PROJECT TITLE: ROMO/239689: Moraine Park Campground and HQ Utilities- Design-Build-GAOA
SOLICITATION #: 140P2021R0153
GENERAL: The National Park Service anticipates awarding a firm fixed price Design/Build contract based upon the two phase selection process defined in Federal Acquisition Regulations (FAR) Subpart
36.3. This notice represents solicitation of qualification statements as phase 1 of the 2 phase selection process.
Design-Build firms that meet the requirements of this announcement are invited to submit qualification statements that address the phase 1 evaluation criteria noted below. The Government shall evaluate responses that meet the requirements of this announcement to determine the most qualified design -build firms relative to the phase 1 evaluation criteria. Up to five of the most highly qualified design-build firms will be short-listed to participate in phase 2 of this design-build selection process. In phase 2, those firms short-listed will be sent a Request for Proposal (RFP) which addresses the phase 2 source selection process. Each short-listed offeror will be required to submit their phase 2 proposal within 30 days after issuance of the phase 2 RFP. The Government shall evaluate phase 2 proposals and award a single contract to the offeror whose proposal provides the "best value" to the Government.
Architectural / Engineering firms that were involved in the preparation of the Government’s Design – Build RFP documents for this project are not eligible to participate in the subsequent design-build process.
QUALIFICATION STATEMENT SUBMITTAL: Design/Build firms that meet the requirements of this announcement shall submit their responses to this request for qualifications so as to ensure the responses are received by Bruce Beck and Bai Perney no later than 4:00 pm Mountain Time 10/18/ 2021.
Design-Build firms shall submit their qualification statements via e-mail to Bruce_Beck@nps.gov and Bai_Perney@nps.gov.
PROJECT SCOPE: This project will rehabilitate the Headquarters East water system which includes the Moraine Park Campground (MPCG) water distribution systems. The project will address sewer pipes, manholes, the well, water treatment system, and water tanks serving the campground, Beaver Meadows Visitor Center, Park HQ East, and High Drive. This project will also replace the MPCG above-ground primary electrical distribution lines; address drainage issues at campsites; improve accessibility at campsites, comfort stations and vault toilets; rehabilitate a ranger station and entrance kiosk; add food lockers to campsites; add electric hookups to approximately 25 percent of campsites; add traffic calming improvements to roadways; add a third host site; add parking to the admin loop; and relocate campsites away from wetlands.
The Park Headquarters East Water System and MPCG provides camping opportunities and potable water and fire flows/storage for campers staying at the 244 summer and 77 winter campsites, five comfort stations, ranger station, concessionaire- operated livery, park seasonal quarters, and private in-holder residence. The majority of the existing water distribution system and water storage tanks were installed in 1965 and are well past the components typical service life of 30 years. Repairs to the existing galvanized steel and cast-iron distribution at Moraine Park have become more frequent. The waterlines and components of the Moraine Park Water System are in very poor condition, primarily due to age and deferred maintenance. Several portions of the system are not buried to the appropriate depth and are thus subject to freezing and require monitoring to prevent problems.
PROJECT CONDITIONS:
The project is located at Rocky Mountain National Park, Colorado. The area is rural with limited staging, 35 of miles from nearest suppliers, lodging facilities, unique material delivery requirements, etc. The Park will remain open during construction thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated Period of Performance (POP) of 730 days includes potential weather shutdown. Winter construction may be required.
PLACE OF PERFORMANCE: Rocky Mountain National Park, Colorado
ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is more than $10,000,000.
PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement.
SET-ASIDE: This acquisition is Full and Open Competition.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL
BUSINESS SIZE STANDARD: The NAICS code for this project is 237110 and the small business size standard is $39,000,000.
BONDS: In phase 2, those firms short-listed will be required to submit a bid bond for 20% of their total proposed price. After contract award the successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price.
PERIOD OF PERFORMANCE: The contract performance period is expected to be 730 calendar days following contract award.
PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Pre-Proposal Conference / Site Visit will be scheduled during phase 2 of the source selection process. It is currently anticipated the site visit will be conducted on or around 11/15/2021. Specific details regarding the site visit will be provided in the Phase

3. CONTENTS:
FACTOR 1 – PROJECT EXPERIENCE
Submit the attached "Project Experience" form addressing specific experience elements below for up to EIGHT (8) relevant projects completed in the last 10 years.
This evaluation factor considers the extent of the past experience of the General Contractor (GC) and AE members of the Offeror’s design build (DB) team. Of this group of similar projects, the GC must have served as the prime contractor of at least one project and the AE must have had responsibility for developing the detailed design and construction documents for at least one project. Projects where the proposed team can demonstrate Contracting and AE working together on past projects will be rated more favorably.
For purposes of this evaluation, a relevant project is further defined as consisting of 1) rehabilitation or new construction of a water system including distribution, water quality and storage with minimal impact on water service during construction and/or 2) site improvements including but not limited to accessibility, drainage, facility rehabilitation, campsite amenities and relocations and the protection of natural and cultural resources and/or 3) rehabilitate existing wastewater system and/or 4) rehabilitate electrical distribution system along with adding additional services. FACTOR 3 – PAST PERFORMANCE
Submit Past Performance information for the same projects submitted under Project Experience.
(Factor 1) using the attached Past Performance Questionnaire. Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other construction activities.
Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If available, offerors may submit a Past Performance Information Retrieval System (PPIRS) evaluation report in lieu of the Past Performance Questionnaire.
Submittal process for the Past Performance Questionnaire is as follows:
