure gauge, thermometer well, thermometer, and calibrated fluid content gauge.
• Spray bar minimum 9 feet long for main bar.
• Spray bar capable of 1-foot incremental length adjustments up to 16 feet.
• Vertical spray nozzle adjustments that conforms to the roadway crown.
• Spray bar capable of lateral shifting of entire bar while operating.
• Vertical height adjustment capable of maintaining a preset height above road surface.
• Spray bar equipped with flat-slotted nozzles designed to not clog during intermittent operation and provide positive cutoff of the bituminous material.
• Use positive acting flow control valves to produce a uniform, unbroken spread of bituminous material.
• Application of Modified Bituminous Material shall be applied at the design rate expressed as asphalt residual in gallons per square yard.
• Application temperatures shall be between 150 degrees Fahrenheit and 185 degrees Fahrenheit.
• If the design application rate is not the optimum application rate due to gradation of the aggregate, the absorption of the aggregate, surface temperature, or due to existing surface conditions of the pavement, immediately notify the COR and document the starting point of the new rate.
• Contractor shall ensure even application volume and profile at start and stop points.
• The spread length of bituminous material shall not exceed that which can be covered immediately.
Contractor must remove or repair a distributor not uniformly distributing the bituminous material.
Contractor must assure the distributor has devices and charts to provide for accurate, rapid determination and quantity control of the bituminous material application.
Distributor Operator:
Operator must have at least 5 seasons of experience in operating distributor truck with computer rate control capabilities.
Sequence of Work:
Contractor shall work with the task order point of contact to establish the specific road oil distributor and operator schedule in accordance with the upcoming summer project no later than April 1st.
Permits:
The Contractor shall be responsible for obtaining any required transport permits.
Hot Work Permit:
The Contractor shall be liable for any fire loss.
Traffic Control:
The National Park Service shall provide all temporary signs and markers as necessary to maintain safety in the worksite. When working in the traveled way, The Park Service shall provide adequate and suitable barriers, signs, warning lights, flaggers, and all other equipment necessary to direct and reroute traffic and protect the public from moving or stationary vehicles, equipment, and materials, and other obstructions. All barricades, signs, lights and other protective devices shall be installed and maintained in conformity with applicable statutory requirements and the latest edition of the "Manual on Uniform Traffic Control Devices."
Additional Line Item Detail:
• Mobilization: Rate will be paid per mile from equipment storage location to the designated Yellowstone National Park project location indicated in the Task Order.
• Daily Rate: The average day will have the distributor truck on the job site for 8 to 10 hours. Rate will incorporate the truck, operator cost per day for days oil is being applied, and per diem. This rate does not apply to mobilization days where no oil is applied to the roadway.
