About this file

This is a Performance Work Statement (PWS) for corral cleaning services at the Ridgecrest Regional Wild Horse and Burro Facility in Ridgecrest, California. The contract period runs from November 15, 2026, through January 16, 2027, requiring the contractor to clean approximately 46 acres of pens and alleyways at the 55-acre facility. The contractor must remove excess manure and wind-blown material by scraping down to mineral soil from pens, alleyways, fencelines, feeders, perimeter roads, and areas within 8 feet of all fencelines, then haul the material to a designated disposal site on the facility's east side without changing ground contours through over-excavation.

The contractor must furnish all personnel, equipment, materials, and supervision necessary to perform the work, with the government providing only water for truck applications, pen layout diagrams, animal movement instructions, and panel removal guidance. Work shall be conducted during daylight hours on facility business days (Monday through Friday, excluding federal holidays), with equipment breakdowns requiring repair or replacement within seven calendar days. The contractor assumes liability for damage to government property and hazardous material spills from equipment and must coordinate with the Facility Manager at least one business day before requiring animals to be moved. Quality assurance inspections will be conducted on completed pens, with consequences ranging from documentation of deficiencies for one unsatisfactory inspection to 5 percent invoice deductions for two unsatisfactory inspections and 10 percent deductions for three unsatisfactory inspections.
