The facility is permitted to treat 105,000 gallons per day and operates year-round with complex treatment processes including aerobic and anoxic basins, clarifiers, sand filters with chlorine disinfection, dewatering equipment, and SCADA-controlled systems. Work is scheduled to begin August 23, 2026, and be completed by December 26, 2026, on a 40-hour work week basis (typically 4/10-hour days, Monday-Thursday or Tuesday-Friday, 0630-1700 hours).
The contractor must provide and supervise qualified personnel meeting stringent minimum qualifications: California Certified Wastewater Treatment Grade 2, California Certified Water Treatment 2, California Certified Water Distribution 1, valid state driver's license, and two years of wastewater treatment plant operating experience. Essential duties include operating facilities to achieve permit-compliant effluent quality, maintaining treatment processes to meet NPDES permit limits, tracking real-time monitoring via SCADA systems, assisting with equipment repairs and replacements, and analyzing sludge and wastewater samples. The contractor must supply its own reliable transportation, secure own lodging (Oakhurst, California recommended), and provide uniforms and steel-toed footwear. Performance evaluation includes six measurable objectives with thresholds of no more than 2-3 validated defects per month, assessed through periodic NPS inspections. Monthly contractor payroll reports are required, and government oversight is limited to inspection, acceptance, and technical guidance through the Contracting Officer and Contracting Officer's Representative.
