About this file
This is a Brand-Name Justification for an Exception to Fair Opportunity document issued by the Department of the Interior's Interior Business Center on behalf of Naval Sea.
The Department of the Navy requires procurement of commercial off-the-shelf (COTS) IT hardware including networking appliances, switches, servers, workstations, storage components, and software licenses to support mission operations and infrastructure upgrades. The procurement is restricted to brand-name-only items due to technical dependencies and compatibility constraints. Mandatory Cisco components include Firepower Security Appliances & ASA Licensing, Catalyst 9300 Switching Hardware & Licenses, Cisco Analytics & Monitoring (ThousandEyes/IOS-XE), Cisco DNA Cloud Services Licensing, and Cisco Accessories/Power/Cables. Super Micro brand-name-only components include CloudDC Servers & Licensed Components and SuperWorkstation Components. The estimated cost is redacted in the document.
Solicitations will be restricted to NASA SEWP contract holders capable of supplying certified Cisco and Super Micro hardware: ABBA Technologies (NNG15SC00B), ABF Data Systems (NNG15SD46B), Dynamic Systems (NNG15SC09B), Better Direct AI (NNG15SD45B), CounterTrade Products (NNG15SC05B), and Alliance Technology Group (NNG15SC02B). The justification cites proprietary integration protocols, firmware architecture dependencies, switching and firewall compatibility requirements within CV-TSC architecture, and integrated hardware ecosystem constraints as rationale for single-source procurement. Contracting Officer Angelina Clements made the determination on June 12, 2026, under FAR 16.505(a)(4)(i) authority that only one source is reasonably available.

4. Rationale.
FAR 16.505(a)(4)(i) — Items peculiar to one manufacturer (Brand-Name)
a. Technical Rationale for Cisco Brand-Name-Only
Cisco systems use proprietary integration protocols that cannot interoperate with third-party hardware.
Only Cisco hardware can maintain required switching, firewall, and firmware compatibility within CV-TSC architecture.
Non-Cisco alternatives introduce high performance risk, breaking stacking and module compatibility.
Substituting hardware would cause severe schedule slippage, prevent PLA 2.26 interface testing, block Element Authorization and Certification, and halt deployment of FCR-7 operational capabilities—directly impacting readiness for CVN-73 (Forward Deployed Naval Force).
b. Technical Rationale for Super Micro Brand-Name-Only
Super Micro servers and workstations rely on specific firmware, RAID controllers, TPM modules, CPUs, and chassis, and cannot be substituted without violating:
o BIOS/firmware dependency chains o Remote management compatibility o Power/cooling design constraints o Security baseline integrity These components are part of an integrated hardware ecosystem referenced in the
SOW.
5. Market Research.
The DOI IT storefront does not offer the server and network products required for this procurement. The customer conducted market research by obtaining quotes from Impress Technology Solutions, Better Direct, and SIRC. In addition, NASA SEWP vendors were reviewed to assess availability and ensure compliance with established ordering procedures.
6. Determination Under the authority of FAR 16.505(a)(4)(i) the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
