About this file

Summary

This is a Statement of Work (SOW) prepared by the National Park Service for the replacement of a failed sewer lateral line serving Boulder Beach Housing Units 402 and 403 at Lake Mead National Recreation Area in Boulder City, Nevada. The project involves the complete removal and replacement of approximately 234 linear feet of deteriorated 3-inch ductile iron sanitary sewer lateral with 4-inch SDR 35 PVC pipe meeting current plumbing and wastewater conveyance standards. The existing sewer line has collapsed, causing system clogs that render both housing units unusable. The new pipe will connect to an existing 6-inch main sewer line and serve interior plumbing fixtures at each unit consisting of one toilet, two sinks, one bathtub, and one laundry outlet.

The contractor must furnish all labor, materials, equipment, and supervision to complete site preparation, demolition, trenching and excavation (approximately 27 linear feet per unit manually under crawlspaces and 180 linear feet via machine in open ground, plus asphalt sawcutting of approximately 25 square feet), pipe installation with proper slope maintenance (1/8 inch per foot minimum), backfilling and compaction, testing and inspection coordination with the NPS Contracting Officer's Representative (COR), and site restoration. The contractor is responsible for protecting adjacent infrastructure during all phases, maintaining site cleanliness and organization in designated staging areas, properly disposing of all construction waste, and repairing any NPS property damaged during construction at the contractor's expense. Final inspection and testing must be completed and approved by the NPS COR before final backfill operations commence.

LAKE – Replace Sewer Lateral Line at Boulder Beach Housing Unit 402 and 403

Lake Mead National Recreation Area

Boulder City, Nevada

Replace Sewer Lateral Line at Boulder Beach Housing Unit 402 and 403

February 10, 2026

Prepared By: Trent Martinez, Supervisory Facility Operations Specialist

DEPARTMENT OF THE INTERIOR

NATIONAL PARK SERVICE

A04 STATEMENT OF WORK: REPLACE SEWER LINE LATERAL LINE AT

BOULDER BEACH HOUSING UNIT 403

1. BACKGROUND

Lake Mead National Recreation Area (LAKE) is a U.S. national recreation area in Southeastern Nevada and Northwestern Arizona. Operated by the National Park Service, Lake Mead NRA follows the Colorado River corridor from the westernmost boundary of Grand Canyon National Park to just north of the cities of Laughlin, Nevada and Bullhead City, Arizona.

LAKE employees roughly 180 staff, some of which live within the park in NPS owned employee housing. Employee housing is critical for staff who need to respond to emergencies and to be within proximity to their work. Recently, it was discovered that within the Boulder Beach housing area that housing unit 402 and 403’s sewer line has failed. The crawl space was investigated, and staff found the sewer lines had collapsed causing the systems to clog. It was determined the entire lateral line has been compromised and needs to be replaced.

This project involves the full removal and replacement of the existing 3-inch ductile iron sanitary sewer lateral serving both Boulder Beach Housing Unit 403 and 402 (see approximate map of sewer line locations in attachments). The system will be upgraded to a 4-inch SDR 35 PVC sewer pipe meeting current plumbing and wastewater conveyance standards. The new pipe will connect to an existing 6-inch sewer main and interior plumbing fixtures, including one toilet, two sinks, one bathtub, and one laundry outlet at each housing unit.
