About this file
This is a Price Schedule and Forms document for Solicitation 140P8326Q0019, a federal contract opportunity for stabilizing Stehekin Valley Road at 8 Mile in North Cascades National Park (NOCA).
The primary requirement is the delivery and placement of approximately 500 tons of 3-man and 4-man rock and heavy-loose riprap at milepost 8 on the Stehekin Valley Road within the Lake Chelan National Recreation Area. The riprap will cover 160 linear feet, with some material placed below ordinary high water and in-water. The contractor must procure riprap from outside the Stehekin Valley, deliver it to Stehekin by barge on Lake Chelan, truck it approximately 8 miles to the project site, and place it using equipment rather than dump trucks. All rock will be delivered to Mountain Barge Service at a location specified by MBS and loaded directly onto a 30'x 80' barge. The barge will transport the material to Stehekin landing, where it will be offloaded directly into trucks with no storage available at the landing. Any leftover rock must be trucked 4.5 miles to the Company Creek pit. The lump sum price must include all labor, tools, equipment, materials, mobilization costs, overhead, profit, trucking, and barge costs. Prices should be rounded to the nearest whole dollar with no cents. The document requires offerors to have an active Unique Entity Identifier (UEI) and System for Award Management (SAM.gov) registration at time of quote submission, along with submission of business information, point of contact details, and signature authorization. Additional required representations and certifications include compliance with various FAR provisions regarding independent price determination, covered telecommunications equipment, small business status, and other standard federal contracting requirements.

Solicitation 140P8326Q0019 – Stabilize Stehekin Valley Road at 8 Mile North Cascades National Park (NOCA)
Attachment 7 – Price Schedule and Forms to Submit with Quote
PRICE SCHEDULE - INSTRUCTIONS
This document serves as a general template. The contractor shall factor the lump sum price to include all labor, tools, equipment, materials, mobilization-in, mobilization-out, overhead and profit (applicable to prime contractor subcontractor) necessary for completing all work. All work shall be performed in accordance with these terms and conditions, including the Specifications in Section 1 of this document.
The Offeror shall submit a price for all line items below. Failure to do so may render the quote non-responsive.
The Government anticipates being able to evaluate solely based upon lump sum prices quoted for each line item.
However, the Government reserves the right to request breakdowns of any quoted lump sum prices, such as mobilization in and out, materials, labor, overhead, or profit. On lump sum line items, provide total price only. If no line item exists for a portion of the work, include the cost in a relative line item. In case of error in summation, the total of the corrected line-item amount governs. Round totals and extended prices to the nearest whole dollar (no cents). Award will be made to one contractor in accordance with solicitation.
North Cascades National Park has a need for the delivery and placement of 3-man and 4-man rock and heavy-loose riprap at milepost 8 on the Stehekin Valley Road within the North Cascades National Park Complex’s Lake Chelan National Recreation Area. Some of the material will be placed below OHW (Ordinary High Water) and in-water. Riprap shall be placed with equipment, rather than dumped by dump truck. The dimensions at the site are 160 Linear Feet and approximately 500 tons of material. Contractor to provide and deliver all equipment, labor, and 500 tons of riprap. Riprap will have to be procured outside of the Stehekin Valley, delivered to Stehekin by barge on Lake Chelan, and then trucked approximately 8 miles to the project site.
All rock will be delivered to North Cascades National Park Service Complex, c/o Mountain Barge Service (MBS) at a location specified by MBS and loaded directly onto a 30’x 80’ barge.
Delivery and placement of rocks onto the barge deck will be as specified by the barge company. We expect that some rocks may be end-dumped on the barge, if there is a layer of gravel loaded first so as not to damage the barge deck. However, some rocks may need to be placed individually on the barge deck.
Rock will be delivered by barge to the Stehekin landing, and trucked from there to the project site, 8 miles from the landing. Any rock left over after the project is completed will be trucked to the Company Creek pit, 4.5 miles from both the project site and the landing. There is no storage space at the landing, so rock will need to be offloaded from the barge directly into trucks.
Pricing shall include all trucking and barge costs.
