About this file
This document is an amendment to a solicitation for design-build services for utilities improvements at Moraine Park Campground and headquarters. The National Park Service seeks a contractor to design and construct upgrades to water, sewer, electric, and communications systems with a period of performance of 730 calendar days and an anticipated award date of February 2022. The amendment provides responses to contractor questions that modify minimum experience requirements, clarify submission formats, and confirm which architectural/engineering firms are ineligible due to previous involvement in preparing the solicitation.

Amendment 0004 is issued to incorporate Questions and Answers into the solicitation.
Question 1: The Project Experience form for Factor 1 states it "may be expanded to multiple pages if needed." Please indicate if there is a page limitation per project for the Project
Experience form.
Answer 1: Project Experience form for Factor 1 shall not exceed two (2) pages per each project.
Question 2: The SF330 document allows pages to be extracted but does not allow them to be

Section F and to complete Section F for each project, the page must be extracted from the
SF330. Per the RFP, Section F for each project will be included in Factor 1 and should be supplemented by the Project Experience form to add additional information for each submitted project. Please confirm our understanding of how the Government intends Offeror's complete the
SF330 Section F is correct.
Answer 2: SF330 in WORD document is attached.
Sections can be modified to accommodate the response. If you cannot modify the sections, then list the projects in Section F and provide project information in the Project Experience form provided. Complete each form per project.
Question 3: The SF330 document allows pages to be extracted but does not allow them to be inserted or duplicated. In order to fill out Section E and to complete Section E for each key person, the page must be extracted from the SF330. Per the
RFP, Section E will be included in Factor 2.
Please confirm our understanding of how the
Government intends Offeror's complete the SF330
Section E is correct.
Answer 3: SF330 in WORD document is attached.
Complete Section E for key person. Duplicate
Section E to provide key personnel proposed for project. There is no preprinted form for resumes, so using Section E or Section E format is sufficient.
Question 4: Section E and Section F are to be extracted and submitted in separate tabs labelled
Factor 1 and Factor 2. The Government requires all sections of the SF330 to be completed by the
Offeror. Therefore, please indicate in what tab of the proposal the remaining sections of the
SF330 are to be included once they are extracted and filled out. For instance, it seems to make the most sense to include remaining SF330 sections A, B, C, D, G, and H in Factor 2. Please advise.
Answer 4: Complete all Sections of SF330 and submit all sections.
Question 5: The SF330 includes Section E and
Section F, which are Factor 2 and Factor 1, respectfully, so then does the Government intend

Offeror's proposals to be the SF330 itself with past performance evaluations appended to the end of it to satisfy Factor 3?
Answer 5: If all sections of SF330 are completed to include all information supporting Factors 1 and 2, then it is acceptable to submit the SF330 and past performance. If more information is needed to support Factors 1 and 2, then submit
Project Experience forms, addition resumes, and past performance.
Question 6: We recommend the Government add a tab or 4th Factor which should contain Offeror's responses to SF330 sections A, B, C, D, G, and H.
Otherwise, please clarify if these sections of the SF330 are to be included in the only specified sections: Factor 1, Factor 2, or Factor
3.
Answer 6: See Question 4. Factor 3 is submitted using the Past Performance Questionnaire form or
PPIRS (CPARS).
Question 7: Factors 1 & 2 of the solicitation mentions that Offerors shall include information for each Factor in the standard form 330 (SF
330). Are offerors able to submit in the SF 330 using their own branded format as long as all information from the SF 330 is present or are offerors required to use only the government SF
330 PDF?
Answer 7: Yes.
Question 8: Factor 1 states that, "This evaluation factor considers the extent of the past experience of the General Contractor (GC) and AE members of the Offeror's design build (DB) team...The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The
Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the involvement for the design subcontractor." As the U.S. Government
Accountability Office (GAO) has ruled in favor of allowing the evaluation of experience to consider past performance information regarding affiliated companies, and FAR 15.305(a) (2) (iii) allows the evaluation to consider key personnel who have relevant experience, is it allowable to use an

140P2021R0153/0004 affiliated and/or sister company's past performance and resources in response to construction experience?
Answer 8: Is it allowable to use an affiliated and/or sister company's past performance and resources in response to construction experience, as long as that affiliated and/or sister company will be part of the project and cannot be substitute after award.
Question 9: Factor 1 mentions that, "Project(s) shall have a minimum "construction" value of
$2,000,000." We respectfully request that you relax the construction minimum from $2,000,000 to
$1,000,000. We understand Moraine Campground is one of the largest and busiest in the region and companies are more likely to have executed smaller projects especially considering funding constraints over the past ten years. Similar projects, although smaller, can have the similar complexity and requirements to those defined in the RFP and reducing the limit would invite more competition to the government.
Answer 9: Factor 1 project minimum construction value is changed to $1,000,000.
Question 10: The Solicitation identifies the period of performance as 730 calendar days. When is the contract award anticipated to be given?
Answer 10: Anticipate award of the contract is
February 2022.
Question 11: Under "General", "Architectural /
Engineering firms that were involved in the preparation of the Government's Design-Build RFP documents for this project are not eligible to participate in the subsequent design-build process." Does this restriction only apply to A/E firms involved in the current PS/SD - D5215
(DSC-CS) ROMO 239689 project effort?
Answer 11: Yes. A/E firm involved in the preparation the RFP is AJC Architects.
Question 12: Would the government please further clarify the exact format for each Factor within the volume as it pertains to the SF 330 Sections et al. For example, would the following format suffice/be compliant:
FACTOR 1-PROJECT EXPEREINCE o Include SF 330 Part
