Performance Work Statement El Malpais and El Morro National Monuments Copier Maintenance Services Date: 5/30/25
1.0 GENERAL:
This is a non-personnel services contract to provide Copier Maintenance Services at El Malpais National Monument (ELMA) and El Morro National Monument (ELMO) in Cibola County, New Mexico. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services:
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items incidental to and necessary to perform Copier Maintenance Services at ELMA and ELMO as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Specific equipment to be serviced under this contract include:

It is important to note that there is a security gate at the EOC. The contractor shall coordinate with the government to meet at the gate so the government may provide entry on every service. Failure of the contractor to coordinate with the government may result in a quality assurance issue, which may result in delayed payment until the contract is back within the acceptable quality level.
1.2 Background:
Historically, El Malpais (ELMA) and El Morro (ELMO) National Monuments have procured copier maintenance services for network copiers/printers on a case-by-case basis.
1.3 Objectives:
1.3.1 Provide bimonthly inspection of network printers to ensure proper functionality and reliability. Provide report that includes what was inspected, condition of parts, pieces found, and recommendations for replacement and or repairs.
1.3.2 Provide all parts and pieces incidental to and necessary to keep copiers in proper operating condition and working at no additional cost to the Government.

1.3.4 Provide emergency service calls that may be required between regularly scheduled services at no additional cost to the Government. An emergency service call is defined as a call and or email from the government to the contractor in which the contractor shall respond to within 48-hours to fix or repair any copier that is in error or that the government cannot fix. There will be a Maximum of ten (10) emergency services calls for the base and each option year. The number of emergency service calls will reset at the beginning of the period of performance for each year.
1.4 Period of Performance:
The period of performance shall be for one (1) Base Year of 12-months, four (4) 12-month option years and one (1) 6-month extension. The Period of Performance is expected to be as follows:

1.5 General Information:
1.5.1 Quality Control:
The contractor shall develop and maintain an effective quality control plan to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identity, prevent, and ensure non-recurrence of defective services. The contractor’s quality control plan is the means by which the contactor assures themselves that the work complies with the requirements of the contract, company standards, and industry standards. The contractor shall be responsible for submitting to the Contracting Officer (CO), Contracting Officer’s Representative (COR) and or Point of Contact (POC) a written quality control plan within 14-calendar days after contract award.
1.5.2 Quality Assurance:
The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s) and the positive or negative impact associated.

1.5.3 Recognized Holidays:

1.5.4 Hours of Operation:
The contractor is responsible for conducting business, between the hours of 9 AM - 4:00 PM MT Monday through Friday. Except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.5.5 Place of Performance:
Refer to Section 1.1 Description of Services for the location/address of where services shall be provided under this contract.
1.5.6 Type of Contract:
The Government anticipates awarding a firm fixed-price contract for the services contained within this PWS.
1.5.7 Post Award Meetings:
Within 20-days after award, the POC shall schedule a Microsoft Teams meeting with the POC and CO to kick-off the services of this contract. Additional meetings may be requested by the contractor or government to address any issues that may arise during performance of this contract.
1.5.8 Point of Contact:
1.5.8.1 TBD – The Point of Contact will be determined at the time of contract award, if any contract is awarded.
1.6 Government Furnished Items and Services:
The Government shall NOT furnish any items or materials other than the copiers to be serviced, which shall always remain onsite. The contractor is not responsible for providing ink, toner, or paper as part of these services. The Government shall provide Quality Assurance in accordance with the Quality Assurance Surveillance Plan in section 1.6.2.
1.7 Contractor Responsibilities:
1.7.1 Bimonthly Inspections and Repair Reporting:
1.7.1.1 The contractor is required to coordinate bimonthly inspections in person and submit a written schedule to which the contractor shall perform the bimonthly inspection. The contractor shall not deviate from this schedule without authorization from the POC. Additionally, the contractor is responsible for providing the POC and CO with an inspection report and or repair report, within 48 hours after inspections or repairs, that articulates the findings of their inspections and or repairs made. It shall include the following information as a minimum:
· Date, name, and contact information of individual that performed the inspection and or repair.
· The specific copier(s) that were inspected and the specific elements of the copier(s) that were inspected and or repaired.
· Remaining life cycle on parts and equipment shall be expressed in a percentage.
· Recommendations for replacing and repairing copier(s).
1.7.1.2 Repair and replacement of parts shall be coordinated by the contractor with the POC with regard to a date and time the repairs/replacement of parts will be scheduled to take place. The repairs/replacement of parts shall align with the recommendations for replacing parts and making repairs captured in the inspection report as needed.
1.7.1.3 It is imperative that All inspections and services related to copier IRADV C357IF, serial 2UL13482 located at the El Malpais National Monument Emergency Operations Center (EOC) at 11000 Ice Caves Road, Grants, NM 87020 be coordinated with the POC due to the security of the facility in which the copier is housed. Failure of the contractor to coordinate inspection and services of this copier may result in delayed payment(s).
1.7.2 Contractor Employee Conduct:
1.7.2.1 The Contractor’s employees shall, always, while on the job site, whether on or off duty, conduct themselves in a professional, orderly, and safe manner. Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct shall not be permitted on the job site. Any employee engaging in such conduct shall immediately and permanent be removal from the job site.
1.7.2.2 All contract employees shall display professionalism in all interactions with one another, the public and Government employees. The Contracting Officer may require the Contractor to remove any employee working under this requirement for reasons of misconduct and security, or if found to be (or suspected to be) under the influence of alcohol, drugs, or other incapacitating agent(s).
1.7.2.3 A contractor’s employee shall be subject to removal from the premises upon determination by the Contracting Officer that such action is in the best interests of the Government. Such removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the service as specified.
1.7.2.4 All areas used by the Contractor within park boundaries shall be kept neat and organized. All equipment must be properly maintained and secured at the end of each day. The contractor shall not leave any tools, parts and/or supplies unattended at any time while performing services. Areas should be returned to the way they were initially found on arrival or in better standing.
1.7.2.5 Contractor employees shall not loiter in any working or patron area. Upon completion of their assigned work, employees shall promptly depart from the public areas.
1.7.2.6 Photographs, social media posts, online content, or any form of communication is strictly prohibited regarding all aspects of this requirement unless authorized in writing by the POC.
