SCOPE OF WORK
Klondike Gold Rush NHP
NATIONAL PARK SERVICE
Replace Fire Alarm System in the Moore Complex and Facility Complex
Buildings.
Skagway, Alaska 99840
3/31/2025 Background
The historic James Bernard (Ben) Moore House, Captain William Moore Cabin, and Moore House Outbuilding A [Chicken Coop] ( collectively known as the Moore Complex) were restored by the National Park Service in 1995-1997. There is a single fire alarm panel in the Moore House that monitors these three structures was installed during this rehabilitation.
The Maintenance Shop, Maintenance Garage and Curatorial Buildings (collectively known as the Maintenance Complex) is also monitored by a single fire alarm panel located in the Maintenance Shop and was installed during its construction in 1994.
The fire alarm systems in each of these complexes are outdated, require repeated repairs and are due for replacement.
Objectives
The contractor is to replace the existing fire alarm panels and devises with an addressable Honeywell Silent Knight IntelliKnight fire alarm panel provided by the government. During installation, the new system will be installed in compliance with current NFPA code. The Contractor shall furnish the necessary personnel, tools, materials (such as notification devises, detectors, and monitoring devises), computer software, and services to install the new systems as specified in the description of tasks below.
During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work.
All work is to be completed in accordance with this scope of work, manufacturers specifications, and other contract documents, as well as all applicable codes and industry standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough, laws, codes, regulations, and industry standards pertaining to the performance of the service that is to be rendered.
The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall ensure protection of historic structures during work. Any damage (of building finishes, tenant property, furnishings, etc.) done to the building will result in financial restoration to the government to complete the repairs.
The National Park Service (NPS) will furnish the fire alarm panels for each system. The NPS will also assist with the removal of the panels by removing any drywall and trim to gain access to disconnect the existing panel and reconnect current alarm circuits to the newly installed panel as needed. The NPS will also be responsible for replacing any removed drywall related to the panel replacement, as well as repainting or any other repairs necessary in this location that was the result of the demolition work performed by NPS employees. NPS will dispose of removed devises and fire alarm panel.
Description of Tasks:
Moore House Complex
1. Fire Alarm System Design Review
a) Review current system drawings and proposed locations for additional notification devises to ensure completed system will meet current NFPA code.
2. Fire Alarm System Replacement.
a. Remove all existing detectors and notification devises
i. Existing wires shall be used to the greatest extent possible during devise replacement. No new conduit or hard-wired circuits will be installed in the building.
b. Trace out existing zone wire back to the panel to identify circuit routing for new devices.
c. Remove existing panel and current dialer and replace with new, government supplied equipment.
i. The existing stand-alone Silent Knight 5104 serving as the emergency response dialer will not be replaced. Instead, communications to call out alarms will be programmed directly from the new panel.
d. Replace existing devises with new addressable devises compatible with the government furnaced fire alarm panels.
i. Devices are to be addressed in a way that is consistent with structure used in other recently replaced fire alarm panels in the park as provided by the government
e. In instances where deficiency with current NFPA code for notification devises, install new wireless notification devises.
i. Location of any new devises must be coordinated with the government and approved on annotated drawings or photos.
3. Programming and System Testing
a. Program software matching established devise nomenclature and upload to panel.
i. Verify all devises have been detected by the panel and addressed properly.
ii. Provide a table or map of devise address names and locations and attach to inside of fire alarm panel cover.
b. Complete final testing and certification of installed system.
4. Fire Alarm System Inventory
a. Upon completion, contractor shall inventory the newly installed fire alarm systems on government provided inventory forms and provide photographs of the completed installation.
i. Instructions for data collection are in the attachments.
Maintenance Complex:
1. Fire Alarm System Replacement.

In addition to the above tasks for each replacement the following shall apply to all work performed as part of this contract.
1. All work to be done in conformance with applicable National, State and Local codes, and at a minimum must meet industry standards.
2. Demonstrate performance of the newly installed equipment and document testing of new system’s operation.
3. All installation work shall be provided with a minimum 12-month warranty against defects of materials or labor.
4. Two complete copies of the manufacturer’s installation and data, and Operations and Maintenance manuals for the installed fire alarm panel, software, programming and devises shall be provided to the COR within 10 days of completion of installation.
5. All materials provided by the contractor shall meet buy American standards.
General Submittal Procedures for Detection, Notification and Monitoring Devises
1. Processing Time: Allow 14 days from when the Contracting Officer’s
Representative receives a submittal by email from the Contractor. When the submittal review is completed an e-mail notification will be sent to the Contractor.
No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including re-submittals.
2. Approved Equals:
a. For each item proposed as an “approved equal,” submit supporting data, including:
i. Comparison of the characteristics of the proposed item with that specified.
ii. Name, address, and telephone number of vendor.
iii. Manufacturer’s literature.
3. Electronic Submittals: Transmit all submittals except color samples in .pdf format with form CM-16. Standard submittals shall be legible when printed at 8.5x11 size. All shop drawings must be legible when printed at 11x17 size if appliable.
4. Identification: Submittal number or other unique identifier, including revision identifier.
a. Submittal number shall use a sequential number (e.g., .001). Re-submittals shall include an alphabetic suffix after another decimal point
(e.g., .001.A).
5. Re-submittals: Make re-submittals using the same process used with the initial submittal.
a. Note date and content of previous submittal.
b. Note date and content of revision in the title block on the CM-16E and clearly indicate the extent of revision.
c. Re-submit submittals until they are marked “Approved” or “Approved with notations”.
Government Furnished Materials and Labor
• Silent Knight 5820, 6820 or similar IntelliKnight Fire Alarm Panel.
• Government will remove existing dry wall and trim around the fire alarm control panel and fire alarm dialer in coordination with the contractor.
• Government will repair and repaint any sheet rock or other necessary demolition to successfully remove the existing panel and silent knight dialer.
• Government will be responsible for the disposal of demolished drywall and removed fire alarm system components.
Materials/System Components Provided by the Contractor:
Notification and Detection Devises compatible with the government supplied Silent Knight IntelliKnight Fire Alarm Panels. Product examples are below:
• Silent Knight Swift Gateway WSK-WGI
• System Sensor L-Series Horn Strobes for Wall and Ceiling
• SprectrAlert Advance Outdoor Horn
• System Sensor Outdoor Selectable Horn Strobe for wall application.
• Honeywell SK-Photo and SK-Heat detection devises
• System Sensor Swift AV Base for new wireless horn, strobe notification devises.
• Silent Knight Addressable Pull Stations
• Honeywell Addressable Monitors and Relays
Hazard Control
Observe and enforce standards of fire prevention. A capable and qualified person shall be identified and placed in charge of fire protection. The responsibilities shall include locating and maintaining fire protective equipment.
Re-performance of Service
When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.
Non-Payment for Additional Work
Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
Housekeeping
Keep project neat, orderly, and in a safe condition at all times. Work areas shall be cleaned at the end of each day. Contractor will conform with federal smoking laws and regulations within and around federal buildings.
Close-out Project
Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish non historic surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Pick up and remove all debris from the site. At time of final inspection, project shall be thoroughly clean and ready for use. Report any damage to historic surfaces to the COR.
Submit written certification that project, or designated portion of project, is substantially complete, and request, in writing, a final inspection. Upon receipt of written request that project is substantially complete, the COR will proceed with inspection within 2 business days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.
When work is determined to be substantially complete, the COR will prepare a list of deficiencies ("Punch List") to be corrected before final acceptance. Contractor shall complete the work described on the list of deficiencies within a reasonable amount of time. If work is not determined to be substantially complete, the COR will notify the Contracting Officer and Contractor in writing. After completing work, the Contractor shall resubmit certification and request a new final inspection.
If, following final inspection, the work is determined to be substantially complete, COR will issue a Letter of Substantial Completion. Substantial completion and Final Acceptance are reached when all installation specifications from the equipment manufacturer(s) are completed, as well as, all other requirements of this contract for site clean-up, and any remediation that may need to take place due to environmental contamination.
Required Travel and Other Direct Costs
Employee Travel Costs and Lodging: The principal place of performance is Skagway, Alaska. Accordingly, reimbursable travel and per diem for the contractor’s employees performing work on a regular basis at this place of performance is not authorized and must be included in the bid proposal. Any changes to the cost of travel that affects the final, accepted cost of the contract must be approved in advance by the contracting officer.
Shipment of Equipment and Delivery of Supplies/Materials: The principal place of performance is Skagway, Alaska. Accordingly, reimbursable shipping costs for equipment, supplies or materials to complete the work as specified in this document is not authorized. Any changes to this must be approved in advance by the contracting officer.
Period of Performance
The anticipated period of performance for the resultant contract is from date of award, through Dec. 12th, 2025
Location
The Moore Complex is located on the corner of 5th Ave and Spring Street and the Maintenance Complex is located on the corner of 1st Ave. and Alaska Street, Skagway, Alaska. See attached map of locations.

Submit the original invoice to the Invoice Processing Platform (IPP), https://www.ipp.gov/ and a copy, via email, to the CO.

Contracting Officer’s Authority:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
