About this file

This is a Request for Information (RFI) Question & Answer Summary document for RFQ #140FS126Q0080 regarding an environmental hazards survey of the Old Chevak Church. The document clarifies eight key requirements and scope items for the solicitation.

Certification and Personnel Requirements: AHERA training and certification is acceptable for asbestos inspectors, and EPA lead inspector certification is sufficient to meet lead inspector requirements, as Alaska does not provide these certifications. Project Scope and Structure: Only one structure—the Old Chevak Church located at the Old Chevak Site, a remote field camp—is included in the project scope. Reference to "Kanagayak" in the solicitation language is a legacy typo and does not apply. The lead survey scope mirrors the asbestos survey scope. Sampling and Repair Standards: Roof sampling locations must be repaired to provide temporary weatherproof seals, though the building is scheduled for demolition pending funding availability. Interior surface repairs do not need to match existing finishes but must prevent exposure to underlying materials. When sampling nonfriable materials that do not create exposure potential, repairs are not required; samples should be taken in low-traffic areas or corners when possible. Analytical Testing Requirements: TCLP (EPA Method 1311) is the correct analysis method for lead sampling, not TTLC; only samples exhibiting high lead concentrations require TCLP analysis.

RFI Question & Answer Summary RFQ #140FS126Q0080 – Old Chevak Church Environmental Hazards Survey

1. Asbestos Inspector Certification Requirements Question: The solicitation states that asbestos inspectors must be certified by the State of Alaska, but Alaska does not certify AHERA Asbestos Building Inspectors. Is AHERA certification acceptable?

Answer: Yes. AHERA training and certification, as required under federal regulations, is sufficient to meet the solicitation requirements.

2. Lead Inspector Certification Requirements Question: Because Alaska is an EPA-administered jurisdiction and does not certify lead inspectors, is EPA lead certification sufficient?

Answer: Yes. EPA lead inspector certification is sufficient to meet the solicitation requirements.

3. Scope of Inspection (Structures Included) Question: Is the inspection scope limited solely to the Old Chevak Church?

Answer: Yes. The project scope includes only one structure—the Old Chevak Church.

No other buildings are included.

4. Roof Sampling Repair Requirements Question: Must roof sampling locations be repaired and restored to weatherproof condition?

Answer: Yes. Roof sampling locations must be repaired to provide a temporary weatherproof seal. The building is scheduled for demolition, though the timing is dependent on funding.

5. Interior Surface Repair Requirements Question: For sampling on finished interior surfaces, must repairs restore surfaces to match existing finishes?

Answer: No. Repairs do not need to match existing finishes; they only need to prevent exposure to underlying materials.

6. Repairs for Nonfriable Materials Question: If sampling of nonfriable materials does not create exposure potential, is repair required?

Answer: No. When sampling nonfriable materials that do not create exposure potential, repairs are not required. Samples should be taken in corners or low-traffic areas when possible.

7. Lead Survey Scope (Kanagayak and Old Chevak Sites) Question: Solicitation language references structures at Kanagayak and Old Chevak field sites. Are additional structures included, and does the lead survey scope match the asbestos survey scope?

Answer: Only one structure (the Old Chevak Church) is included in this project. The reference to “Kanagayak” was a legacy typo from a prior project and does not apply to this requirement. The Old Chevak Church is located at the Old Chevak Site, a remote field camp. The lead survey scope mirrors the asbestos survey scope.

8. Lead Sampling Analytical Requirements (TCLP vs. TTLC) Question: The solicitation references TTLC testing. Is TTLC required for lead sampling?

Answer: No. TTLC is not required. The correct analysis method is TCLP (EPA Method 1311). Only samples exhibiting high lead concentrations require TCLP analysis.

Additional Clarification:

The Old Chevak Church is located at the Old Chevak Site, which is a remote field camp location. No other structures at that field site or at Kanagayak are part of this project.
