Volume 1: Technical

TECHNICAL FACTOR 1 (TECHNICALLY ACCEPTABLE/ TECHNICALLY

UNACCEPTABLE)

The technical quote is limited to 25 pages, on standard letter-size paper (8.5x11 inch) single spaced. Font size shall be no smaller than 12-point. Electronic versions of the quote shall be submitted in a Microsoft compatible format. The Government will not count the following documents toward the 25 page limit:

• Letter of Transmittal (cover letter)

• Title Pages

• Divider Pages

• Table of Contents

• Assumptions, conditions and/or exceptions, if applicable

The technical quote must not contain references to price; however, resource information, such as data concerning labor hours and categories, materials, subcontracts, etc., must be contained in the technical quote so that your understanding of the scope of work may be evaluated. It must disclose your technical approach in sufficient detail to provide a clear and concise presentation that includes, but is not limited to, the requirements of the technical quote instructions.

The quote shall contain a response to each of the factors identified in Attachment 4 (Evaluation

Procedures). The Quoter must provide clear responses, including objectives and outcomes, to each task addressing the work to be performed in the PWS (Attachment 2). Quotes which merely offer to conduct a project in accordance with the requirements of the Government's scope of work will not be eligible for award. The technical quote should reflect a clear understanding of the nature of the work being undertaken and your ability, unique capabilities, and demonstrated experience to successfully perform this requirement. The technical quote shall address the following factors:

• TECHNICAL FACTOR 1 – Technical Approach/Methodology

• TECHNICAL FACTOR 2 – Personnel Qualifications

• TECHNICAL FACTOR 3 – Organizational Capability and Resources

• TECHNICAL FACTOR 4 – Quality Control Plan (QCP)

Section 508 Compliance: Quoters are advised that Section 508 of the Rehabilitation Act of

1973, as amended (29 U.S.C. § 794 (d)), applies to this requirement, particularly concerning deliverables in PDF and AutoCAD formats.

• PDF Deliverables: All PDF deliverables must be fully accessible to individuals with disabilities and comply with applicable accessibility standards. This includes, but is not limited to, ensuring content is readable by screen readers, providing alternative text for all images, and properly tagging document structures (e.g., headings, lists).

• AutoCAD Deliverables: Any documentation or outputs generated from AutoCAD files

(e.g., PDF exports) must also meet Section 508 standards. Furthermore, if AutoCAD files are used to convey information to the public or other stakeholders, that information must be accessible, potentially requiring accessible views or descriptions of the drawings.

Quoters shall address their plan and capability to ensure all deliverables comply with these

Section 508 requirements within their technical quote.

Volume 2: Price

The Quoter shall complete and submit the Price Sheet spreadsheet (see Attachment 1) as part of their price quote. It must be submitted in Excel, allowing the Government to verify amounts quoted by the contractor. Rows can be added; however, columns must stay the same. Each dollar amount within the Price Sheet (all 5 excel tabs) must be rounded to only include two digits in the cents portion.

The Quoter shall provide a comprehensive FFP quote that includes pricing for all required deliverables listed in the PWS scope, regardless of timing. The FFP should be reflective of the detailed Deliverables Schedule that is a required submission after award, in accordance with

PWS Section 9.0. This includes, but is not limited to, the specified number of copies for each deliverable, the frequency of updates for deliverables requiring periodic revisions, and any other cost-related elements the Quoter anticipates will be part of that schedule.

The price quote shall be based on your prevailing commercial rates, utilizing any and all discounts. Discounts are requested. Quoters shall propose the labor categories, labor rates, and labor hours appropriate for the proposed solution to meet the requirements of this effort, and any other associated costs that form the basis for calculating the quoted price of this effort, to include travel and Other Direct Costs (ODCs), such as General Excise Tax (GET). The quoter must identify any labor categories that are subject to the Service Contract Labor Standards Act and ensure they are paid wages equal to or greater than the corresponding prevailing rates found in

Attachment 6 (Wage Determination).

Price Assumptions and Conditions: The Quoter shall detail all price assumptions and conditions upon which the contractor's quotation is based. If no assumptions or conditions are taken by the contractor, this section should include the statement, "No assumptions or conditions are taken."

If the Quoter fails to detail any assumptions or conditions, the Government will assume there are none.

The Government reserves the right to request additional information as may be necessary to determine the prospective contractor’s qualifications for an award or to clarify any aspects of the technical, past performance or price submissions. Such information shall be furnished promptly upon the Government’s request.
