STATEMENT OF WORK

1.1 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: The project location is in Golden Gate National Recreation Area – Marin County, Marin Headlands - Bunker Road:

1. Bunker Road, Sausalito, CA West End of Tunnel: 37.838996, -122.485810

2. Bunker Road, Sausalito, CA East End of Tunnel: 37.841959, -122.493467

B. The Work consists of the following, also See Attachment 1_Drawings_Maps_Figures for further description and clarifications:

1. Pressure wash walls, concrete curb/apron, gutter, and roadway using hot water pressure spray in the range of 180 to 200 degree Fahrenheit. No cleaning agents or solvents are to be used to pressure wash.

a. Walls. Walls are to be pressure washed up to 8’ feet up the wall from the concrete apron/curb or roadway if there is no apron/curb.

• Concentrated effort is necessary to remove mineral buildup below weep holes. Manual and/or power scraping and wire brush implements (or similar) may be necessary to remove areas of heavy mineral deposits around weep holes.

b. Roadway. Pressure wash roadway areas where mineral deposits have built up. Remove built up mineral deposits back to asphalt surfacing.

• Concentrated effort is necessary to remove mineral buildup. Manual and/or power scraping and wire brush implements (or similar) may be necessary to remove areas of heavy mineral deposits on roadways.

c. Gutters. Pressure wash gutters. Gutters shall be cleaned free of debris to allow intended drainage and mineral deposits removed.

2. Inspect weep holes and wire mesh for clogging, clean weep holes and wire mesh as necessary by removing mineral build-up and debris to allow free seepage flow. Weep holes and wire mesh are to be cleaned and rinsed. Wire mesh if dislodged needs to be reinserted to the back of the weep hole.

Estimated number of weep holes is ~ 130. Weep holes are 3” in diameter and vary in depth.

a. Replacement of wire mesh may be necessary for up to 20% of the weep holes do to excessive mineral build-up. Wire mesh is 17-gauge galvanized wire screen with wire mesh openings no larger than ½”. Wire screen shall be shaped to fit the 3” diameter weep hole so that there are no gaps between the screen and inner diameter of the weep hole so that the screen is snuggly seated at the back of the weep hole. See Attachment 1_Drawings_Maps_Figures.

3. Implement traffic control measures that allow west bound (inbound to the Marin Headlands) vehicles to go thru the tunnel and safely maneuver around working equipment and vehicles inside the tunnel, and detour east bound (outbound leaving the Marin Headlands) traffic over McCullough and Conzelman Road. See Section 1.10 – Public Traffic Management and Attachment 1_Drawings_Maps_Figures.

4. Graffiti Removal. Using liquid gel graffiti remover according to label direction, remove all graffiti within the tunnel. Graffiti remover shall have the following salient characteristics:

a. Biodegradable

b. Effective on porous concrete surfaces

c. Can be used more effectively in combination with hot water and high pressure spray

d. Low VOC and volatility

1.2 CONTRACTOR USE OF SITE

A. The Contractor’s use of the premises is restricted to the designated work area. Materials and equipment must be stored inside the work area. Contractor is responsible to secure all equipment and material.

B. Temporary facilities include portable toilets rented by the contractor and cleaned on an as-needed basis by the contractor.

C. Staging Area: Confine storage of materials and equipment to the pre-approved staging areas identified by the Contracting Officer. The pre-approved staging area is the parking area immediately adjacent to the East Entrance Barry Baker Tunnel (37.839146, -122.4854962. See Attachment 1_Drawings,_Maps_Figures.

D. Protection of Historic Features: The Golden Gate National Recreation Area contains many project locations which are highly sensitive sites and may contain historical resources. The Contractor shall closely follow the plans shown and alert the Contracting Officer immediately of any major deviations. A short start-up meeting with the Contracting Officer will be required prior to beginning work. Confine all operations to work limits of the project. Prevent damage to historic features that lie within the work limits, including but not limited to historic buildings and features, archeological resources including features both above and below grade, cultural landscapes and features including plantings, utilities, walkways, etc. Protect historic features from damage due to the work of this contract. Application of spray paint or any permanent markings to site features is prohibited. (Only chalk-based paint or crayon should be used).

E. Preservation of Natural Features:

1. Prevent damage to natural surroundings. Restore damaged areas as directed and approved by the Contracting Officer, at no additional expense to the Government.

2. Provide temporary barriers to protect existing trees and plants and root zones.

3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed on roots and branches that interfere with service work.

4. Do not fasten ropes, cables, or guys to existing trees.

5. Carefully supervise excavating, grading, filling, and other service work operations near trees to prevent damage.

6. Take measures to prevent equipment from compacting soils adjacent to or within the service work zone that will not be displaced by a constructed facility such as the parking lot.

7. All geologic and fossil materials within the park are protected. Avoid disturbing soils or rock within or outside the project are, except as specified in the contract documents or as directed by the Contracting Officer.

F. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

1. Schedule deliveries to minimize use of driveways and entrances.

2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

G. Work Camp: Establishment of a camp within the park will not be permitted.

H. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

I. Contractor shall provide OSHA and other required postings regard safety at the site.

J. All Contractor employees and subcontractor employees shall be advised of the rules and regulations of the National Park Service.

K. Contractor and subcontractor vehicles not required on the worksite itself shall be parked in a location to be reviewed and approved by Contracting Officer.

L. Utilities to support service work activities by contractor:

1. Water: Water for high pressure washing will be provided by NPS at a location approved by Contracting Officer.

1.3 PUBLIC USE OF SITE

A. Contractor shall conduct tunnel cleaning operations during the hours 10 pm to 6 am while westbound public traffic enters the tunnel thru existing timed entry. Eastbound tunnel entry shall be closed (Attachment 1_Drawings_Maps_Figures). Geographic coordinates for the West Entry of Tunnel is, ~37.838996, - 122.485810, and for the East Entry of Tunnel it is, ~37.841959, -122.493467. Before and after 10 pm to 6 am work in tunnel hours, the tunnel will be opened for normal traffic operations. These special work hours shall occur for no more than five (5) consecutive calendar days starting on a Sunday night at 10pm. See Section 1.10 - Public Traffic Management.

B. Emergency Vehicle Access: Contractor must always maintain access for emergency vehicles along Conzelman Road. Contractor will stop all traffic and/or control and direct traffic flow to accommodate the immediate safe and efficient passage of emergency vehicles.

1.4 CONDUCT OF OPERATIONS

A. Contractor personnel shall comply with all Federal and State law and regulations, including the Golden Gate National Recreation Area Superintendent’s Compendium. Any exception must be specifically justified and approved in writing by the Contracting Officer.

B. No signs or advertisements (except those specified herein) shall be displayed on the service work site or within the park unless approved by the Contracting Officer.

1.5 WORK RESTRICTIONS

A. On Site Work Days and Hours:

a. Work inside the Barry-Baker Tunnel will be done during the weekday starting on a Sunday 10pm and ending Friday 6am. Work within the tunnel beyond these days will be permitted by prior authorization of the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.

2. Work Hours

a. Barry Baker Tunnel. Work within the Barry-Baker Tunnel will be between the hours of 10 pm and 6 am, no exceptions. Public traffic shall be allowed normal use of tunnel up until 10 pm and after 6 am. Contractor may access staging areas at any time of day but must not impede traffic outside 10 pm to 6 am hours.

b. Conzelman Road. East bound traffic leaving the Marin Headlands via Bunker Road shall be detoured to McCullough Road and Conzelman Road from the hours of 10 pm to 6 am. See Section

1.10 - Public Traffic Management

3. Proposed exterior lighting for night work outside of the tunnel shall be the minimum necessary for safe work environment. See Section 1.11 - Noise and Exterior Lighting Management.

4. No onsite work shall be performed during federal holiday periods unless otherwise directed by the Contracting Officer.

B. Existing Utilities

1. Existing Utilities: Inside the Barry-Baker Tunnel, existing utilities are exposed and highly visible.

Contractor shall be responsible for preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

2. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

3. Water Systems. The Contractor will be authorized to use water derived from NPS property.

Contracting Officer will provide location of water source and instructions on use of the water valve.

C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others.

1.6 SMOKING

A. Smoking is not permitted, except in park designated smoking areas. Designated smoking areas shall be approved by the Contracting Officer.

1.7 SITE SPECIFIC SAFETY AND HEALTH PLAN (SSSHP)

A. The prime contractor shall be responsible for development, implementation, and oversight of the SSSHP.

The plan shall establish in detail, the protocols necessary for recognition, evaluation, and control of hazards associated with each task performed. The plan shall address site specific safety and health requirements and procedures based upon site specific conditions. The level of detail provided in the site specific safety and health plan shall be tailored to the type of work, complexity of operations to be performed, and hazards anticipated. The site specific safety and health plan shall address, in as much detail as possible, anticipated tasks, their related hazards, and anticipated control measures. As work proceeds, the site specific safety and health plan shall be adapted to new situations and new conditions.

Changes and modifications to the accepted SSSHP shall be made with the knowledge and concurrence of the safety office, site superintendent and Contracting Officer's Technical Representative (COR).

1.8 CONTRACTOR REQUIRED SUBMITTALS

A. The following items shall be submitted a minimum of one week prior to the beginning of work:

1. Letter designating Project Superintendent.

2. Service Work Schedule.

3. Site Specific Safety and Health Plan (SSSHP)

4. Traffic Control Plan

1.9 REQUESTS FOR INFORMATION (RFIs)

A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI electronically utilizing the NPS standard RFI format, with attachments in either Word or Adobe .pdf format as necessary.

1. CO will not respond to RFIs submitted by other entities controlled by Contractor.

2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.

B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:

5. RFI number, numbered sequentially.

6. Date.

7. RFI subject.

8. Description of the RFI requested of the CO.

9. Contractor's suggested resolution. If Contractor's suggested resolution impacts the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.

10. Contractor's signature.

11. Requested date for response.

C. Contracting Officer’s Action: CO will review each RFI, determine action required, and respond. CO will determine the critical nature of each RFI and issue a response accordingly.

1. CO's action may include a request for additional information, in which case time for response will date from time of receipt of additional information.

2. CO's action on RFIs may result in the need for a change to the Contract Time or the Contract Sum.

All contract changes will be processed following the terms and conditions of the contract.

1.10 POST CONTRACT AWARD

A. Service Work Baseline Schedule: After contract award and before the Pre-Service Work conference, submit two (2) paper copies of baseline schedule, large enough to show entire schedule for entire service work period.

B. Pre-Service Work Conference: Before start of service work, Contracting Officer will arrange an on-site meeting with Contractor.

1. Attending shall be the following:

a) CO and/or COR

b) Contractor’s Project Manager

d) Major subcontractors

e) NPS Project Manager

f) Others as appropriate

2. The meeting agenda will include the following as a minimum: [Patti please advise if this meeting is necessary and if necessary, what will be discussed]

a) Roles & Responsibilities/ Lines of Authority.

b) Park rules and regulations.

c) Jobsite Safety.

d) Workplan & Schedule

e) Resolution of comments on required Division 01 documents.

f) Coordination of Subcontractors.

g) Traffic Control & Safety

h) Labor law application.

i) Modifications.

j) Payments to Contractor.

k) Payroll reports.

l) Contract time.

m) Liquidated damages.

n) Contractor Performance Evaluation.

o) Display of Hotline posters.

p) Notice to proceed.

q) Correspondence procedures.

r) Acceptance/rejection of work.

s) Progress meetings.

t) Submittal procedures.

u) NPS Final Accessibility Inspection.

v) Environmental requirements.

w) As-constructed drawings/operation and maintenance (O&M) manuals.

x) Saturday, Sunday, holiday and night work.

C. Preinstallation Conferences: Contracting Officer or their representative, Contractor, and subcontractor.

Conduct a preinstallation conference at Project site before start of tunnel cleaning operations.

1. Attendees: Contracting Officer or their representative, Contractor, and subcontractor.

2. Agenda: Review progress of other service work activities and preparations for the activity under consideration, including requirements for the following:

a. Contract Documents.

b. Related RFIs.

c. Submittals.

a. Possible conflicts.

b. Time schedules.

c. Weather limitations.

d. Temporary facilities and controls.

e. Space and access limitations.

f. Testing and inspecting requirements.

g. Coordination with other work.

h. Required performance results.

i. Protection of adjacent work.

j. Protection of service work and personnel.

3. Record significant conference discussions, agreements, and disagreements, including required corrective measures and actions.

4. Reporting: Distribute minutes of the meeting to each party present and to other parties requiring information.

5. Do not proceed with installation if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.

D. Progress Meetings: The Contracting Officer will conduct one (1) progress meeting two (2) days after tunnel cleaning has initiated. At the progress meeting Contractor shall provide a look-ahead schedule, derived from the currently accepted schedule, and report out progress towards meeting accepted schedule.

1. Attendees: In addition to Government Representatives and Contractor to discuss current progress, coordination, and performance of future activities. All participants at the meeting shall be familiar with the Project and authorized to conclude matters relating to the Work.

2. Agenda: Review items of significance that could affect progress. The meeting agenda will include the following:

a. Safety items/ ‘toolbox’ safety meeting topic.

b. Requests for information (RFI) and other issues.

c. Modifications.

d. Work in progress and projected.

e. Inspections of work in progress.

1.11 TRAFFIC CONTROL MANAGEMENT

A. Public Traffic: All vehicle traffic, including bicycles and pedestrians, using public roads.

B. Do not construct alternate route detours without the approval of the CO.

C. During the hours of 10pm to 6am traffic control will be implemented at the entrances to the tunnel and inside the tunnel that allows west bound vehicles to pass thru the tunnel safely and slowly around working equipment and vehicles. East bound vehicles leaving the Marin Headlands shall be directed to use McCullough /Bunker Road. Access for emergency vehicles needs to be always accommodated during the periods of traffic control.

D. Traffic Control Plan. A Traffic Control Plan must be submitted for review and approval by the CO at least two weeks ahead of planned start of tunnel cleaning operations. Any changes to the Traffic Control Plan will be provided to the Contracting Officer prior to implementing changes. The Traffic Control Plan will include the following parameters:

1. Flaggers.

a. A minimum of one (1) flagger shall be used to calm, slow down, and direct traffic through the

Statement of Work page 8 of 10 tunnel during cleaning operations.

1) Flaggers shall be equipped with a reflective vest and hard hat per the latest ANSI/ISEA 107 Standards. All flaggers shall also be equipped with a stop/slow paddle and shall be trained in the proper fundamentals of flagging traffic.

b. The (1) flagger shall be located within the tunnel as shown in Attachment 1_Drawings_Maps_Figures.

2. Signage.

a. Detour signs and traffic control barricades with Road Closed signage on the east bound travel lane shall be placed at McCullough/Bunker Road. An NPS provided CMS sign will be located at the along Danes Road to inform traffic that work is being conducted within the tunnel. Remove all signage and barricades promptly at exactly 6 am and open the tunnel to public traffic.

3. Traffic Control Devices

a. Traffic control devices will meet California Manual of Uniform Traffic Control Devices (CA

MUTCD).

b. Inside Barry Baker Tunnel

1) Standard traffic cones will be placed at a minimum 10 ft. intervals for a minimum of 50’ buffer before and after the area in which work is being conducted. They shall be moved in sync with the area where work is being conducted. See Attachment 1_Drawings_Maps_Figures

1.12 NOISE & EXTERIOR LIGHTING MANAGEMENT

A. Definitions

• Ambient noise level: The total noise associated with a given environment, being usually a composite of normal or existing sounds from all sources near and far, excluding the noise source at issue.

• Daytime: The hours from 8 a.m. to 6 p.m. on weekdays and 9 a.m. to 6 p.m. on weekends and holidays.

• Nighttime: All non-daytime hours.

• Receiving noise area: Any real property where people live or work and where noise is heard, excluding the project or source area.

B. The need for exterior temporary lighting outside of the tunnel shall be minimized. Nighttime work is required by the Contracting Officer, the contractor shall provide specifications for the actual lighting to be used and obtain Contracting Officer approval before bringing the lighting onto the site.

1.13 SITE INSPECTIONS AND REVISIONS

A. GOGA Inspections: The Contractor and the CO will perform an inspection of the site.

2. The inspection shall include reviewing areas used for storage of materials, locations where vehicles enter or exit the site, and all other relevant BMP’s. in the UPPP.

3. Inspections shall be documented.

1.14 HOUSEKEEPING AND SITE MANAGEMENT

A. Materials stored on site should be stored in conformance to federal, state, local, and manufacture’s regulations and specifications.

B. Contractors are prohibited from feeding resident wildlife. Contractors shall properly disposal of food waste and garbage to discourage feeding by wildlife, including corvids (scavengers, such as ravens), which may increase predation on native wildlife.

C. Solid waste should be managed in conformance to federal, state, and local regulations.

D. Hazardous waste (including contaminated soil) should be managed in conformance to federal, state, local and NPS regulations and guidelines.

1.15 UNAUTHORIZED DISCHARGE

A. If an unauthorized discharge occurs or if the project receives a written notice or order from any regulatory agency, the Contractor will immediately notify the CO and shall, within 2 days, provide all information necessary for the Environmental & Safety Programs Manager to file a written report to the Agency(ies) with Jurisdiction of the discharge event, notice, or order. Corrective measures shall be implemented immediately following the discharge, notice, or order. The report to the Agency(ies) with Jurisdiction shall contain the following items at a minimum:

1. The date, time, location, nature of operation, and type of discharge, including the cause or nature of the discharge.

2. The date of deployment and type of actions deployed after the discharge event.

1.16 CLOSEOUT PROCEDURES

A. The terms and conditions of the contract require you to satisfy the requirements of the individual specification sections. Submit the following before requesting final inspection:

1. Terminate and remove temporary facilities from Project site, along with mockups, service work tools, and similar elements.

2. Complete final cleaning requirements.

3. Touch up and otherwise repair any damaged property.

B. Substantial Completion and Final Inspection

A. When project, or designated portion of project, is substantially complete, request in writing a final inspection. Upon receipt of written request that project is substantially complete, the Contracting Officer will proceed with inspection within 2 days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.

B. If, following final inspection, the work is determined to be substantially complete, Contracting Officer will prepare a Punch List to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the Punch List within 30 calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Service Work clause of the contract.

C. If, following final inspection, the work is not determined to be substantially complete; Contracting Officer will notify Contractor in writing. After completing work, Contractor shall request a new final inspection. All re-inspection costs may be charged against the Contractor in accordance with the Inspection of Service Work clause of the contract.

1.17 FINAL ACCEPTANCE OF THE WORK

A. After all deficiencies have been corrected, a Letter of Final Acceptance will be issued.

1.18 FINAL CLEANING

A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.

B. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:

a. Clean Project site, yard, and grounds, in areas disturbed by service work activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.

a. Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.

b. Rake grounds that are neither planted nor paved to a smooth, even-textured surface.

b. Remove tools, service work equipment, machinery, and surplus material from Project site.

c. Clean exposed exterior and interior hard-surfaced finishes to a dirt-free condition, free of stains, films, and similar foreign substances. Avoid disturbing natural weathering of exterior surfaces. Restore reflective surfaces to their original condition.

d. Touch up and otherwise repair damaged property.

c. Leave Project area clean and ready for occupancy.
