SOW 1.0 Background on the Government’s Requirement

The Punta Gorda Light Station is a historic site located along the coast of Northern

California. It originally consisted of 22 acres, with a concrete lighthouse building, concrete oil house building, and several wooden structures. The Light Station was placed on the National Register of Historic Places in 1976. The lighthouse building was built around 1910. In 1951, the lighthouse was deactivated, and the light apparatus and

Fresnel lens were removed. At present, only the shell of the lighthouse building remains.

The lighthouse and the surrounding site provide points of interest for hikers.

The lighthouse building is constructed with reinforced concrete. The lighthouse has two levels; the first level is a concrete structure, approximately 12’-8” x 22’-7”. The second level is the cast iron lantern room, catwalk, and cupola. The total height of the lighthouse is approximately 27 feet.

The condition of the lighthouse building has deteriorated. The lighthouse building does not appear to have any structural damage. Several reports, including a Historic Structure

Report (HSR) prepared by the Bureau of Land Management (BLM), a Structural

Observation & Assessment Report by Shoreline Engineering (Shoreline) and a

Rehabilitation Report by Short Elliott Hendrickson, Inc (SEH) have been prepared for the lighthouse building. The HSR and Structural Observation & Assessment Report were both prepared in 2020 and provide information concerning site investigations, condition assessments, and repair recommendations. The SEH report was prepared in January of

2021 and provides current site investigation information including geotechnical and environmental reports, and repair recommendations.

SOW 2.0 General Scope of Work

The project consists of construction necessary to rehabilitate the lighthouse located at the

Punta Gorda Light Station historic site. This project does not include rehabilitation of the oil house. The Contractor shall furnish all labor, materials, and equipment necessary to complete the project as described in this Statement of Work, and further detailed in the

“Punta Gorda Light Station Rehabilitation” Final Construction Documents (March 26, 2021) and Project Specifications (March 2021). Upon completion, the lighthouse shall be returned to its appearance in 1976 when the site was placed on the National Register of

Historic Places. All specified repairs will return those items to a “like new” condition, ready for public exploration and use, as well as be refinished to protect from further deterioration. Required construction services include civil, structural, and architectural work. The general scope of work includes, but is not limited to, the following improvements:

Lighthouse:

1. Repair spalled concrete and/or corroded reinforcing at all surfaces.

2. Refinish all concrete surfaces to protect from the harsh marine environment.

3. Remove and replace cast iron spiral staircase and post.

SOW Page 3

a. Replicate existing building components in galvanized steel while maintaining the original historic aesthetic.

b. New galvanized staircase and post to be finished with protective coatings.

4. Remove and replace cast iron railing.

a. Replicate existing railing in cast iron while maintaining the original historic aesthetic.

b. New railing to be finished with protective coating.

5. Reinforce cast iron lantern structure attachment to concrete.

6. Restore and refinish cast iron lantern structure. Provide final coatings to protect structure from the harsh marine environment.

7. Demolish wood desk/countertop.

8. Restore and refinish interior wood trim and shelving while maintaining the original historic aesthetic.

9. Regrade surrounding site to ensure positive drainage.

Oil House:

This scope of work does not include any work specific to the oil house.

Lead-Based Paint (LBP):

Lead-based paint exists at the lighthouse building. LBP covers most concrete, metal, and wood surfaces. All lead-based paint activities performed by the Contractor, including disposal, shall be in accordance with applicable Federal, State, and local laws.

Spill Prevention, Control, and Countermeasure Plan (SPCC):

The Contractor shall comply with the Oil Pollution Prevention requirements as described in 40 CFR Part 112. If applicable, the Contractor shall provide a Spill Prevention, Control, and Countermeasure (SPCC) Plan for this project that meets the requirements of that regulation.

Storm Water Pollution Prevention Plan (SWPPP):

The Contractor shall comply with requirements of the NPDES General Permit for

Discharges of Storm Water Associated with Construction Activity, Construction General

Permit Order 2009-0009-DWQ (As amended by 2010-0014-DWQ and 2012-0006-

DWQ). If applicable, the Contractor shall provide a Storm Water Pollution Prevention

Plan (SWPPP) that meets the requirements of that General Permit.

Place of Performance:

The Punta Gorda Light Station is situated approximately 7 miles southwest of Petrolia, CA, within the King Range National Conservation Area, under the management of the

Arcata Field Office. It is located within the King Range Wilderness boundary, and

SOW Page 4

Minimum Tool Analysis concluded that mechanical/motorized equipment is allowable for work on the historic light station.

Latitude: 40.2494 N, Longitude: 124.3502 W.

Site Access:

A site access plan will be required for this project. The site is in a remote location and land-based methods of access are limited to All-Terrain Vehicles (ATVs) or Utility Task

Vehicles (UTVs). Access by air (helicopters) is also acceptable. The site is located within the King Range Wilderness boundary, and Minimum Tool Analysis concluded that mechanical/motorized equipment is allowable for work on the historic light station. The site can be accessed via the Lost Coast Trail, 3 miles from the Mattole Campground trailhead (refer to the included map). There is hiking and ATV access from Mattole

Campground or from the Windy Point Trailhead. The Windy Point Trail joins Lost Coast

Trail about one mile from the lighthouse. Currently, no vehicles are allowed on Windy

Point Trail without permission from the private landowner. Helicopter access may be permitted, the Contractor shall submit an acceptable access plan/schedule for such use.

There are no utilities, restrooms, or other conveniences at or near the site (including proposed campsite) and the Contractor will be responsible for providing and maintaining temporary facilities as required throughout construction. Removal of all facilities must leave the site in the same or better condition as before the commencement of mobilization and construction. Access routes utilized by the contractor that originate from Lighthouse

Road shall be left in the same or better condition as before commencement of mobilization and construction. Use of UTVs to access the site will be allowed with prior approval from the King Range Manager. The Contractor site access plans shall contain alternate methods for mobilization in order to ensure that there is always a means to have access to the site.

Period of Performance details:

Prohibited Period. The location of this project is within habitat for Harbor Seals and

Northern Elephant Seals. Work activities on-site are prohibited from October 2nd through

May 31st to minimize disturbance of the seal populations. The Northern Elephant Seals are present throughout the year at Punta Gorda. They mostly inhabit the beach areas and do not occupy the immediate areas around the lighthouse and oil house. While not an endangered species, the Northern Elephant Seals are protected under the Federal Marine

Mammal Protection Act and have fully protected status under California law.

All work will be subject to the Standard Operating Procedures and Implementation

Guidelines for Projects outlined within the Resource Management Plan (RMP), and subject to the Biological Opinion for the RMP. Restricted activities include but are not limited to minimizing surface disturbance and seasonal restrictions. Workers will be required to participate in a short education program provided by the Government before construction commences. The Government is in the process of obtaining an Incident Take

Permit from the National Oceanic and Atmospheric Administration (NOAA) due to the presence of Northern Elephant Seals at the site. The Contractor may not begin work onsite until the Government explicitly states that the Contractor may proceed.
