TECHNICAL PROPOSAL

Project Title: Oregon Caves National Monument and Preserve – Fuels Reduction/Vegetation Management
3. Technical Proposal (File I). The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the techniques, procedures, and program for achieving the objectives of the Statement of Work and any additional documentation included through attachments.
☐ a. Technical Capability. This section of the technical proposal should clearly describe the offeror's proposed approach to performing the requirement as detailed in the solicitation, scope of work, and its included attachments. It should clearly indicate which work is self-performed and which work is to be subcontracted. It should also identify which equipment will be used in performance of this project, and include a draft project schedule.

☐ b. Equipment. Offeror is required to furnish, with their proposal, a listing of specific equipment available for use, and shall include make and model, year, present value, listing of attachments if applicable and any other pertinent information to enable the government to accurately evaluate the proposal. State/list what is being rented and what is owned using (RE) to represent “rented” and (OW) to represent “owned.”

☐ c. Fire Suppression and Liability Requirements. The contract must provide a sample fire plan that addresses and acknowledges the offeror's understanding of Sections D.21 – Prevent Fire Starts, D.22 – Appendix A: Special Conditions of Work During Fire Danger Season, D.23 – Additional Fire Tool and Equipment Requirements, D.24 – Fire Precaution and Control Requirements, and D.25 – Fire Plan. Contractor must provide a sample Fire Control Plan in response to solicitation.
Offerors must submit a list of the Fire Tools and Equipment Requirements available to contractor as stated in D.23 – Additional Fire Tool and Equipment Requirements.

☐ d. Safety Plan. Provide sample safety plan as stated in D.13 that at minimum addresses Sections D.11-D.12 (this is different from Fire Plan)
☐ e. Biobased Certification. I certify that in accordance with Solicitation 140PS124R0023, Section D.56, FAR 52.223-1, I have completed and returned the Bio-Based Certification (see attached below).
☐ f. Limitations on Sub-Contracting Compliance Worksheet Submission of Attachment 3 – Limitation_on_subcontracting_compliance_worksheet. Even if self-performing all work Row 11 – 1) Total offered price from the Prime Contractor for contract performance must be filled in.
☐ g. Past Performance. I certify that in accordance with Solicitation 140PS124R0023, I have provided Past Performance Documentation (see attached below).

Biobased Certification
1. Offerors shall identify the Biobased products to be purchased and used under this contract. For each Biobased product. the offeror shall specify the percentage of Biobased content, and for the USDA-designated Biobased content products, the offeror shall demonstrate that the products to be used under this contract will contain the percentage specified in the USDA recommendations or the highest level of Biobased material practicable, consistent with USDA's recommended percentages of Biobased content Product Description % Biobased Content
2. The offeror shall document prior experience in specifying, purchasing, using, and installing Biobased products. The offeror shall provide a list for all relevant contracts over the past two years involving the specification, purchase, and/or use of Biobased products. The offeror shall include a list of the Biobased products specified, purchased, used, and installed.
