About this file
This pre-proposal presentation outlines requirements for a design-build contract to rehabilitate seawalls and shorelines within the National Mall and Memorial Parks. The scope of work includes designing and constructing repairs to approximately 6,400 linear feet of historic seawalls, restoring historic landscaping, and providing flood protection across four zones. Offerors must complete design to 100% and construction within 1,248 days from notice to proceed. The presentation identifies sequencing preferences and notes two concurrent infrastructure projects that may impact access. The two-phase solicitation will evaluate offerors on technical approach, past performance, technical and schedule details, and price before selecting up to three for phase two proposals and final award. Compliance with small business participation goals and prevailing wage determinations is required. No site visit is scheduled but offerors are expected to inspect the work areas and consider access restrictions. Questions are due by the date specified, with answers provided to all offerors via SAM.gov.

General Contract Information
• The work shall be conducted within 1248 days from NTP, negotiable.
• At this time, there are two larger projects that will be occurring in and around the Tidal Basin and West Potomac Park with similar schedules. Site access and staging areas may be.
1. The DC Water Potomac River Tunnel Project will directly affect the West Potomac Park portion of the seawall project in two locations along the river. An approximately 5.5-mile-long tunnel with an inside diameter of 18 feet will be mined from a shaft to be constructed within West Potomac Park. An emergency overflow structure will also be constructed along the Potomac River near the mining shaft. This area may be restricted from Seawall contractor access based on the timing of both projects occurring at the same time. The tunneling project will likely start prior and continue for several years after the Seawall project.
2. The Long Bridge Project is located south of this project and will have minimal spatial impact to this project. Given the “in-water” nature of the work, this project may impact the availability of marine contractors, marine equipment, and materials.
• Access to site, in areas near the Jefferson memorial, via security gate(s), screening of all deliveries is required, refer to contract documents for specific requirements.
