About this file

This is a Statement of Structural Tests and Special Inspections for the National Park Service (NPS) Denver Service Center, prepared in accordance with Chapter 17 of the 2024 International Building Code (IBC 2024).

The document covers the Replace Seasonal Housing Units project at Mammoth Cave National Park (MACA), PMIS Number 258051, designed by structural engineering firm DJ&A, P.C. The statement establishes requirements for seismic and wind-force-resisting system inspections, quality control procedures, and inspector/technician qualifications. The project is exempt from seismic-force-resisting system special inspections because it is light-frame construction with SDS = 0.29 and building height under 35 feet. Similarly, wind-force-resisting system special inspections are not required due to light-frame construction, Exposure Category B assignment, and ultimate basic wind speed of 105 mph. The Construction Contractor's Quality Control Supervisor must provide all special inspection reports and associated documentation to the Contracting Officer and correct all identified deficiencies.

The document provides a comprehensive listing of required structural tests and special inspections organized by construction type, including Structural Steel (welding and bolting per AISC 360-22 and AISC 341-22 standards), Concrete Construction, Wood Construction, Soils, Fabricated Items, Wind Resistance, Seismic Resistance, Sprayed Fire-Resistive Materials, Intumescent Fire-Resistive Materials, Fire-Resistant Penetrations and Joints, and Smoke Control. Each inspection item specifies required qualifications for inspectors and testing technicians (such as ICC-SWSI/AWS-CWI, ACI-CCSI, EIT, and ASNT Level III certifications), identifies whether continuous or periodic inspection is required, and provides frequency parameters for periodic inspections. The document was prepared by Ammon Groesbeck and signed by a licensed Kentucky Professional Engineer on April 18, 2025.

Seismic and Wind Requirements

Seismic Requirements, IBC 2024 Section 1704.3

Description of seismic-force-resisting system and designated seismic systems subject to special inspections:

This project is not subject to seismic-force-resisting system special inspections per IBC-21 Section 1705.13.

The structure is of light-frame construction, SDS = 0.29, and the building height is under 35’. The structure therefore, does not require seismic special inspections per IBC-24 1705.13, Exception 1.

Wind Requirements, IBC 2024 Section 1704.3

Description of wind-force-resisting system and designated wind systems subject to special inspections:

This project is not subject to wind-force-resisting system special inspections per IBC-24 Section 1705.12(1).

The structure is of light-frame construction, is assigned to Exposure Category B, and the ultimate basic wind speed is Vult = 105 mph. Risk II structures are not required to be designed for tornado loads.
