MACA 258051 - Replacement Housing Solicitation # 140P2026R0048
# Offeror Question NPS Response
Is the contractor responsible for providing solar? One of the electrical contractors I have bidding this project states that it is showing solar capability for buildings "A & B" and in another description showing for building 2 only.
Contractor is responsible for providing a 100A/2P breaker (including labels, etc.) in Panel H per the panel schedule on Sheet E3.2. They also need to provide a 1” conduit from the Generator Connection Cabinet to the location of the future PV equipment shown on Sheet E1.1. This will be for Building B (also labeled as Building 2) only. No other PV equipment (panels, disconnects, meters, inverters, etc.) is to be installed otherwise during this scope of work.
In the electrical schedule it is calling for EMT to be placed in all interior and exterior walls for wiring. Can we use MC cable for an alternate?
See Section 01 60 00 - Product Requirements for substitutions. Material substitutions can be submitted for consideration during construction.
It shows a transfer switch in the plans. Is there a specific brand that should be priced?
Reason being, certain generators require you to use their transfer switch to operate correctly.
No specific brand for transfer switch. Transfer switch must meet characteristics per spec section 26 36 00 2.1 General Transfer-Switch Product Requirements.
It shows copper grounding to be installed at time of flooring install. Is this something that should be quoted as well? We are not aware of any copper grid/grounding under the flooring.
There is a little discrepancy in the plans involving the steps leading to the second floor.
Are these to be wood framed with composite treads or are these to be steel framed with concrete steps?
The Stairs should match the ‘deck’ portion on the 2nd level which is a wood construction, some glulam, and some smaller framing members with a composite decking applied as the walking surface, steps, and stair landing area.
In reference to the steel railing on the blueprint, it shows steel pipe, steel columns, steel balusters , steel bottom rail, steel plate connection, etc. On the project specifications, it is requesting aluminum for the railing, welding certifications, shop drawings, and engineer stamps for approval. Please advise on the materials used and are all these items going to be required.
Because the engineering for the railing is typical to come from an install/manufacturer the sub contractor should submit shop drawings with approved design standards. Use the aluminum characteristics that are in the specifications.
Does the waste material need to be placed and compacted or just dumped a the footprint of the future storage building?
Please see spec section 01 74 19 Construction Waste Management and Disposal 1.3 Performance Requirements E.
Salvage/Recycle Requirements. For items being salvaged and recycled (01 74 19, 1.3, B), the salvaged/recycled items shall be documented and approved in the waste management plan for final location of recycling. The intent is for this to be diverted from a standard landfill, and for materials such as wood, concrete, and metal to be recycled as much as possible. For items pertaining to section 01 74 19, 1.3, E, the note should be revised to state:
Salvage/Recycle Requirements: Government goal is to salvage and recycle as much nonhazardous demolition and construction waste as possible.
Will Caveland Environmental be providing their own material since they are to install the water and sewer?
Caveland Environmental will providing their own material.
Per the site visit is was asked about the location for the construction trailers. Currently there is no room at the boneyard. Will there be an area at the project site we can set both the construction trailer and the COR trailer?
Please see staging plan on sheet G2.0 Project Location and Access & Staging Plan. Trailers to be located within the construction fencing.
Per the bid documents this project is assigned as a Small Business Set Aside - does this mean you have to have a designation from the government or SBA as a small business to include: 8a, VOSB, SDVOSB, WOSB, EDWOSB, or Hubzone in order to bid this project.
Correct. The prime contractor must be a small business under the NAICS code set forth in the solicitation.
I’m reaching out to get a list of attendees at the pre-bid meeting on June 11th for the above referenced project. I don’t see it included in addendum 1 or 2. Could you please send it to me?

Sheet C6.0 has a note a at details B/C6.0 and E/C6.0 stating that the contractor must review and confirm with the final geotechnical report. We do not employ a civil engineer, do we need to include the cost for a third party engineer to review the paving and sidewalk design?
The intent is for the contractor to review the geotechnical report, which typically provides significantly more detail regarding the basis, assumptions, and construction recommendations behind the pavement and sidewalk design sections. Pavement and sidewalk sections shown on the plans were developed in accordance with the geotechnical report recommendations. All work shall be completed within compliance of the geotechnical report. It is not intended to require a third-party review of the design.

The plumbing is drawn by the international plumbing code, but there is a note that says to plumb by local code and AHJ. Being this is on the park they will not be any state inspectors involved with this so my question is do we need to plumb this to KY code or the IPC. The reason I am asking is that the KY code will make the price more expensive and throw someone out if they go by KY instead of the way it is drawn by the IPC.
The IPC shall be the governing code.
