About this file
This Scope of Work details a 5-year service contract for Oklahoma Pollutant Discharge Elimination System (OPDES) Industrial Wastewater Treatment System Permitting and Compliance Support at the McAlester Army Ammunition Plant (MCAAP). The primary objective is to complete the OPDES permit renewal application for submission to the Oklahoma Department of Environmental Quality (ODEQ), involving comprehensive wastewater treatment system documentation, sampling, analysis, and regulatory compliance support.
The contract includes seven primary tasks spanning 2025-2029, with a base year and four optional years. Key responsibilities include conducting site visits, collecting wastewater samples, developing permit renewal applications, responding to regulatory agency information requests, providing technical consultation during permit negotiations, and offering ongoing engineering support to ensure compliance with evolving industrial processes. The contractor must demonstrate expertise in facility permitting, water quality standards, engineering controls, and proactive compliance planning, with a focus on obtaining reasonable permit limits and implementing innovative treatment solutions for the facility's wastewater treatment system.

SCOPE OF WORK
Oklahoma Pollutant Discharge Elimination System (OPDES) Industrial Wastewater Treatment System Permitting and Compliance Support
Request Service Contract/5-year Period of Performance
The MCAAP Sewer Treatment Plant (STP) has a design capacity of 0.50 MGD, with an average flow of
0.35 MGD. Wastewater receives preliminary treatment through a bar screen prior to entering a rectangular clarifier for primary treatment (sedimentation). Secondary (biological) treatment consists of two rock media trickling filters, with final clarification provided in a single rectangular secondary clarifier. The secondary clarifier effluent is disinfected through an ultra-violet system prior to discharge into Bull Creek, downstream of Brown Lake. Chlorination and dechlorination can also be provided prior to final discharge. Wastewater generated at MCAAP has both domestic and industrial components, including pre-treated industrial process wastewater consisting of nitroaromatic compounds and munitions constituents. The industrial pre-treated wastewater is commingled with domestic wastewater upstream of the STP headworks. The STP's organic loading is weak, with typical 5-day carbonaceous biochemical oxygen demand (CBOD) influent concentrations less than 20 mg/L.
Primary Objective:
OPDES Permit renewal application must be completed and ready for submission to the Oklahoma Department of Environmental Quality (ODEQ). The permit renewal application must include completion of ODEQ Industrial Wastewater Discharge Form 1, General Information - Application for Permit to Discharge and/or Treat Industrial Wastewater or Sludge, and supplementary forms, including Form 2C, Wastewater Discharge Information - Existing Manufacturing, Commercial and Mining Operations. Any treatment system supporting documentation/evaluations must also be included in the permit application package as requested and approved by MCAAP personnel.
Information Collection and Review
1. Conduct Permit Renewal project kickoff meeting within two weeks of contract award date or date approved by MCAAP personnel. Conduct preliminary site visit and schedule subsequent site visits, to include sample collection, to gather adequate site information for the permit renewal application. Provide MCAAP personnel of detailed list of items needed to compile the permit renewal application.
2. Generate Draft Kickoff Meeting Minutes within 5 days of kickoff meeting for review by MCAAP personnel
3. Generate Final Kickoff Meeting minutes within 5 days of MCAAP review comments
Task 1: Conduct required sampling and laboratory analysis to characterize Sewer Treatment Plant (STP) wastewater effluent (to be incorporated in the draft and final permit renewal application)
ODEQ certified laboratories must be used to analyze samples, and only applicable EPA approved sampling and analytical methods may be used. Identify effluent characteristics and document on Form 2C. Composite samples will be collected from Outfall 01S (STP effluent) and analyzed for all required parameters based on the explosives manufacturing category. Historical routine monitoring data collected by MCAAP may be used to meet the data requirements for toxicity testing.
Task 2: Develop Permit Application for submission to regulatory agency (to be completed in 2025)
1. Preliminary Draft Permit Renewal Application must be generated for review by MCAAP personnel before 1 August 2025. All process flow diagrams, descriptions, and analysis of potential pollutants must be included.
2. Final Draft Permit Renewal Application must be generated for review by MCAAP personnel by 1
October 2025.
3. Final Permit Renewal Application must be drafted for review by MCAAP personnel prior to 1 November 2025.
4. Final application adjustments may be completed if warranted and the finalized permit application must be available for submission to the Oklahoma Department of Environmental Quality (ODEQ) by 15 December 2025. The Final Permit Renewal Application package form must be at least 2 digital copies on CD/DVD and two hard copies.
Task 3: Regulatory Agency Request for Supplementary Information (to be completed in 2026 -intermittently until ODEQ is fully satisfied and permit application considered complete)
1. As a component of this contract, the Contractor must be readily available to address any requests from ODEQ for further information and provide consultation/solutions if necessary.
Task 4: Supplemental Information Submission to regulatory agency (to be completed in 2026 -intermittently until ODEQ is fully satisfied and permit application considered complete)
1. Respond promptly to ODEQ requests for further information or notices of deficiency in relation to the permit renewal application. All response deadlines imposed by ODEQ must be met in a timely manner.
Task 5: Permit Conditions developed by regulatory agency (Draft Permit) (estimated to be completed in 2026 or when ODEQ issues draft permit)
1. Once the draft permit is issued, provide consultation/technical assistance to ensure permit conditions are accurate.
Task 6: Negotiations with regulatory agency (estimated to be completed in 2026 or when ODEQ issues draft permit)
1. Once the 30-day public comment period has ended, provide consultation services/representation at public meetings if granted by the ODEQ.
Task 7: Permit issuance (estimated to be completed in 2026 or when ODEQ issues final permit)
1. Once the permit has been issued, provide consultation services/technical assistance during the event of an appeals process.
Task 8: Continued Engineering and Regulatory Compliance Support Services (estimated to be completed intermittently in 2026 - 2029)
1. As industrial processes at MCAAP evolve, new industrial wastewater treatment processes and challenges will require engineering and support services to ensure MCAAP continues to remain in compliance with regulatory requirements. For example, compliance investigations and Toxicity Identification/Toxicity Reduction Evaluations (TIE/TRE) or pollution prevention design and implementation efforts may be needed. Design/engineering services may be necessary to ensure adequate and efficient treatment of industrial wastewater.
The Contractor shall furnish sufficient technical, supervisory and administrative personnel at all times to ensure performance of the work in accordance with the delivery schedule.
Contractor must demonstrate willingness to obtain most reasonable permit limits, implement innovative engineering controls, and plan for future compliance challenges. Preference will be given to those that demonstrate proficiency in the following areas:
1. Experience completing major facility permitting actions (i.e. construction, modifications, renewals) for Class C Wastewater Treatment Plants (or greater complexity classification) for Publically Owned Treatment Works, Federally Owned Treatment Works and/or major industrial dischargers.
2. Knowledge of state Water Quality Standards (WQS) and associated beneficial use criteria.
3. Experience conducting water quality standard/effluent limitation attainability analyses.
4. Experience conducting research to compile justifications for the relaxation of effluent limitations.
5. Experience evaluating the potential to exceed an effluent limitation/water quality standard and proposal of engineering controls and optimum solutions.
6. Knowledge of water quality modeling and evaluation criteria for parameters with potential to exceed WQS. Experience conducting site-specific water quality criteria applicability evaluations.
Knowledge of total recoverable metals criteria and site specific criteria development procedures.
7. Wastewater treatment design services and implementing innovative engineering controls.
8. Experience planning for future compliance challenges.
