About this file

This is a Statement of Work for replacing turbidity meters at the Lake Creek Raw Water Treatment Plant at Oregon Caves National Monument & Preserve (ORCA) in Josephine County, Oregon.

The project requires the contractor to remove existing Hach 1720D turbidity meters and install three new Hach TU5300sc turbidity meters (one with basic cleaning head, two with self-cleaning head, with one self-cleaning unit retained as backup), one Hach SC4500 controller, approximately twenty linear feet of sample tubing with isolation and flow control valves, and a bypass/sample loop configuration. The contractor must provide electrical integration including 120V power connection, 4–20 mA output and/or Modbus communication with the existing system, perform full system startup and calibration using NIST-traceable standards, and provide calibration documentation meeting EPA Surface Water Treatment Rule (SWTR) requirements per 40 CFR 141 Subpart H. All work must comply with EPA, OSHA, NFPA 70 (NEC), ANSI, UL, and AWWA standards. The work is organized into seven contract line items (CLINs): mobilization/demobilization, removal, supply, installation, and optional year-one through year-three calibration and certification services. Work must be completed within 60 calendar days, accounting for trail access limitations and manual material transport. Site access is restricted to approximately 0.2 miles via Big Tree Trail with all materials transported by hand and work conducted 8:00 AM–5:00 PM. Water system shutdowns cannot exceed 2 hours, and the contractor must provide a Water System Continuity Plan and 48-hour notice prior to shutdown. Deliverables include calibration certification, as-built documentation, O&M manuals, training, and a minimum 1-year warranty. Optional services include a one- to three-year Hach field service contract for quarterly calibration and certification.

Oregon Caves National Monument & Preserve PMIS 244479 Replace Turbidity Meters at Lake Creek Water Treatment Plant

DIVISION 01 – GENERAL REQUIREMENTS

SECTION 01 10 00 – DIVISION 1 SHORT FORM GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 – DESCRIPTION OF WORK

1.1 Background

The Lake Creek Raw Water Treatment Plant at Oregon Caves National Monument & Preserve (ORCA) provides potable water to critical park infrastructure including staff housing, the Visitor Center, and cave tour operations. The system is regulated under the EPA Safe Drinking Water Act and must comply with 40 CFR 141 Subpart H – Surface Water Treatment Rule (SWTR).

The existing Hach 1720D turbidity meters have exceeded their service life and present reliability risks. Turbidity monitoring is a critical control parameter used to verify filtration effectiveness and ensure safe drinking water. Failure of this instrumentation could result in undetected water quality issues and regulatory non-compliance.

This project replaces outdated turbidity monitoring equipment with modern, EPA-compliant instrumentation to ensure operational reliability, regulatory compliance, and protection of public health.
