Punta Gorda Light Station Rehabilitation Solicitation No. 140L1222R0002 Clarifications, Offeror Questions and Government Answers 2/17/22

Clarifications Clarification 1: Access Route. ATVs, UTVs, and other motorized equipment (such as pickup trucks and tracked equipment) can access the lighthouse site from Mattole Campground via the Lost Coast Trail beach route which is about 3 miles. The Contractor access plan should specify the type of motorized equipment that will use the beach route. The Contractor should also specify the number of daily trips by motorized vehicles that will use the beach route. The preference will be for utilizing only the size and type of equipment necessary to perform the required work while minimizing the impact on the environment and animal species of concern. The preference will also be for minimizing the number of trips to and from the lighthouse site.

Clarification 2: Offsite Restoration. The Contractor is not required to perform restoration of the cast iron lantern section and its components on site. See Project Specifications, Section 024296 – Historic Removal and Dismantling.

Clarification 3: Paint Removal. There is not an unconditional requirement that the Contractor remove all paint at the lighthouse. Most of the metal, concrete, and wood surfaces at the lighthouse have lead-containing paint and a small number of surfaces have lead-based paint (LBP). Paint removal is not required solely for the purpose of eliminating lead-containing paint or LBP at the site. However, the Contractor shall follow the manufacturer’s recommended surface preparation instructions for the coating system specified. In addition, the Contractor is required to provide mockups of each coating system to set quality standards and execution. Following these requirements will determine the amount of paint to be removed. See Project Specifications, Section 099600 – High Performance Coatings.

Clarification 4: Stairs. Existing cast iron stairs are to be removed and replaced with new cast iron stairs to match existing. See Final Construction Drawings S-111 to S-113, Repair Key Notes M1 to M7.

Clarification 5: Railing and Railing Posts. Existing cast iron railing and railing posts are to be removed and replaced with new cast iron railing and railing posts to match existing. See Final Construction Drawings S-111 to S-113, Repair Key Notes M1 to M7.

Clarification 6: Steel Post. Existing metal post to be removed and replaced with new steel post to match existing. For post materials, see Project Specifications, Section 055010 – Metal Fabrications 2.1.C. or 2.1.D. Both are acceptable. Also see Final Construction Drawings S-111 to S-113, Repair Key Notes M1 to M7.

Clarification 7: Potable Water and Non-Potable Water. There is no potable water or non-potable water at the Mattole Campground or at the Punta Gorda Light Station. Contractor will need to provide their own water.

Clarification 8: Storage Container. The Contractor may place one storage container at Mattole Campground for the duration of the project. The storage container may not remain at the Mattole Campground between work “seasons” or during extended periods of Contractor inactivity.

Clarification 9: Anchor Bolts. Contractor is not required to remove or replace existing anchor bolts that attach the cast iron lantern section to the concrete base section. Post-installed concrete anchors shall supplement the corroded anchor bolts.

Clarification 10: Interconnecting Bolts (and Nuts). Contractor shall replace all corroded interconnecting bolts (and nuts) located in the cast iron lantern section with either matching cast iron or matching stainless steel bolts (and nuts). New bolts (and nuts) shall match existing. Note that most are square head, not hexagon head. Use of stainless-steel bolts (and nuts) will require use of either nylon or neoprene washers to separate dissimilar metals.

Clarification 11: Regular Work Hours. Regular work hours will be 8 am to 6 pm (PST), Monday through Friday. Contractor must request approval to work outside of those hours, Saturday, Sunday, and holidays.
