QUESTIONS & ANSWERS REGARDING:
SOLICITATION/REQUEST FOR PROPOSALS NO. 120PS124R0023
Amendment 0001
Oregon Caves National Monument & Preserve – Hand Thinning and Chipping Hazardous Fuels Project
(AMENDMENT 0001)
QUESTIONS RECEIVED AS OF 09/03/2024:
1. Question: During our site visit we identified there is a majority of the area that is too steep to utilize equipment up to the 200 feet required from the roadway and will require hand thinning. Is it the government’s intent that the contractor use heavy equipment to perform the cutting of the requisite trees and brush?
ANSWER: The actual distance from the road is supposed to be 20 feet, not 200 feet from the roadway as included in the solicitation. With that in mind, the use of any equipment if intended, the contractor should understand the limits of their equipment and the safe operations for their staff, and price accordingly for hand felling with steep terrain with the correction to 20 feet from the roadway.
Additional clarification - The requirement is supposed to be hand felling (chain saws, etc.) and no mechanical mastication. The only mechanical portion is the use of the chipper and equipment that may be required to move materials to chipper as needed.
2. Question: If the work needs to be complete by hand it will take longer than the 60 days, will the government allow a longer period of performance within the provided windows?
ANSWER: The contract does have specific operational periods that are built in to account for weather and other delays, and based on the response to question 1 above where hand thinning may be required in some locations, we are going to adjust the time frame out to 90 days, to allow for additional time that may be required for hand thinning in some areas.
3. Question: Will the government be able to provide any kind of housing for the workers or an area to camp during the project?
ANSWER: No, there is no Government housing or Campsite available within the Oregon Cave National
Monument & Preserve. The contractor is responsible for locating and providing appropriate housing.
4. Question: Can the government provide the amount of the budget for this project?
ANSWER: The government cannot provide the specific budget unfortunately but can provide you with this additional text on “Affordability” which is allowable under FAR Part 13.
OFFER AFFORDABILITY: The Government seeks offers (or quotes) with a total price less than $500K, not including the Optional Item which is subject to the availability of funding. Offerors (or quoters) should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if that offeror was found to be technically acceptable as stated in the solicitation and the lowest overall price if funds are available at the time of award for amounts that do not exceed the actual government budget.
