About this file

This is a Bid Schedule and Offer Evaluation Information document for an environmental hazards survey contract with the Yukon Delta National Wildlife Refuge (NWR). The Government seeks qualified environmental professionals to conduct a comprehensive Environmental Hazards Survey of the Old Chevak Church in accordance with a Performance Work Statement (PWS). The contract includes two CLINs: CLIN 0001 is a lump-sum price for the full Environmental Hazards Survey, and CLIN 0002 is an optional line item for additional samples priced per sample at the Government's discretion.

The lump-sum price for CLIN 0001 must include all labor, travel, mobilization, permits, equipment, sampling, laboratory analysis, reporting, disposal of sampling debris, overhead, and profit necessary to complete the full Statement of Work. Quotes are due by June 14, 2026 at 11:59 PM Central Time, with an RFI deadline of June 3, 2026. Offerors must submit three separate PDF files via email to Tanner_Frank@ios.doi.gov: a completed and signed SF-1449, the Bid Schedule with vendor information and pricing, and a Technical Submission documenting qualifications. The Government will evaluate submissions using a Best Value Tradeoff methodology with price as the primary factor. Technical acceptability is evaluated on a Pass/Fail basis requiring demonstration of ADEC-qualified environmental professional status under 18 AAC 75.33, State of Alaska certification for asbestos inspections, State of Alaska licensure for lead inspections, relevant experience with asbestos, lead-based paint, PCB, and hazardous material surveys, ability to complete all work by August 15, 2026, and capacity to perform work in remote Alaskan areas including remote-site logistics. Failure to meet all Pass/Fail criteria results in removal from consideration.
