The material must be free of organic matter, shale, fissured rock, and noxious weed seeds (particularly diffuse or spotted knapweed and rush skeleton weed). Construction requires excavating and installing geotextile filter fabric, machine-placing riprap per Federal Highways Standard Specifications section 251, toe-ing the first course into the riverbed with largest rocks at the toe, and backfilling with park-provided material. Invoicing requires signed delivery tickets showing date, product, weight from certified scales, and delivery location; payment is based on actual quantities delivered with partial payments allowed.

Statement of Work Stabilize Stehekin Valley Road at 8 Mile After Major Flooding Event

PMIS 352127

1. PROJECT DESCRIPTION

Contractor to deliver and place 3-man and 4-man rock and heavy-loose riprap at milepost 8 on the Stehekin Valley Road within the North Cascades National Park Complex’s Lake Chelan National Recreation Area. Some of the material will be placed below Ordinary High Water (OHW) and in-water. Riprap shall be placed with equipment, rather than dumped by dump truck. The dimensions at the site are 160 Linear Feet and approximately 500 tons of material. Contractor to provide and deliver all equipment, labor, and 500 tons of riprap.

Riprap will have to be procured outside of the Stehekin Valley, delivered to Stehekin by barge on Lake Chelan, and then trucked approximately 8 miles to the project site.

2. DELIVERY LOCATION:

All rock will be delivered to North Cascades National Park Service Complex, c/o Mountain Barge Service (MBS) at a location specified by MBS and loaded directly onto a 30’x 80’ barge.

Delivery and placement of rocks onto the barge deck will be as specified by the barge company. We expect that some rocks may be end-dumped on the barge, if there is a layer of gravel loaded first so as not to damage the barge deck. However, some rocks may need to be placed individually on the barge deck.

Rock will be delivered by barge to the Stehekin landing, and trucked from there to the project site, 8 miles from the landing. Any rock left over after the project is completed will be trucked to the Company Creek pit, 4.5 miles from both the project site and the landing. There is no storage space at the landing, so rock will need to be offloaded from the barge directly into trucks.

Pricing shall include all trucking and barge costs.

3. INVOICING:

Each truckload of materials shall be accompanied by a delivery ticket showing the date, product, weight (as determined by a certified scale), and delivery location. The ticket shall be in duplicate. It is the contractor's responsibility to obtain the signature of a barge company representative upon delivery.

Invoices shall summarize deliveries by product and be supported by signed delivery tickets.

Payment will be based on actual quantity delivered. Partial payments for items delivered will be allowed.

4. NOXIOUS WEED PREVENTION:

To prevent the introduction of seeds from noxious weeds into Stehekin valley or onto NPS land, the Contractor shall endeavor to provide materials free of plant matter. This includes soil, seeds, vegetative matter or other debris that could contain or hold seeds. Diffuse or spotted knapweed or rush skeleton weed are the primary noxious weeds of concern.

5. DELIVERABLES – Rock Specifications and Quantities to be procured:

Rip Rap Rock (Qty 500 tons). Riprap rock shall be hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material. Neither the breadth nor thickness of any stone shall be less than one-third its length. Rock shall be free of overburden, spoil, shale, and organic material (as described above). Do not use shale, rock with shale seams, or other fissile of fissured rock that may break into smaller pieces in the process of handling and placing. Furnish spalls and rock fragments to provide a stable dense mass.

Riprap rock shall conform to the following:

Large “3 man” and “4 man” rock. 2000-7000lbs per rock, with at least 20% in the 4500-7000 lb range.

(a) Apparent specific gravity, AASHTO T 85 2.50 min.

(b) Absorption, AASHTO T 85 4.2% max.

(c) Coarse durability index, AASHTO T 210 50 min.

6. Construction: Excavate and install geotextile filter fabric between the riprap and native soils. Machine place riprap in as specified in drawings and Federal Highways Standard Specifications section 251. Toe-in first course of riprap into the riverbed. Install largest rock at the toe and smaller rock toward the top. Backfill with material provided by the park and re-establish road travel way and shoulder.
