About this file

This is a Statement of Work (SOW) for a firm-fixed-price commercial off-the-shelf (COTS) IT hardware procurement issued by the Department of the Interior's Interior Business Center on behalf of the Department of the Navy under Solicitation Number 140D0426Q0875. The requirement encompasses networking appliances, network switches, servers, workstations, and associated peripherals to support Navy mission operations and infrastructure upgrades. All equipment must be new and in original packaging; refurbished or gray-market items are strictly prohibited. The procurement is restricted to brand name only items from Cisco and Supermicro, with no "or equal" substitutions accepted unless explicitly approved in writing by the Government, except for one explicit exception allowing the Supermicro SuperWorkstation SYS-542T-2R as an acceptable replacement for the SYS-551A-T (Item 41) provided it is configured with four 128GB DDR5 ECC Registered memory modules totaling 512GB RAM. All items must comply with the Trade Agreements Act (TAA).

The Bill of Materials specifies 58 line items totaling quantities of various Cisco networking equipment (firewall appliances, switches, and associated licenses and accessories) and Supermicro server and workstation hardware with specific configurations. Mandatory server specifications require dual Intel Xeon 16-core processors (minimum 32 physical cores), 512GB DDR5 ECC Registered RAM, minimum 800GB NVMe boot drive, RAID controller with SAS 12Gb/s architecture supporting eight hard drives, minimum two 4TB enterprise-grade SAS drives, at least two 10GBase-T copper Ethernet ports, and TPM 2.0 security module. Delivery is required 10 to 14 weeks after receipt of order, with FOB destination shipping to Naval Undersea Warfare Center Division Keyport in Keyport, Washington. Supermicro components include standard 3-year labor, 3-year parts, and 1-year cross-ship limited warranty coverage. Final inspection and acceptance occurs upon delivery with verification that all items match the required BOM specifications.

STATEMENT OF WORK (SOW) - CISCO & SUPERMICRO PROCUREMENT

1.0 BACKGROUND AND OBJECTIVE

The Department of the Navy has a requirement to procure commercial off-the-shelf (COTS) IT hardware, including networking appliances, network switches, servers, workstations, and associated peripherals. This hardware is required to support ongoing mission operations and infrastructure upgrades.

2.0 SCOPE

This is a firm-fixed-price supply requirement. The Contractor shall provide all hardware, components, software licenses, accessories, and warranty services strictly matching the specifications and part numbers listed in the Bill of Materials (BOM) in Section 3.0.

2.1 Substitution Policy

All equipment must be new and in original packaging. Refurbished or gray-market items are strictly prohibited.

The specific part numbers listed below are required for compatibility with existing infrastructure. "Or equal" substitutions will not be accepted unless explicitly approved in writing by the Government.

Explicit Workstation Exception: The upcoming Supermicro SuperWorkstation SYS-542T-2R is approved as an acceptable replacement to the currently specified SYS-551A-T (Item 41), provided it is fully configured to match or exceed the minimum performance specifications of the SYS-551A-T. If the SYS-542T-2R is utilized, the Contractor must adjust the memory architecture to utilize four (4) 128GB DDR5 ECC Registered memory modules (totaling 512GB RAM per workstation) to accommodate the alternative platform’s 4-DIMM slot capacity limit.

2.2 TAA Compliance

All items proposed and delivered under this SOW must be Trade Agreements Act (TAA) compliant.
