About this file
This document is a Historic Structures Report containing a Conditions Assessment for the Peirce-Klingle Mansion located in Rock Creek Park, dated May 2025. The report focuses specifically on the physical conditions of the electrical systems serving the mansion and associated outbuildings.
The electrical distribution system originates from a PEPCO pad-mounted transformer located south of the building, with service provided through Panel MDP containing five circuit breakers serving the Mansion, West Shed, East Shed, Garage, and Utility area. The assessment identifies numerous code compliance deficiencies and safety concerns across multiple panels and systems. Panel MDP exhibits severe corrosion with exposed, uncovered conductors violating NEC Section 314.17(A). Panel Sub serves the West Shed and is in fair condition. Panel RP, serving dual electrical vehicle charging stations in the parking lot between the Mansion and Garage, is newer and in good condition. Panel Hut #1 serves pumps and HVAC equipment in fair condition. Panel Garage, equipped with six circuit breakers, presents safety hazards including unsecured mounting to walls, missing filler plates, and storage of boxes in the working space, violating NEC Sections 110.12(A), 408.7, and 110.26(B). The Mansion's main Panel A, located in a basement closet, is in good condition with no spare breakers available. Panel B, a Siemens unit, is in good condition and appears fed through from Panel A with limited circuit directory labeling. Additional concerns include inadequate grounding and bonding, absence of surge protection at the main service entrance, exposed conductors throughout the system, incomplete emergency and egress lighting coverage, and lack of a lightning protection system. The report recommends comprehensive electrical system upgrades to address code violations, enhance protection, and improve overall electrical resilience while maintaining historic preservation standards.
