SOLICITATION: 140P2023R0020
PROJECT ID: Rehabilitate Seawalls and Shoreline at National Mall and Memorial Parks, NAMA 318722
SUBJECT: Solicitation Questions and Responses, March 14, 2023
1. (Grouped similar questions)Confirm that we can use a 11x17 for the Organization Chart in Phase
One Factor 1 General Technical Approach? Is there a required page size for the Phase One qualifications document? Will NPS allow the org chart to be 11"x17" size? If so, does this count
1 or 2 pages against the 10-page limit?
RESPONSE: 11x17 is acceptable—page size is not a specified limitation for these factors. One
11x17” sheet is one page.
2. Regarding the Prime Construction Contractor’s recent and relevant project experience. Due to the limited portfolio of past D.C. area design-build seawall and related maritime construction projects, would the National Park Service accept recent and relevant projects that were not solely
Design-Build, but included services performed as part of a Design-Bid-Build, Alternative
Delivery, Early Contractor Involvement, or similar arrangement to construct seawalls and related maritime construction?
RESPONSE: Yes, projects other than solely Design-Build will be accepted and evaluated in accordance with Solicitation Section M.
3. We have been reviewing the documents provided on February 23, 2023. As you are aware, you have developed a significant amount of information that requires a thorough review by our team, and requested detailed information on the specific technical approach we would utilize to perform the work on this project. In order to put together a team to properly cover all of the scope that this nationally recognized project encompasses, and prepare a detailed, compliant proposal, we request an extension of 2 additional weeks to the RFQ submission date of March 23, 2023.
RESPONSE: We appreciate the feedback and will make determination of extending the Phase 1 qualifications due date closer to its initial due date of 3/23/23.
4. Due to the allotted time to develop the Phase One Submission, please confirm it is acceptable for the proposer to submit previously completed PPQ's for compliance on the contractor's past performance.
RESPONSE: Please see submission requirements for Factor 3 Past Performance. Previously completed PPQs may be included in the submission.
5. The stand alone SF1442 lists in section 13d, a 60-day period for offer validity but the combined
SF1442 lists a 90-day period. Please clarify the period the offer must remain valid for.
RESPONSE: 90 days is correct. The standalone SF1442 form states, “See Combined SF1442, Clauses, and Provisions document.”
6. Please confirm only an electronic submission by email is required for the proposals.
RESPONSE: Confirmed for Phase 1 submissions.
7. Please confirm if AE 1 has started a draft "NPS Project Sustainability Checklist", and if yes, please provide a copy to the proposers. The Checklist provided with the RFP is blank.
RESPONSE: Yes, AE 1 has started a draft NPS Project Sustainability Checklist. It is provided through an updated Attachment 7 in Amendment 0002.
8. Please confirm if PPQ's are needed for Factor 3 for each reference job or if the requirement is only a reference contact for each job.
RESPONSE: Please see submission requirements for Factor 3 Past Performance. Previously completed PPQs may be included in the submission.
9. Section L, 2. A. Page 52 - The RFP states: Describe the methods of communication and maintenance of documentation relevant to decision making, roles and responsibilities, and authorities within the organizational structure. Question: The wording of this requirement is confusing. Can you please provide greater clarity as to what is being requested in this requirement?
RESPONSE: This requirement is meant to cover organizational structure. We would like to understand how the project team is organized and their respective roles and responsibilities, how the team communicates, and how documentation is kept.
10. Section L, 2. B. 1 & 2, Page 52 - The RFP states: "Relevant is design services performed as part of a design-build contract to design the reconstruction of seawalls and related maritime construction." At the draft stage, the RFP stated: "Relevant is design services performed to design the reconstruction of seawalls and related maritime construction. At least one example of experience must demonstrate performance as part of a Design-Build team." Question: The change from the draft requirement of one DB seawall project to the final requirement of all five seawall projects being DB delivery is prohibitive and would limit our team from providing the most relevant experience available. Would NPS be willing to revert this requirement to the language of the Draft RFP or allow the use of other delivery methods to ensure a complete response?
RESPONSE: Other than solely Design-Build will be accepted and evaluated in accordance with
Solicitation Section M.
11. Would the NPS please consider extending the deadline for submission of the proposal to April 6, 2023?
RESPONSE: We appreciate the feedback and will make determination of extending the Phase 1 qualifications due date closer to its initial due date of 3/23/23.
12. Can the government please provide an attachment for Factor 3 past performance or is there a specific format you would like us to use?
RESPONSE: A specific format is not required.
13. Is there a specific format that the government would like for us to provide key personnel or is that to be included in narrative format for Factor 2.
RESPONSE: A specific format is not required.
14. Is there a specific format that the government would like for us to provide projects for Factor 2?
RESPONSE: No, a specific format is not required.
15. Due to the limited portfolio of past design-build seawall and related waterfront/marine projects in the region, would the National Park Service accept recent and relevant projects that were not solely Design-Build, but included services performed as part of Design-Bid-Build projects for seawall design and related marine structure design?
RESPONSE: Other than solely Design-Build will be accepted and evaluated in accordance with
Solicitation Section M.
16. Section 4.1.3 of the BDR states that waves shall not be considered in the analysis and design of the bulkhead. However, the Coastal Modeling Report in Appendix H3 of the BDR provides wave loading on the seawalls in Tables 9 and 10. Was wave loading considered in the RFP preferred alternative design? Should wave loading be considered?
RESPONSE: Wave action was analyzed but not considered a contributing force. Designer should check the loads but not exempting. Wave action should be considered for the historic stone facia to include the new stones, mortar, joints, etc.
17. Will tabs/dividers be counted against the page count limitations for each factor? i.e., if we include a divider that says "Designer Qualifications" before the designer project section, would NPS consider the divider to count as 1 page in the total page count for that section?
RESPONSE: Yes.
18. In Section L, Phase One Business Proposal Submission Requirements, the Solicitation has a requirement as written below: “JOINT VENTURE AGREEMENT: If the entity providing an offer in response to this solicitation is a Joint Venture, provide all documentation related to the
Joint Venture, including but not limited to a signed Joint Venture Agreement, and any SBA review or approval documentation.” Question: Construction Joint Venture Agreements are not executed until the Contract is issued by the Owner. Please clarify that you will not need the
Construction Joint Venture Agreement for this submission.
RESPONSE: Submission of an offeror’s Joint Venture Agreement is only required for the offeror
(prime contractor) and only if the “entity providing and offer in response to this solicitation is a
Joint Venture.”
19. In, Section L, Phase 1, Factor 2, Technical Qualifications, the Solicitation has a requirement as written below: “In addition to project experience, provide the relevant design experience qualifications of the proposed design personnel that will perform the design services for this requirement.” And “In addition to project experience, provide the relevant experience qualifications of the proposed prime contractor key personnel that will perform the overall management of the design and construction services for this requirement.” Question: Could you please confirm who you consider proposed design personnel and prime contractor key personnel?
Please confirm if you are seeking full (1-page?) resumes, or biographies listing relevant experience.
RESPONSE: Solicitation Section H Special Requirement H.2: Key Personnel identifies minimum
Key Personnel required to be identified contractually. However, an offeror may present in their submission other personnel deemed key personnel to present their Technical Qualifications. A specific format is not required.
20. Designer and Contractor qualifications – due to the unique scope of work for this project, can the project completion be extended to 15 or 20 years?
RESPONSE: The definition of recency will not be extended.
21. Will there be an in-person site visit?
RESPONSE: No. Please refer to Solicitation provision FAR 52.236-27.
22. Will the Government allow any of the construction to be performed in-water, such as from barges or marine equipment operating in the Potomac River and/or Tidal Basin?
RESPONSE: Yes, the RFP clearly addresses work being performed from the water, but check the limitations in the environmental documents.
