Attachment 1, Frequently Asked Questions (FAQ)

1. This document reiterates and emphasizes information in the Request for Quote (RFQ) package and is provided solely for the convenience of prospective offerors.

Refer to the complete solicitation package for detailed requirements, which consists of the following documents:

2. Who can participate in this procurement?

This project is being solicited and will be awarded as a 100% Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 237310 - Highway, Street, and Bridge Construction with an associated small business size standard of $45 million average annual gross receipts for the past three years.

Due to the urgent nature of this request, the Contracting Operations determined a local area set-aside for small businesses in the Chelan County area of Washington State is in the best interest for this requirement.

3. What is the estimated value?

In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000.

4. What type of contract will be issued?

All work will be performed under a single firm-fixed-price construction contract subject to the Construction Wage Rate Requirements in FAR Part 22.4.

5. Will there be a pre-proposal site visit?

No.

SITE VISIT: There will not be an organized site visit for this project.

6. Project Period of Performance.

The anticipated Period of Performance (POP) for this project is 04/01/2026 to 05/15/2026. The Government anticipates making an award early to end of March 2026. The pre-construction conference will occur approximately one week after award. Notice to Proceed will be issued after the Government receives the required paperwork from the awardee that will be discussed as part of the conference. The awardee shall be required to commence work under this contract within 10 calendar days after the date the awardee receives the notice to proceed, prosecute the work diligently, and complete the entire work (including any last minute punch list requirements) ready for use not later than 45 days. The time stated for completion shall include final cleanup of the premises. The overall total POP of the contract includes time for invoicing via the IPP payment system.

7. What types of bonds and insurance will be required?

• NOT REQUIRED - Bid bond (FAR clause 52.228-1): 0% of offered price

• NOT REQUIRED - Performance bond (FAR clause 52.228-15)

• REQUIRED - (Payment Bond) Alternative Payment Protections (FAR clause 52.228-13)

• REQUIRED -– Liability Insurance – Department of Interior (DIAR clause 1452.228-70)

8. System for Award Management (SAM) Registration Requirements

The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal Government. There is NO fee to register at this site. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at https://SAM.gov. Offerors shall have a current (not pending or expired status) SAM.gov registration upon submission of offer in order to be considered eligible for award. 9. Where and how do I submit my Proposal?

Quotes shall be submitted by email to Marzjele_Chisolm@ios.doi.gov . Hard copies of quotes will not be accepted. It is the Quoter’s responsibility to ensure quote submitted is fully received. Refer to Solicitation Attachment 2, Sections L-Instructions to Quoters, and Section M-Evaluation Factors, for full details on what to include in quote.

10. When is my quote due?

Unless changed by amendment, your quote is due by the date and time specified in Item 13 of the Standard Form 1442, Solicitation, Offer, and Award. Refer to FAR clause 52.215-1. 11. How will I know if the solicitation has changed?

Prospective quoters will be required to visit the SAM.gov website periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. It is the responsibility of the offerors to monitor the SAM website to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation’s closing date. 12. How can I get more information?
