About this file

This document is a Salient Characteristics document for latrine requirements for the 168th Military Police Battalion (MP BN) in Rio Grande Valley, Texas. The contract requires a single-source procurement for portable latrine and handwashing station services, with specific detailed requirements including weekly cleaning, disinfection, and maintenance of 45 portable chemical latrines and handwashing stations. Key contract specifications include providing cleaning supplies, restocking three full toilet paper rolls per unit, ensuring all units remain in working condition, and maintaining a sanitary 10-foot area surrounding each unit.

The contract is structured with a 1 base year and four 1-year option periods, to be performed within a reasonable commuting distance from Fort Brown to Rio Grande City, TX. The procurement is justified as critical to enhancing operational efficiency and mission readiness for the 168 MP BN, with a warning that failure to award could disrupt command and control (C2) operations and degrade mission effectiveness at Mobile Surveillance Capability (MSC) sites along the border. The contractor must provide all necessary personnel, equipment, and supplies, including portable chemical latrines, handwashing stations, support trucks, personal protective equipment, and cleaning materials.
