About this file

This document is a request for proposal for design-build services related to the rehabilitation of approximately 6,400 linear feet of historic seawalls located within the National Mall and Memorial Parks in Washington, D.C. The National Park Service seeks a design-build contractor to complete the design of the project to a 100% level and to perform the construction work. Key requirements include rebuilding the seawalls to their historical functional height, reusing existing historic stone where possible, and providing for future increases in elevation to address sea level rise. The contractor must follow established design standards and procedures, obtain necessary permits, and adhere to environmental, sustainability, and accessibility requirements. The proposal response date is not provided, though the contractor is expected to submit design development and construction documents according to the project schedule.

1.4 BACKGROUND

The stone seawalls throughout West and East Potomac Parks were constructed in the late 1800s as part of a land reclamation project on the Potomac River Flats to assist with river navigation and flushing. In the years since their construction, the seawalls have significantly settled due to their construction on top of soft soils. Despite minor repairs and modifications of the seawalls, predominately occurring before 1950, the settlement and deterioration of the walls allows for regular overtopping and inland flooding in select areas of the Tidal Basin and West Potomac Park. Greater areas are overtopped after extreme weather events, threatening historical resources and park infrastructure. Portions of the walkways on either side of the Inlet Bridge are underwater twice daily, creating a hazardous condition for Park visitors. Due to the settlement of the seawalls and adjacent land, and the subsequent decrease in elevation above mean water level, the overtopped areas do not drain effectively or quickly. When the water does recede, the overtopped areas are often littered with wood debris and other trash from the river. Manmade litter, such as trash, plastics, and metal, are mixed into the woody debris which leads to concerns for sanitation and health safety for the Park’s visitors and NPS employees. Significant cost and effort are expended by NPS staff to remove the debris load after overtopping events.

The mortar between the blocks of stone masonry along the southern half of West Potomac Park has eroded completely, and water seeps through these open joints during the normal ebb and flow of the river. When water returns through the open joints, it carries soil material back to the river. Over time, this has led to a significant loss of material and a collapse of the seawall into the river. Riprap has been placed along the shoreline, behind the remnants of the stone wall, to slow down the erosion of the shoreline. The riprap has become an attractive nuisance to visitors who attempt to clammer down the improvised riprap revetment to reach the water.

The Tidal Basin and West Potomac Park experience large numbers of visitors every day of the year with peak visitation during the spring with the blooming of the cherry trees. The current condition of the seawalls affects visitor use and experience because the pedestrian trails in many areas have degraded, creating trip and fall hazards, and are inaccessible because of standing water and mud, and debris left behind from daily flooding. This has led to reduced public access and damage to historic cultural landscapes and Park infrastructure, resulting in negative impacts to visitor use and experience.

The rehabilitation of the seawalls is needed primarily because the existing serviceability deficiencies of the seawalls negatively impacts the experience and safety of park visitors and drowns out vegetation, which negatively affects the landscapes.

NPS intends to rehabilitate portions of the Tidal Basin seawall (TB-E and TB-W) and the entire West Potomac Park seawall (WPP-S and WPP-N) in accordance with the National Environmental Policy Act (NEPA) of 1969 as amended. The rehabilitation includes approximately 6,400 linear feet of seawall that is administered by NPS through NAMA and located in the District of Columbia.

The purpose of the proposed action is to:

A. Restore the historical functional height of the seawalls B. Improve the historical cultural landscape and visitor experience along the shorelines

02-03-2023 | Page 7 of 31

C. Minimize soil erosion and safety hazards D. Provide localized mitigation from nuisance flooding. The restoration of the wall height will mitigate localized, nuisance flooding or ponding but will not be part of a larger flood protection system.

NPS intends to contract with a DB Contractor to rebuild and elevate the seawalls to reestablish the historical functional height of the walls to provide 1) a sustainable solution that extends the life cycle of the seawalls and 2) to allow future elevation raises of the wall to respond to changing climate patterns, including flood events of greater height and frequency. The DB Contractor will remove the existing stone seawalls and construct new walls along the historical alignments.

The rehabilitation will reduce flooding during normal tidal and minor flood events and will eliminate loss of fill material from behind the seawalls. Stone from the historical walls will be salvaged and reused in construction of the new walls. The existing sidewalk on top of the seawall along the Tidal Basin will be replaced. Finally, the existing landscaping adjacent to each of the seawall systems will be rehabilitated. Repairs to the surrounding infrastructure will include grading, stormwater control, pedestrian/multi-use paths, curbing, and replacement of any site features (e.g., landscape, trees, benches, etc.) damaged or disturbed during construction.

For a more detailed history of the existing site refer to the Basis of Design Report (BDR) Section 1.

1.5 DESCRIPTION

The schematic design preferred solution is a pile supported concrete slab (relieving platform) which independently supports a concrete wall to eliminate additional loading and potential settlement of the compressible soils below the structure.

The original stones will be salvaged, resized and stacked to create a wall that visually mimics the original stacked stone wall.

Provisions have been included in the compliance and permitting documentation to allow for the use of a temporary cofferdam during construction. Figure 1 below depicts a section of the preferred solution.

02-03-2023 | Page 8 of 31

The DB Contractor has the latitude to change any of the following:

A. Pile types and spacing (must avoid disturbance to all utilities and planned improvements) B. Pile cap C. Pre-cast seawall support Z-Section (PC-SS-Z) D. FRP sheet piling cut off wall

The DB Contractor cannot change or eliminate the following requirements:

A. Top of proposed seawall elevations B. Installation of the rehabilitated wall along the historic wall alignments C. Salvage and re-use of existing historic ashlar seawall stone D. Relieving platform concept; must not impose additional loads on subsurface soils beneath sidewalk E. Text in Division 01 through 50 specifications which has been edited and is not apparently open to modification (i.e. open brackets, multiple options, etc.); the intent being that specifications have been developed to a point which establishes minimum project criteria to be carried throughout the design and construction of the project.
