Statement of Work & Specifications
Hot Mix Asphalt Yellowstone National Park 2025
Background:
Yellowstone National Park (YELL) conducts road repairs on an annual basis to keep the parks roadways safe for visitors and staff. As such YELL requires approximately 6300 tons of hot mix asphalt meeting the specifications in this solicitation. The mobile asphalt plant will be located at Norris Junction Pit, 22 miles south of Mammoth Hot Springs, WY.
Period of Performance:
08/01/2025 – 10/31/2025
Mobilization of the plant and required materials need to be in place (no later than 08/1/2025) prior to the start of the required period of performance (POP) of 8/1/2025 – 10/31/2025.
Demobilization of the mobile plant begin as soon as the last delivery has been made on or about on 10/31/2025.
Location & Deliveries:
Norris Junction Pit, YELL, WY, 92190. This is approximately 22 miles south of Mammoth Hot Springs, WY.
Most weeks the Park crews take delivery of asphalt on Monday – Thursday. However, there will be occurrences where deliveries shall be required on Fridays and Saturdays upon approval from the Contracting Officer Representative (COR).
YELL trucks will pick up the mix, Freight-on Board (FOB) from contractor’s plant site for distribution to job sites.
Variation in Quantity:
This requirement allows for the variation in quantity by increasing the tons of asphalt over the required 6300 tons, if required. Funds for additional tonnage shall not be funded until needed via executed modification prior to ordering the additional asphalt.
The variation in quantity for additional tonnage shall not exceed +/- 20% or 1260 tons.
Requirements/Specifications of Asphalt mixing:
Contractor shall provide all labor, materials, supervision, and equipment necessary to meet the requirements of this procurement.
Contractor shall provide asphalt concrete aggregate, PG58-34 oil, anti-strip, labor, and equipment to produce 6,300 tons of mix onsite at the Norris Junction Pit.
Asphalt oil and mix design specifications:
Contractor shall provide contract mixing of 6,300 tons of PG58-34 asphalt with a 1% Type 3 (lime) anti-strip additive with the aggregate meeting ½” gradation in tables 703-4, 703-5 and table 703.07 Asphalt Concrete Aggregate, to produce a mix with 4% air voids. The largest size rock in the mix would be all material passing the ¾” inch sieve.
Contractor shall submit mix design to YELL for approval prior to start of mixing.
Asphalt Concrete Aggregate specifications:
703.07 Asphalt Concrete Aggregate. Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming to the following:
(a) Los Angeles abrasion, AASHTO T 96 35 percent max.
(b) Soundness of aggregate using sodium sulfate, AASHTO T 104 (5 cycles):
(1) Coarse aggregate 12 percent loss max.
(2) Fine aggregate 12 percent loss max.
(c) Fractured faces, ASTM D5821 90 percent min.
(d) Fine aggregate angularity, AASHTO T 304, 40.0 percent min.
Method A
(e) Flat and elongated particles, ASTM D4791 10 percent max.
(1:5 ratio, plus ⅜-inch (9.5-mm) sieve, calculated Mass, weighted average
(f) Sand equivalent, AASHTO T 176, 45 min.
Alternative Method No. 2, Reference Method
(g) Gradation. Size, grade and combine the aggregate fractions in mix proportions that result in a composite blend conforming to the specified gradation. Nominal maximum size is one sieve size greater than the first sieve to retain more than 10 percent of the combined aggregate.
Test according to AASHTO T 27 and AASHTO T 11. Volumetric asphalt concrete aggregate gradation. See Table 703-4. For the surface course, do not use aggregates known to polish or carbonate aggregates containing less than 25 percent by mass of insoluble residue when tested according to ASTM D3042.

Mix Plant specifications:
The mobile asphalt mixing plant shall be capable of producing 120 tons per hour under any weather condition suitable for paving.
Due to weather conditions, paving may not occur every day. Days of production could require a minimum of 100 tons to a maximum of 900 tons of mix per day.
Mix Plant Mobilization:
Mix plant shall be hauled in through the West entrance of YELL to the Norris pit (approximately 29 miles northeast of west gate).
Ordering and supplying:
The contractor shall coordinate the exact dates and times of supply and pick-up with the YELL personnel. During the period of performance, YELL shall contact the contractor daily to place orders for specific amounts of mix needed for the next day. The contractor shall ensure all amounts ordered shall be supplied. The contractor shall not at any time exceed the tonnage and obligated funding amounts noted in the contract.
Hauling and cleaning of Equipment:
All vehicles and equipment used shall be thoroughly pressure washed prior to arrival. Equipment shall be inspected at the appropriate park entrance station by a designated YELL employee and only clean equipment shall be permitted into the park.
Particular attention shall be given to the undercarriage and any surface where soil and exotic weed seeds may exist. All loaded trucks and trailers hauling aggregate shall be covered (tarped) when loaded. These efforts are critical and are required to prevent the introduction and establishment of non-native plant species into the park. Equipment inspection shall be scheduled by the COR and take place at the park entrance station. Equipment found operating in the park that has not been inspected shall be dead lined and subject to a citation.
Vegetation Management:
The control of noxious weeds shall be achieved through a weed management plan. Contractor shall have a current weed management plan that has been approved by the local county weed board and YELL. All plans shall require one annual inspection by park staff during the growing season (June-August) prior to sale or hauling of material.
The weed inspection will designate a pit in one of the three rating categories: acceptable, conditional acceptable, or unacceptable. Aggregate from a pit designated as unacceptable may be used (upon approval of the COR) if the material is heat treated to 300 degrees Fahrenheit and promptly transported from the quarry to the park or a preapproved weed free storage area to prevent possible weed contamination.
A copy of the latest pit report for the area has been provided.
Safety:
All work being done by the contractor shall be in accordance with OSHA regulations. Contractor shall have a safety plan available and onsite. This plan shall be provided upon request by the
COR.
RV sites for crews:
YELL will make available to the contractor 2 to 3 RV sites for crew that will be on-site. These sites shall be charged to the contractor (ranging from approximately $400 - $500) per month.
This cost shall not be added into the line-item pricing of this contract.
Contractor shall provide at time of award the number of RV sites needed (no more than 3 RV sites). Anticipated months of August, September, and October 2025, if needed.
