About this file
This document is an Evaluation Procedures attachment to Request for Quote (RFQ) 140D0425Q0643 for a surveying and research project in the Hawaiian Islands. The government will evaluate vendor submissions in two volumes: Technical and Price, using a Lowest Price Technically Acceptable (LPTA) procurement method. Technical requirements include demonstrating understanding of project objectives, proposing methods for handling survey challenges, providing personnel with specific qualifications (such as a Hawai'i licensed surveyor), showing organizational capability to manage complex boundary surveys, and submitting a quality control plan. Only vendors meeting the minimum technical requirements will proceed to the price evaluation stage, where the lowest-priced technically acceptable quote will be selected. The project involves surveys, historical research, and coordination with entities like DHHL, BLM, and landowners, requiring specialized surveying skills and software capabilities.

Attachment 4 – RFQ 140D0425Q0643
Evaluation Procedures
The Government shall review the vendor’s technical submission (to include technical approach/methodology; personnel qualifications; organizational capability and resources; and quality control plan) and price as follows:
Volume 1: Technical
The vendor must meet the following minimum technical requirements for successful performance of the contract:
1. Technical Approach/Methodology:
1a) Demonstrated understanding of the project’s objectives and scope.
1b) Demonstrated a clear and sound plan for executing the required surveys, research, and reporting, adhering to all specified standards (SBE 600 DM 5, Manual of Surveying Instructions
2009, HHCA, etc.).
1c) Proposed methods for handling specific challenges, such as water boundaries, historical research, and coordination with various entities (DHHL, BLM, landowners) that are relevant to the scope of work.
2. Personnel Qualifications:
2a) Proof that the proposed project lead is a Surveyor licensed in Hawai’i.
2b) Demonstrate ability to perform in accordance with the CFedS standards (preferably by either having a CFedS certification or by being currently enrolled in a CFedS training class).
2c) Qualifications and experience of key personnel (e.g., surveyors, researchers, drafters) are relevant to the scope of work.
3. Organizational Capability and Resources:
3a) Demonstrated capacity to manage a project of this scale and complexity within the Hawaiian
Islands.
3b) Demonstrated availability of necessary equipment, software (AutoCAD, Carlson Survey, Civil3D, Traverse PC, etc.), and facilities.
3c) Demonstrated experience with similar projects, particularly those involving federal lands, Hawaiian Home Lands, or complex boundary surveys.
4. Quality Control Plan (QCP):
Submitted a plan outlining the contractor’s internal processes to ensure the accuracy, completeness, and compliance of all deliverables and work performed, aligning with the
Acceptable Quality Levels (AQLs) mentioned in the PWS.
Volume 2: Price
For this acquisition, after the technical submissions are reviewed, only those quotes deemed “technically acceptable” will proceed to the price evaluation stage. The Government’s objective is to make an award to the technically acceptable quoter that offers the lowest price.
The price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition but may also be determined through cost and price analysis techniques as described in FAR 15.404. The information contained in the quote will be analyzed and evaluated to determine if:
a) The price elements (such as mix of labor/level of effort, travel, and ODCs) demonstrate that the Quoter understands the government’s requirements;
b) The price elements are consistent with the various elements contained in the technical quote; and
c) The price is fair and reasonable.
BASIS FOR AWARD
Award will be made to the quote that represents the best value to the Government, using the Lowest Price
Technically Acceptable (LPTA) procurement method. Quotes will be evaluated to determine if they meet the minimum technical requirements. Only those that are deemed technically acceptable will be considered for the price evaluation.
The Government reserves the right to award based on initial submissions, but reserves the right to request additional information, such as revisions to correct minor clerical errors, or to request additional discounts if it is in the Government’s best interest to do so. The Quoter should recognize that its initial written price and non-price quotes may be used as the sole and final basis of award and should quote accordingly.
Prior to award, the CO will review the information in the Federal Awardee Performance and Integrity
Information System (FAPIIS) for the prospective awardee to perform a responsibility determination as required by FAR 9.104.
The Government reserves the right not to make an award, depending on the quality of the quotes, the availability of funding, and the continued existence of the requirement.
