GENERAL SPECIFICATIONS

Replace Doors at Death Valley National Park 1

1.1 SUMMARY

A. The goal of this project is to replace failing exterior doors on several operational buildings and hang interior doors in an office building at Furnace Creek, Cow Creek, Stovepipe

Wells/Emigrant, Grapevine/Mesquite Springs Campground, and Scotty’s Castle at Death Valley

National Park.

B. The scope of this project includes providing all labor, materials, equipment, transportation, supervision, and all other contractor-related services to rehabilitate and improve interior and exterior doors including jambs, thresholds, actuators, handles, hinges and other hardware required to complete installation at each location.

1. Removal: The contractor shall remove existing doors and appurtenances and dispose of debris at appropriate facilities outside the park.

2. Installation: The contractor shall install new doors and appurtenances.

3. Adjacent infrastructure, both Government and tenant owned, shall be protected.

4. Government will provide lock cores for each door, for contractor to install.

C. A pre-bid site visit will be scheduled for prospective offerors. Prospective offerors will meet at

Furnace Creek Visitor Center at 11AM (PST) on Wednesday July 17, 2024. NPS will provide time at

Furnace Creek to answer questions and then leading a caravan of offerors to each site. Please allow the entire day for this site vist, in order to see each building. High Clearance 4x4 vehicles are suggested for offerors to visit most sites, especially during wet conditions, at the offeror’s leisure. Please RSVP to brian_aillaud@nps.gov

1.2 SCOPE

A. All buildings shall remain operational during contractor work.

B. No local permits are required for this work.

C. Contractor shall coordinate laydown area(s) with COR prior to beginning work at each site.

D. All contractor furnished products shall be new and undamaged. COR will inspect all deliveries before contractor is to remove existing doors and begin installation.

E. Location and Contractor’s Use of Premises: The project work is in Death Valley National Park.

See attached location maps for comparative locations and distances to nearest areas.

Contractor shall always conduct operations to ensure the least inconvenience to the public.

1. FURNACE CREEK VISITOR CENTER: Four (4) sets of double doors will be replaced in-kind. A description of each door is provided for illustrative purposes, below. The doors must be similar in appearance and operation to existing doors. See Attached FCVC

Rehab Plans (A2.0, A2.7, A2.8 A2.9, A8.6) for window and door locations; schedules;

head, jamb and mullion details. NOTE: doors and/or hardware may have been updated since this asbuilt. Contractor to confirm.

a. Two (2) pairs of anodized aluminum glass main entrance double doors (101A, 102A) with four (4) fixed side windows and two (2) fixed transom windows. Doors and windows shall meet Architectural Barriers Act Accessibility Standard

(ABAAS), and have automated opening with push-button or sensor actuation.

Doors must meet emergency exit requirements, swing outwards, and have push-pull bars and deadlatch. A push-button locking mechanism shall be installed at the front desk to allow NPS personnel to lock the door in the event of an active shooter. The

Replace Doors at Death Valley National Park 3 emergency locking mechanism shall be expandable to include other doors in the complex and integrate into alarm systems during future projects.

b. Two (2) Sets of Flush exterior painted steel double-doors on Furnace Creek Visitor

Center Theater Room (120B) and multipurpose room (116B), meeting ABAAS.

Doors shall meet emergency exit requirements, swing outwards, and have an interior lockable push-bar type interior actuator and exterior handle with key lock or approved equal. Secondary door shall have integrated astragal. See Photos

2. SCOTTY’S CASTLE GAS TANK HOUSE: Replace two (2) exterior doors at the Gas

Tank House at Scotty’s Castle. Replace east entrance door with a glass storefront single-door, including transoms and sidelites, if necessary. The door shall meet ABAAS, and have automated opening with push-button or sensor actuation. Doors must meet emergency exit requirements, swing outwards, and have push-pull bars and deadlatch. A push-button locking mechanism shall be installed at the front desk to allow NPS personnel to lock the door in the event of an active shooter. The emergency locking mechanism shall be expandable to include other doors in the complex and integrate into alarm systems during future projects. South Entrance door to be replaced in kind to meet historic nature and presentation of building. All aesthetic components to be replicated.

This door does not need to meet ABAAS. See below.

3. OPTION #1: Replace four (4) Exterior doors at water utility sites.

a. MESQUITE SPRING: One (1) exterior steel outswing door rated for mechanical rooms (corrosion resistance). Door must be lockable from both interior and exterior and have new actuator installed. The door must be of a material or coating to resist corrosion from chlorine storage. See below.

b. STOVEPIPE WELLS REVERSE OSMOSIS PLANT: One (1) exterior steel outswing door rated for mechanical rooms (corrosion resistance). Door must be lockable from both interior and exterior and have new actuator installed. The door must be of a material or coating to resist corrosion from chlorine storage. See below.

c. GRAPEVINE WATER PLANT: One (1) exterior steel outswing door rated for mechanical rooms (corrosion resistance). Door must be lockable from both interior and exterior and have new actuator installed. The door must be of a material or coating to resist corrosion from chlorine storage. See below.

d. EMIGRANT CAMPGROUND COMFORT STATION: One (1) exterior steel outswing door rated for mechanical rooms (corrosion resistance). 4. OPTION #2: Install ten (10) Government-furnished interior doors in the Hacienda at

Scotty’s Castle.

The Government, at its sole discretion, may determine the order that work is completed.

C. The Contractor shall provide a method to secure facilities during removal and installation, allow emergency egress, operational access, and adequate signage so that visitors and employees can easily navigate detours. New exterior doors shall be fully installed, including lock cores, before leaving the building(s) for the night. Significant directional aids will be required at the visitor center when the front door is replaced. This may include, but is not limited to, signs in multiple languages, pictograms, non-permanent floor markings, illuminated or auditory beacons, temporary tactile guides, and docents to answer questions about work and physically guide visitors to an open door.

D. Period of Performance

1. Period of performance to begin 8/12/2024. Contracting officer shall issue the Notice to

Proceed (NTP) #1 once bonds and liability insurance are submitted and accepted. Upon acceptance of Division 1 submittals and at the conclusion of the preconstruction meeting, CO shall issue NTP #2 for contractor to mobilize and begin onsite work. ALL ONSITE

WORK IS ESTIMATED TO BE PERFORMED September 2024 to January 2025.

E. Field Verification

1. Contractor shall field verify all new and existing dimensions affecting the work in this contract before ordering materials.

1.3 GENERAL SUBMITTAL PROCEDURES

A. Processing Time: Allow 14 days for all submittals. When the submittal review is completed, an e-mail notification will be sent to the Contractor. Government will make every effort to

Replace Doors at Death Valley National Park 13 process submittals expeditiously. Government will provide a CM-16 transmittal form to be a cover page for submittals.

B. Submittal Requirements

1. Prior to Issuance of NTP #1 (to begin Division 1 work) the Contractor shall submit:

a. Certificate of Liability Insurance. Ensure the certificate holder box on the

ACORD form shows:

2. Prior to Preconstruction Meeting and NTP #2 (to begin onsite work)

a. Letter designating Prime Contractor’s On Site Superintendent

c. Project Schedule d Accident Prevention Plan

e. SF1413 Subcontractor Form (if applicable)

f. Product Submittals

g. Temporary Access Plan: A plan detailing NPS operational access, emergency egress, placement and examples of signage and other markings or personnel that guide visitors and employees to open doors, especially the visitor center front door.

3. Electronic Submittals: Transmit all submittals electronically in .pdf format attached to form CM-16.

4. Identification: Submittal number or other unique identifier, including revision identifier.

5. Submittal number shall use a sequential number (e.g., .001). Re-submittals shall include an alphabetic suffix after another decimal point (e.g., .001.A).

1.3 REQUESTS FOR INFORMATION AND REQUESTS FOR PROPOSAL

A. The Contractor shall provide Requests for Information (RFI) in writing.

B. RFIs shall be provided following a standard format that includes, at a minimum, the request for information number (numbered sequentially by submission date), project name, contract number, date of submission, a brief descriptive title or subject of the RFI, to whom the RFI is directed, whom the RFI is from, the distribution list (e.g., carbon copy), a narrative that provides the question and any supporting information, the date a response is requested by, and any supporting documents such as catalog cutsheets. The Government will provide a template upon request.

C. The Government make every effort to respond to RFIs in a timely manner.

D. The Government may issue a Request for Proposal based on change orders, contract modifications, changing site conditions, changing mission requirements, or in response to an

RFI.

1.4 MEETINGS

A. Pre-Construction Conference

1. The Government will provide an agenda for the conference prior to the conference.

a. The conference agenda will generally cover the following.

i. Project and personnel introductions

ii. A review of all pre-work documents

iii. Emergency response and health and safety

iv. A line-by-line review of the contract, scope of work, and all supporting documents.

E. Progress Meetings

1. Progress meetings are not anticipated at this time but may be required by the CO should work progress warrant the need.

F. Substantial Completion and Final Inspection

1. When the project, or a designated portion of the project, is substantially complete, the

Contractor shall request a pre-final inspection in writing at least 14 calendar days in advance of the inspection date.

2. If the work is determined to be substantially complete at the pre-final inspection, the

Contracting Officer will prepare a Letter of Substantial Completion with a Punch List of deficiencies to be corrected before final inspection / acceptance. The Contractor shall complete the work described in the Punch List within 30 calendar days, as weather permits. Once all Punch List work is complete, the Contractor shall request a final inspection in writing to arrange for the confirmation of Punch List completion.

3. If the Contractor fails to complete the Punch List work within this timeframe, the

Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of

Construction clause of the contract.

4. If the work is determined to be not substantially complete at the time of the pre-final inspection, the Contracting Officer will notify the Contractor in writing. The Contractor may request a new pre-final inspection; however, all re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction clause of the contract.

5. After all deficiencies have been corrected and the project is complete, a Letter of Final

Acceptance will be issued by the Contracting Officer. Contractor shall submit Release of

Claims along with Final invoice and 1-year Warranty Letter, after final acceptance is issued.

1.2 CONTRACTING OFFICER’S ACTION

A. General: Submittals will be disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of Contractor’s approval.

1. Any work done or orders for materials or services placed before approval shall be at the

Contractor’s own risk.

B. ACTION SUBMITTALS: Contracting Officer will review each submittal, generate comments on corrections or modifications required, and indicate the appropriate action on the CM-16E

Transmittal Form. The submittal will be marked in one of three ways as defined below:

1. APPROVED: Acceptable with no corrections.

2. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.

3. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified.

1.5 ACCIDENT PREVENTION

A. General. Contractor must submit certification that contractor possesses a current, OSHA compliant safety program to which the Contractor shall require all employees, subcontractors, and visitors to adhere to.

1. Equipment or tools not meeting OSHA requirements will not be allowed on the project.

2. Comply with contract clause entitled "Accident Prevention."

3. In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply.

4. Failure to comply with the requirements of this section and related sections may result in suspension of work

B. ACCIDENT REPORTING: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100. Notify Contracting Officer immediately in the event of a reportable accident.

Within 7 days of a reportable accident, fill out and forward to Contracting Officer an

Accident/Property Damage Report (Form CM-22). Form may be obtained from the

Contracting Officer.

C. SAFETY MEETINGS: Prior to beginning work, have a safety meeting with all personnel and the COR to review the jobsite safety requirements. As a minimum, Contractor shall also conduct daily 15-minute "toolbox" safety meetings at the beginning of each workday.

D. ASBESTOS AND HAZARDOUS MATERIALS

a. A good-faith survey of asbestos is provided as part of the contract documents.

b. The Contractor shall conduct all work that impacts asbestos or hazardous materials, including lead-based or lead-containing paint and animal droppings or carcasses according to applicable laws, regulations, and policies, and by adhering to industry best practices.

c. Impacts to known asbestos containing material, known hazardous materials, or materials reasonably expected to contain hazardous materials or animal waste shall be conducted at no additional cost to the Government.

d. Asbestos or hazardous materials not reasonably expected to be encountered will be treated as a differing site condition.

E. FIRE AND LIFE SAFETY: Comply with the requirements of NFPA 241 (Standard for

Safeguarding Construction, Alteration, and Demolition Operations). No smoking is permitted on jobsites.

F. SITE ACCESS: The Contracting Officer’s Representative will be at the Cow Creek

Maintenance/Administrative area of Death Valley National Park, approximately 3 miles North

Replace Doors at Death Valley National Park 16 of the Furnace Creek Visitor Center on CA-190. Project sites are throughout Death Valley

National Park and site access will vary from paved roads to high-clearance 4x4 dirt roads.

G. ACCESS RESTRICTIONS: Work is in areas of a National Park that are open to the Public.

a. The facilities and National Park will remain in operation during the entire performance period.

b. The Contractor shall conduct their operations so as to cause the least possible interference with the normal operation of the Park.

c. The regular working hours of the Division of Maintenance is 06:00-16:30 Monday through Thursday, except holidays. All meetings, inspections, and similar, shall be scheduled during Division of Maintenance normal business hours.

d. The regular business hours of the Park are 08:00-17:00 Monday through Friday, except holidays.

e. No work shall be conducted within the Park outside the hours of 06:00-17:00 Monday through Friday. No work shall be conducted within the Park on federal Holidays.

f. After-Hours Work Requests must be submitted to the COR a minimum of 2 business days in advance. After-Hours Work Requests may disapprove requests and will not provide a reason for disapproval. Disapproval of After-Hours Work Requests shall not be the basis for a period of performance extension.

g. The Government may require work outside normal business hours to meet mission needs.

A request for equitable adjustment may be made through the RFI process.

h. Soundscape / Noise: The Contractor shall minimize noise levels at the project site to protect the soundscape of the Park. Perform noise-producing work in less sensitive hours or day or week or as directed by the Contracting Officer.

1.6 QUALITY REQUIREMENTS

A. General. This Section includes administrative and procedural requirements for quality assurance and quality control. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements. The quality of all work shall be the responsibility of the Contractor.

B. Standards: If compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to Contracting Officer for a decision before proceeding.

C. Off-Site Inspection: Items that are fabricated or assembled off-site shall be inspected for quality control at the place of fabrication.

D. CO shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the COR.

1.7 QUALIFICATIONS OF EMPLOYEES:

1. All employees must be physically qualified and able to perform their assigned duties in a safe manner.

1. Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

2. Operators of vehicles, manlifts, etc. shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.

PART 2 - MATERIALS

2.1 DOORS

A. Replace all doors in-kind or with approved equals.

B. Glass shall be low-e, or similar, insulated, and bird friendly.

C. All materials shall be suitable for saline soils, corrosive environments, high winds, blowing sand and dust, and extremes of heat, cold, and humidity/lack-thereof.

D. All materials shall be finished according to law, regulation, policy, and industry best practices.

PART 3 - EXECUTION

3.1 GENERAL

A. Materials: The Contractor is encouraged to submit for approval products made of recycled or environmentally responsible materials. Every effort will be made by the National Park Service to approve these materials. However, recycled plastic lumber is strictly prohibited from use in

National Parks.

B. Disposal and Recycling: The Contractor shall recycle removal and installation debris whenever possible without adding undue cost. Where a credit is generated by recycling, the Contractor shall be entitled to retain that credit without adjustment to the contract.

1. The Contractor shall properly dispose or recycle all debris outside the Park at properly permitted facilities.

2. The Contractor shall provide a report of the tonnage of waste generated and percent recycled accurate to the tenth of a ton at the conclusion of the project..

3. The contractor may include manifests, tickets, or similar to the Contracting Officer before final invoice is submitted to assist in the report.

4. Spill Reporting.

a. The Contractor shall notify the Contracting Officer immediately of spilled materials.

b. The Contractor shall report spills above the reportable quantity to the appropriate agency within the required reporting period.

c. The Contractor shall notify the Contracting Officer, as soon as practical, of all reports made regarding spills of reportable quantities.

d. Upon discovery of a spill the Contractor shall immediately initiate spill response, controls, and countermeasures to provide for the life, health, and safety of the public, Contractor and Government employees, and the environment. This includes immediately activating emergency services through FICC – San

Bernardino.

C. Existing Conditions

1. Before beginning work, the Contractor shall investigate and verify the existence and location of mechanical, electrical, and utility systems affecting the work.

2. Acceptance of Conditions

a. The Contractor shall examine substrates, areas, and conditions, as needed, for compliance with requirements for installation tolerances and other conditions affecting performance. The Contractor shall record observations and provide field notes and a written report to the Contracting Officer’s Representative if they discover any unexpected or differing condition. If the Contractor does not provide a report of unexpected or differing conditions, the Contractor accepts project the site conditions. The Contractor shall, at a minimum, also perform the following.

i. Verify compatibility with and suitability of substrates.

ii. Take field measurements as required to fit the work properly.

iii. Coordinate fabrication schedule with work progress to avoid delaying work.

iv. Review contract documents and field conditions and immediately on discovery of the need for clarification of the contract documents, submit a

Request for Information (RFI) to the Contracting Officer’s Representative.

Include a detailed description of the problem(s) encountered, together with recommendations for changing the contract documents.

v. Locate work and component of the work accurately, in correct alignment and elevation.

vi. Maker vertical work plumb and maker horizontal work level.

vii. Where space is limited, install components to maximize space available for maintenance and ease of removal for replacement.

viii. Comply with manufacturer’s written instructions and recommendations for installing products.

ix. Install products at the time and under conditions that will ensure the best possible results. Maintain conditions required for product performance until substantial completion.

x. Conduct operations so that no part of the work is subjected to damaging operations or loading in excess of that expected during normal conditions.

xi. Only use tools and equipment that meet minimum regulatory and manufacturer requirements.

D. Hazardous Materials: When possible, use products, cleaners, and installation materials that are not considered hazardous. The Contractor shall provide a Safety Data Sheet for all products used to the Contracting Officer’s Representative, as well as, in an inventoried binder, or similar, compliant with the Hazard Communication Standard, 29 CFR 1926.29 / 1910.1200. The binder shall be easily accessible to workers and emergency responders.

3.2 SAFETY

A. The Contractor, subcontractors, and their employees shall be familiar with and comply with

Occupational Safety and Health Administration requirements set forth in 29 CFR Parts 1910 and 1926, and all federal, state, and local regulations, as applicable.

B. The Contractor shall bear sole responsibility for any penalties and downtime charges imposed for noncompliance.

C. The Contractor shall maintain a copy of the approved Accident Prevention Plan on-site during all phases of the project and shall ensure that all on-site personnel have reviewed and are familiar with the plan. All safety equipment referenced in the Accident Prevention Plan shall be at the work site and calibrated (if applicable) before work begins.

D. The Contractor shall, at all times, maintain safe and continuous access to the work site for the

Contracting Officer’s Representative, federal, state, and local authorities. The Contractor shall provide all necessary safety measures including, but not limited to, fencing, barricades, warning signs, and flags, to ensure the safety of the employees, tenants, and the public. Required barricades, warning signs, etc. shall be placed around the work zone prior to initiation of work and kept in place until all work is complete.

E. The Contractor shall store or handle gasoline or other flammable liquids in strict accordance with NFPA 30 and all state and local fire marshal requirements.

F. The Contractor shall have a minimum of one 10-pound class ABC fire extinguisher at each work site and two 20-pound class ABC fire extinguishers in any location where spark-producing or hot work is conducted. Where materials warrant, other fire extinguisher sizes and classes shall be at the work site according to law, regulation, policy, or industry best practice.

G. The Contractor shall be responsible for directing the use of personal protective clothing and equipment to minimize employee exposure in accordance with the OSHA.

H. The Contractor shall eliminate all unnecessary sources of ignition, including smoking materials, form the work area.
