STATEMENT OF OBJECTIVES
Work Order Number HIO32505-8J BLDG 91249 Repair Plumbing in Control Tower Project Manager: Mike Bodin And Work Order Number FEE18018-8J – Building Number 55350
REPLACE EXISTING BOILER WITH HIGH EFFICIENCY BOILER
Project Manager: Kirby L. Duggins Modification #0 Date: 30 June 2022 Project Background
0. PROJECT 1: Building 91249 is located at the Libby Army Airfield at Fort Huachuca, Arizona. The facility was constructed in 1982 and has an existing plumbing system which services a restroom (toilet) on the first floor; a restroom (toilet and sink) and kitchen on the fifth floor; and a drinking fountain on the sixth floor. The existing copper pipes have developed leaks over the years at the joints, which are causing damage to equipment located in the facility as well as to the facility itself. The work involves replacing the existing toilet on the first floor, and the restroom sink and toilet on the fifth floor.
PROJECT 2: Building 55350 is located at Electronic Magnetic Environmental Test Facility on Fort Huachuca, AZ. This building is approximately 46,500+/- square feet. The existing boiler has been in service since 1993 and has reached the end of its service life. The boiler was manufactured by Rite Water Heating, Model Number 150WCO, Serial Number 83119077. The work involves removing old boiler, wiring, piping and controls. The new boiler shall be a high efficiency type with modern controls, modern safety devices and modern sensors.
Statement of Objectives This is a Repair by Replacement contract with TWO PROJECTS PROJECT 1: The contractor shall provide construction/repair services and furnish all labor, material, equipment, supervision, transportation, permits, fees, and licenses necessary to replace the existing copper domestic water lines with new domestic PEX-A water lines for Building 91249, located at Fort Huachuca, AZ. A non-specific statement of work for this repair project is provided below in Section 4. The contractor shall prepare a more detailed SOW outlining their Contract Execution Overview, to include their technical approach, and tentative schedule. The contractor shall field verify the area of work before submitting their SOW and proposal.
PROJECT 2: The contractor shall provide build services and furnish all labor, material, equipment, supervision, transportation, permits, fees, and licenses necessary to replace existing boiler at Building 55350, located at Fort Huachuca, AZ. Describe each PROJECT separately.
Materials/Quantities/Equipment. The Contractor Proposal Materials, quantities, and Equipment section must provide a clear and detailed list of all of the building materials and estimated quantities, as well as the equipment to be used in the execution of the project. These items must be presented in a bulleted list fashion such that a competent qualified person can understand what materials, estimated quantities, and equipment will be used during the execution phase of the project. Group the items by PROJECT.
3.02.01 Materials shall include items such as mechanical fasteners, hardware, devices, fixtures, valves, piping, sealants, structural members, electrical wiring, and all other permanently installed materials at the project location.
3.02.02 Equipment shall consist of all tools, machinery, motorized or engineer driven products, and all other non-permanent items which will not be left on site.
Labor Hours. The contractor proposal labor hours section must give a detailed breakdown of labor hours, to include an estimated number of hours assigned to each trade or supervisory position including design, such that a clear understanding of the division of labor can be determined. In addition, the total number of hours estimated for the project should be listed. Group the information by PROJECT.
Tentative Schedule. The Contractor Proposal Tentative Schedule section must provide a detailed estimate of all activities to be conducted during the project period of performance. Scheduled actions must be listed in a logical order to demonstrate a clear timeline of the proposed project activities. Each PROJECT will have separate tentative schedules.
