About this file

This is a Request for Quotation (RFQ) Amendment 2 for corral cleaning services issued by the Bureau of Land Management (BLM) California Desert District Office. The solicitation number is 140L1226Q0049, with an effective date of September 16, 2026, and a revised quotation due date of October 16, 2026, at 5:00 PM Pacific Time. The requirement is for purchase of services for corral cleaning in Kern County, California.

This is a small business set-aside under NAICS code 562119 (Other Waste Collection Services) with a size standard of $47 million in annual receipts over three fiscal years. The performance period runs from November 15, 2026, through January 16, 2027. Award will be based on firm fixed-price quotations evaluated solely on price, with a requirement for task-price breakdowns to demonstrate fair and reasonable pricing. The amendment provides responses to 38 vendor questions addressing scope clarifications, including facility details (approximately 27,000 linear feet of fence lines; 75% of pens occupied at any time; material depth varying from >18 inches to <1 inch), estimated re-cleaning frequency (twice during performance period for two 48-foot by 24-foot pens), equipment flexibility (contractor-determined), disposal site location (adjacent to corrals with approximately ½-mile maximum haul distance), and prevailing wage requirements (federal prevailing wage per Wage Determination 2015-5603 Rev. 32). Key clarifications include confirmation that the site visit is not mandatory, subcontracting is acceptable with no minimum self-performance requirement, partial invoicing is permitted through the Invoice Processing Platform (IPP), and accelerated payments to small business subcontractors are expected within 15 days of government payment. Insurance requirements include vehicular and general public liability coverage with limits of $100,000 per person and $500,000 per occurrence for bodily injury, and $100,000 per accident and $500,000 aggregate for property damage.

The purpose to Amendment 2 is to answer questions from vendors, provide photo

Attachment 3. Please use Attachment 2 Wage

Determination 2015-5603 Rev No. 32. The response date has been extended to 5:00 PM PT;

October 16, 2026.

1. Q: Estimated quantity of material: The PWS

(Section 1.0) describes the facility by acreage but does not state the amount of material to be removed. Could the Government provide an estimated volume (cubic yards or tons) or an approximate average depth of manure and wind-blown material? In addition, when was the facility last cleaned in full?

A: The corrals have only had maintenance type cleaning (1 pen at a time) done several years ago. Material dept varies from >18¿-<1¿.

2. Pen layout diagram: PWS Section 6.0 states that the Government will provide a diagram of the pen layout. Could this diagram be provided before the quote due date so that offerors can plan the work and prepare an accurate task-price breakdown?

A: On the work itself, with the one business day notice for moving animals, should we plan on being able to work straight through, or is there a limit on how many pens can be emptied at a time? At the east side site, does

"maintaining the waste pile's function and design" mean adding to the existing pile or spreading the material out over an area? We also noticed the task list goes from Task 3 to

Task 5 and PWS mentions water for a water truck, so we wanted to check whether dust control is required or if there's a task we're missing. Please see Attachment 3 for facility overview and acreage.

3. Q: Site photos: Are photographs of the pens, alleyways, fencelines and the east-side waste site available for offerors who were unable to attend the site visit, or to supplement it?

A: See Attachment 4 Corral Cleaning photos.

4. Q: The PWS provides a performance period of

November 15, 2026, through January 16, 2027, and requires the entire facility to be cleaned within that period. Is the contractor permitted to establish its own work schedule within that performance period, in coordination with the

Facility Manager, or is the Government expecting the work to be performed in specific phases?

A: A schedule with the Government Point of

Contact can be established at the time of award.

5. Q: Can invoices be submitted through IPP for completed and accepted portions of the work during the performance period, or is the contractor expected to complete the entire requirement before submitting an invoice for payment?

A: Invoices can be accepted for portions of the work during the period of performance.

6. Q: Could you provide the pen layout referenced in PWS section 6, recent photos, and any available estimate of manure/debris volume or typical depth, including existing stockpiles? Please also identify the approximate haul distance to the designated on-site disposal area.

A: Please see Attachment 4 for photos.

7. Q: Site visit: We were unable to attend the

September 29 site visit.

Does failure to attend the site visit make an offeror ineligible to submit a quotation, or may we still submit a responsive quote? If attendance is required, is an alternate site visit available before the quotation deadline?

A: The site visit is not mandatory but encouraged.

8. Q: Subcontracting: If the prime contractor intends to serve as the prime contractor and may use a qualified local subcontractor to perform some or all the field cleaning, equipment operation, loading, hauling, and spreading work. Is this structure acceptable under the solicitation, and is there any required percentage of the work that the prime

A: According to the Revolutionary FAR Overall, there is not a percentage for requirements under the Simplified Acquisition Threshold

($350K).

9. Q: Material volume: Is there an estimated or historical quantity of manure and wind-blown material that is normally removed during a full cleaning of the facility, such as estimated cubic yards, tons, or truckloads? If no estimate is available, please confirm that offerors are expected to price the entire stated scope regardless of actual volume.

A: Offerors are expected to price the entire stated scope regardless of actual volume.

10. Q: Disposal/spreading area: Can you provide the approximate maximum hauling distance from the corrals to the designated east-side disposal area? Also, is the contractor required only to dump and spread the material, or is there a specific final pile height, grade, compaction, or configuration that must be maintained?

A: The disposal site is located directly adjacent to the corrals. Maximum haul distance is approximately ½ mile from the furthest pen.

Material must be spread evenly across the disposal site. Actual spreading/evening of material may take place after pen cleaning.

There are no specific grade, height, or compaction requirements, however the site must remain in the same general configuration it is currently in to allow the approach and access of truck and dump trailers.

11. Q: Equipment: Does the Government require any specific minimum equipment types, sizes, loader capacities, or number of machines/trucks, or may the contractor determine the equipment mix needed to complete the work within the performance period?

A: The contractor may determine the appropriate equipment mix.

12. Q: Insurance: Please confirm whether both the prime contractor and any field

A: Any damage that occurs during work is the responsibility of the prime contractor. It is encouraged that both the prime and subcontractor have the proper insurance, but the Government will not have a binding contract with the subcontractor.

13. Q: Are daily reports laborers/operators required to be submitted to verify wage/payroll? If so, on what interval

(daily/weekly, etc.)?

A: Verification of payroll is not required with a services requirement.

14. Q: When will invoices be submitted?

A: Partial or full invoices can be submitted

15. Q: When are invoices paid?

A: After the invoices have been submitted in

IPP the Government POC will inspect and determine work is acceptable. After the invoice is accepted for performance, the

Contracting Officer will approve the invoice within 7 days.

16. Q: What will happen in the event of weather delays or unforeseen delays?

A: The funding received for this project must be invoiced by January 23, 2027.

17. Q: Is wage prevailing state or federal?

A: Prevailing wage is always federal for federal requirements. Please use Attachment 2 of the solicitation.

18. Q: Will the contractor be allowed to leave equipment at the facility after the end of day and over the weekend? Example, truck, trailer or bobcats?

A: Equipment may remain on site for the duration of the performance period. Site access is restricted to staffed business days/hours.

(C) the PWS states the Government may direct cleaning of additional pens "at any time... to prevent illness or disease" for the remainder of the period of performance. Can the

Government provide an estimated frequency

(e.g., times per week/month) and typical scope

(number/size of pens) of this recurring task, based on historical experience at this facility?

A: For the duration of this performance period, it is estimated that re-cleaning of a pen may be required twice. The pens that would require this are approximately 48¿x24¿.

20. Q: Haul distance and dump site: What is the approximate distance from the pens/alleyways to the designated dump site on the east side of the facility, and is there a capacity limit or size restrict on the dump site?

A: The disposal site is located directly adjacent to the corrals. Maximum haul distance is approximately ½ mile from the furthest pen.

There is sufficient capacity for the material to be removed.

21. Q: Fenceline footage: Task 1 requires cleaning within an 8-foot radius of all fence lines. Can the Government provide the approximate total linear footage of fence lines at the facility to help scope this task?

A: There are approximately 27,000 linear feet of fence lines.

22. Q: Animal occupancy during performance: At any given time during the performance period, approximately how many pens are expected to be occupied by animals (versus available for immediate cleaning)? This affects our crew scheduling and coordination with Faculty

Manager.

A: Approximately 75% of the pens can be expected to contain animals at any time. This will vary throughout the performance period, though coordination with the Facility Manager should be expected to best facilitate a cleaning plan with minimal delays due to animal occupancy.

24. Q: Of the 16 larger pens (1.5 to 4.2 acres) and 31 small pens and alleyways, roughly how many currently have significate accumulated material versus rouse upkeep? What would help estimate the total scraping and hauling hours more realistically?

A: All the small pens and alleyways should be expected to have >5¿ of material in a majority of their space.

25. Q: Would it be possible to share a few recent photos or a shore video of current manure accumulation in a representative sample of pens, along with haul route and distance to the east-side dump site? That helps determine the size of equipment and labor.

A: Please see Attachment 4 for the photos

26. Q: Is a water truck or any other equipment available as government-furnished beyond the water supply mentions in the PWS, or should the contractor plan on bringing their own dust control water truck?

A: No water truck or similar equipment will be provided.

27. Q: Does the subcontractor or contractor need to have any special license for this requirement?

A: Not that we know of.

28. Q: Can the work be completed before the deadline?

A: Yes

31. Q: Please clarify FAR 52.223-2 on page 9 of the solicitation.

A: We do not have a sample, but you can access the USDA procurement guidelines through the website listed in the clause. The report can be accessed through your SAM.gov account if it applies.

32. Q: Following the award, approximately how long should the Contractor anticipate before the issuance of the Notice to Proceed?

A: A Notice to Proceed will not be issued since this is a services requirement. The requirement is to be completed between November

15, 2026, and January 16, 2027.

33. Q: Is the contractor permitted to work a

10-hour/4-day work week (4/10 schedule) subject to coordination with the Government and appliable site requirements.

A: Due to limited staff, staffed hours for the location are typically 8 hours. These hours may be flexible through coordination with the facility manager but are subject to staff availability.

34. Q: The RFQ indicates that water is provided by the Government. Please clarify what connection is available at the site and whether the Contractor is required to provide a specific type/size of hose, fitting, adapter, valve or backflow prevention device to connect to the Guevremont provide water source.

A: The hydrant connection has a 3¿ NPS connection. A 2 1/2¿ hose with 3¿ NPS x 3¿

Femail Camlock fitting along with back flow preventor are available at the hydrant. Most used adapters and reducers are available as well.

"maintaining the waste pile's function and design" mean adding to the existing pile or spreading the material out over an area? We also noticed the task list goes from Task 3 to

Task 5 and PWS mentions water for a water truck, so we wanted to check whether dust control is required or if there's a task we're missing.

A: Through coordination with the Facility

Manager, pens should stay emptied ahead of you on your planned route of cleaning. Events may arise where a pen is required to hold animals which may cause a delay to scheduled cleaning, or a change to your planned route. Material will be dumped and spread evenly on the existing pile. The jump from Task 3 to Task 5 is a typo. There is no requirement for dust control during the cleaning. The number of tasks has been updated with this amendment.

36. Q: Can the contractor use rented equipment?

A: Yes

37. Q: Does the Government intend to make accelerated payments to the prime contractor under this award?

A: The Government does intend to make accelerated payments to the prime contractor after invoices are submitted and approved.

38. Q: Is the expectation that, consistent with

FAR 52.232-40, the prime contractor will in turn accelerate payment to its small business subcontractors upon receipt of the Government's accelerated payment?

A: It is expected that the prime contractor accelerates any payment to their subcontractor within 15 days.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).

(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.

SECTION 4 - PROVISIONS

PROVISIONS INCORPORATED BY FULL TEXT

RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. (MAR 2026)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

(End of provision)

RFO 52.212-2 Evaluation - Commercial Products and Commercial Services (MAR 2026)

(a) Evaluation factors. The Government will award the contract based solely on price. Quotations must include a task-price breakdown so the Government can determine whether the pricing is fair and reasonable.

In the event of a tie, the Contracting Officer has the discretion to determine how the tie will be resolved. The Contracting Officer may assess which quote is more advantageous to the Government or may apply the guidance provided in FAR 14 and 15.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
