About this file
This Performance Work Statement (PWS) describes corral cleaning services required at the Ridgecrest Regional Wild Horse and Burro Corrals facility in Ridgecrest, California. The contract covers cleaning of a 55-acre facility containing approximately 46 acres of pens and alleyways, with 16 large pens (1.5 to 4.2 acres) and 31 smaller pens and alleyways (less than 1 acre). The performance period runs from November 15, 2026, to January 16, 2027, and work must be conducted during daylight hours on facility business days (Monday through Friday, excluding federal holidays) unless otherwise coordinated with the Facility Manager.
The Contractor must remove excess manure and wind-blown material from pens, alleyways, fencelines, feeders, perimeter roads, and within an 8-foot radius of all fencelines, scraping to mineral soil without changing ground contour through over-excavation. Tasks include furnishing laborer support for equipment operators to access areas mechanized equipment cannot reach, temporarily moving corral panels as needed and replacing them afterward, and hauling all removed material to a designated site on the east side of the facility. The Contractor is responsible for all equipment, materials, personnel, and supplies except for specific government-furnished items including water for water truck applications, facility layout diagrams, and animal movement instructions. The Contractor assumes liability for damage to government-owned corrals, plumbing, feeders, and equipment, and must repair equipment breakdowns within seven calendar days or replace unserviceable equipment. Quality assurance surveillance allows up to one unsatisfactory inspection; a second unsatisfactory inspection results in 5% invoice deduction, and a third results in 10% deduction.
