Contractor Questions (Q#) Posed During Site Visit on 08/23/2022 with Government
Answers (A#):
Q1: What is the start date for the project?
A1: Per Section F, FAR 52.211-10, “The Contractor shall be required to (a) commence work under this contract within thirty (30) calendar days after the date the Contractor receives the notice to proceed…”
Q2: Are their danger trees associated with this contract? Will BLM be cutting any of the trees identified in the plans?
A2: BLM has plans to remove the hazard tree; however, if BLM is not able to remove the tree before work is being performed, the contractor may remove the tree if they feel unsafe to perform work under it. See sheet 6 for reference to this location.
Q3: Does Quartzville Rd have to stay open during construction?
A3: Yes, aside from sheet 14 and sheet 15 where sections of Quartzville Rd will be closed during the construction of culvert 2 and culvert 3 with the bypass roads remaining open, Quartzville Rd will have to stay open during construction.
Q4: Is there a bid item for flagging or traffic control?
A4: Per special contract requirement 635.25 “Temporary Traffic Control shall be considered incidental to Sections 203, 204, 208, 301, 403, 602, 617, 618, and 634; no additional payment will be made.”
Q5: Do fog lines start getting painted at MP 12?
A5: Fog lines start at the start of the project, at MP 11.95. See sheet 3 for reference.
Q6: Is there sections of guardrail that are new or is it all being replaced?
A6: Yes, there are new sections of guardrail that are being installed along with sections that are being replaced. See sheet 4 for reference to these locations.
Q7: Is the type of K-rail style spelled out in the specs (20’ vs 10’)?
A7: Per special contract requirement 618.04 “Provide new precast K-Rail barriers comparative to
ODOT Std Dwg RD500/501, 12’-6” Length.”
BLM NORTHWEST OREGON DISTRICT Page 2 of 8
Q8: For the bypass road, is there another landowner aside from the BLM to coordinate with?
A8: The bypass road for culvert 2 is on BLM land and needs to be constructed prior to the removal of culvert 2. The bypass road at culvert 3 on sheets 11 and 15 is existing and runs through a Linn County Campground. Limited time is available to close the campground and use as a bypass road. Contractor shall coordinate with the COR when the construction can take place and the COR will request the park closure with Linn County. Closure will occur in the second summer of the contract but needs to be arranged immediately to avoid conflicts with camp reservations.
Q9: Culvert 3, is there an agreement to use Linn County Campground traffic lanes as a bypass road? Including installing speed bumps?
A9: Upon discussion with Linn County, currently they do not wish to have the campground open during construction. Due to this, speed bumps and signs within the campground would be minimal. Linn County wants to limit the campground closure as much as possible. See answer to question 8.
Q10: Is the bypass road for culvert 2 different than culvert 3?
A10: Yes, the bypass road for culvert 2 will need to be constructed and is part of the work that is required to be completed with culvert 2. The bypass road for culvert 3 is existing and runs through a Linn County Campground.
Q11: Can we close Quartzville Rd at Culvert 3 while construction is taking place for the culvert?
A11: Per the temporary traffic control plan on sheet 15, Quartzville Rd is to be closed during the construction of culvert 3 with traffic being diverted onto the bypass road. Please see previous answers to this question.
Q12: For the speed bumps, are speed bump ahead signs required?
A12: Appropriate traffic control signage is required per the MUTCD. Please refer to sheet 15 of the project plans for specific traffic control through this area.
Q13: At MP 14.3 heave in road, does the contractor have to maintain two-way traffic or are flaggers required?
A13: The contractor is required to maintain 2-way traffic, one travel lane must always remain open with appropriate traffic control in place to accommodate 2-way traffic. Traffic may be placed on finish rock grade, however a ramp between the existing asphalt and the rocked lane must be kept and maintained by the contractor. Any damage to asphalt outside the excavation limits is to be removed and replaced at the Contractors expense.
BLM NORTHWEST OREGON DISTRICT Page 3 of 8
Q14: Are signs allowed stating one-way traffic? Are rock/ACP ramps allowed onto finished rock grade for traffic?
A14: See answer to question 13.

Q17: Can the contractor fill all road repairs with 1 ½ - 0” aggregate instead of what is prescribed in details on sheet 16.
A17: The Contractor is to fill road repairs per designated details in the plans. Any deviation from typical sections will need to be approved by the COR.
Q18: At MP 15.3, is there a 3” overlay on partial slump repair? Says pave patches, not removing entire width.
A18: At this location, the partial slump section will need to be removed and replaced per partial width slump repair detail on sheet 16. The overlay for this section will then be performed once the slump section has been fully repaired and repaved.
Q19: At the slump repair at MP 15.3, can the contractor saw cut per detail, then overlay entire site?
A19: Please see answer to question 18.
Q20: Is overnight flagging allowed? Can traffic be put on finish rock grade? Can single lane be closed overnight?
A20: Traffic may be placed on finish rock grade, a ramp between the existing asphalt and the rocked lane must be kept and maintained by the contractor. Any damage to asphalt outside the excavation limits is to be removed and replaced at the Contractors expense. See answer to
Question 13.
Q21: Will the contractor be paid per ton on the asphalt? What happens if the contractor goes over quantity on bid items?
A21: The contractor is to be paid for asphalt on items as indicated in the special contract requirements. However, for items the contractor is paid per ton on asphalt, the contractor is to
BLM NORTHWEST OREGON DISTRICT Page 4 of 8 stick to the design quantity, only to exceed it under extenuating circumstances. When the contractor is approaching the design quantity indicated, the contractor is to speak with the COR for approval prior to exceeding the designed quantity.
Q22: Is the contractor paid per unit price on any contract item where quantities exceed contract quantity?
A22: For sections where the quantities for a bid item exceed the contract quantity, contract clause 52.211-18 will apply.
Q23: Is erosion control fencing needed? What sites require erosion control?
A23: Erosion control fencing will be required depending on the weather and erosion control will need to be in place to control the water quality of Quartzville creek and other waterways. Per special contract requirement 157.10 (a) “The contractor shall submit an Erosion Control Plan for approval...” and 157.10 (b) “The contractor shall submit a Dewatering Plan for approval…”.
Q24: Is asphalt included in the lump sum bid items for slump repair?

Q25: Can all asphalt be moved to being paid by the ton?
A25: Asphalt is to be paid as indicated in the special contract requirements sections 403 and 418.
Q26: What is the legal time frame for holding traffic?
A26: The maximum time traffic is allowed to be held on Quartzville Rd is 20 minutes with priority being given to commercial vehicles.
Q27: Is there active logging planned during construction?
A27: The BLM and FS does not have active logging planned during the period of performance for this project. However, private industry may have logging taking place during the period of performance for the project.
Q28: Has there been any bores performed within the project limits? Is the asphalt thickness known on slump repairs?
A28: There have not been any bores performed within the project limits. The existing thickness of the asphalt on slump repairs is unknown.
Q29: Is the contractor responsible for surveying? Is it a pay item?
BLM NORTHWEST OREGON DISTRICT Page 5 of 8
A29: There are current BLM survey control points in place at each of the culvert locations. Per special contract requirement 152.06 “Contractor Construction Surveying and Staking is considered incidental to Pay Items under Sections 107, 203, 204, 208, 251, 301, 403, 602, 614, 617, 618, and 634, no additional payment will be made.
Q30: Will the locations listed on the plan sheets be staked prior to start of construction?
