Environmental protection requirements include obtaining a Clark County Dust Control Permit, maintaining a Daily Dust Control Log, ceasing dust-generating activities when wind speeds exceed 25 mph, cleaning all equipment prior to park entry to prevent invasive species spread, and ensuring all workers complete Desert Tortoise Awareness Training with work stoppage protocols if a tortoise is encountered. All work must comply with the International Building Code (IBC), International Plumbing Code (IPC), OSHA Excavation Safety Standards (29 CFR 1926 Subpart P), ASTM standards, and National Park Service construction and environmental protection requirements. The contractor must submit a Dust Control Permit, product data for materials, tracer wire and detectable warning tape specifications, and leak and flow test results prior to construction.

A04 statement of work: Replace Sewer Line Lateral Line at boulder beach housing unit 403
1. Background Lake Mead National Recreation Area (LAKE) is a U.S. national recreation area in Southeastern Nevada and Northwestern Arizona. Operated by the National Park Service, Lake Mead NRA follows the Colorado River corridor from the westernmost boundary of Grand Canyon National Park to just north of the cities of Laughlin, Nevada and Bullhead City, Arizona.
LAKE employees roughly 180 staff, some of which live within the park in NPS owned employee housing. Employee housing is critical for staff who need to respond to emergencies and to be within proximity to their work. Recently, it was discovered that within the Boulder Beach housing area that housing unit 402 and 403’s sewer line has failed. The crawl space was investigated, and staff found the sewer lines had collapsed causing the systems to clog. It was determined the entire lateral line has been compromised and needs to be replaced.
This project involves the full removal and replacement of the existing 3-inch ductile iron sanitary sewer lateral serving both Boulder Beach Housing Unit 403 and 402 (see approximate map of sewer line locations in attachments). The system will be upgraded to a 4-inch SDR 35 PVC sewer pipe meeting current plumbing and wastewater conveyance standards. The new pipe will connect to an existing 6-inch sewer main and interior plumbing fixtures, including one toilet, two sinks, one bathtub, and one laundry outlet at each housing unit.

3. Project Tasks
The contractor shall furnish all labor, materials, equipment, and supervision to perform the following:
1) Site Preparation and Mobilization
a) Mobilize tools, equipment, and personnel to the site.
b) Coordinate site access, schedule, and utility locates with NPS.
c) Protect adjacent infrastructure, buildings, and utilities during all phases of work.
2) Demolition and Removal
a) Carefully expose and remove approximately 280 linear feet of 3-inch ductile iron sewer laterals
b) Manually excavate ~27 LF per unit under crawl spaces.
c) Properly dispose of pipe and related demolition materials per local/state regulations.
3) C. Trenching and Excavation
a) Excavate trenches to a depth of 2 feet per design specifications.
b) Trenching under crawlspaces shall be conducted manually.
c) Machine trenching is permitted in accessible open ground.
d) Sawcut approximately 25 SF of asphalt for trenching through paved driveways.
4) D. Pipe Installation
a) Supply and install approximately 280 linear feet of 4-inch SDR 35 PVC sewer lateral.
b) Maintain minimum slope of 1/8 inch per foot for proper drainage.
c) Connect each lateral to the 6-inch main using proper reducer fittings.
d) Reconnect internal plumbing: 1 toilet, 2 sinks, 1 bathtub, and 1 laundry per housing unit.
e) Existing and proposed cleanouts (see Photo 2: Map Layout of Sewer Lines at 402 and 403) shall be replaced with double sweep cleanouts with removable caps to allow maintenance access in both directions of flow.
5) Connection to Existing Sewer Main
a) Connections shall utilize approved reducer or wye fittings compatible with SDR-35
b) Connections shall be watertight and properly sealed.
6) E. Backfilling, Compaction, and Surface Restoration
a) Backfill trenches in controlled lifts using native or approved fill.
b) Detectable underground utility warning tape shall be installed approximately 12 inches above the pipe.
c) Install continuous 12-gauge insulated tracer wire along the entire length of the sewer pipe.
d) Tracer wire shall be secured to the pipe and brought to the surface at cleanouts.
e) Compact to prevent future settlement per local code.
f) Patch asphalt surfaces to match existing grade and finish.
g) Asphalt areas shall be restored using hot mix asphalt to match existing grade.
7) Testing and Inspection
a) Conduct leak and flow tests for both laterals.
b) Tracer wire continuity shall be tested prior to final acceptance.
c) Coordinate final inspection with the NPS COR before final backfill.
8) Site Restoration and Cleanup
a) Restore all disturbed surfaces to pre-construction condition or better.
b) Remove equipment, tools, and debris from the site.
9) Environmental Protection Requirements
a) Excavation exceeding 100 linear feet shall comply with Clark County Dust Control regulations.
b) Contractor shall obtain a Clark County Dust Control Permit prior to construction.
c) Contractor shall maintain a Daily Dust Control Log documenting dust mitigation activity.
d) Dust-generating activities shall cease when wind speeds exceed 25 mph.
e) All equipment must be cleaned prior to entering the park to prevent the spread of invasive plant species.
f) If a hydrant is used for water supply, an approved air gap or backflow prevention device shall be installed.
g) All workers must complete Desert Tortoise Awareness Training.
h) If a tortoise is encountered, work shall stop and the COR shall be notified.
10) Contractor Use of Premises
a) Contractor shall keep the site clean, organized, and safe.
b) Designated staging areas will be assigned by the NPS COR.
c) All construction waste must be removed and disposed of properly.
d) Any NPS property damaged during construction shall be repaired at contractor’s expense.
e) COR may revoke site privileges due to non-compliance or unprofessional conduct.

5. Submittals Contractor shall submit the following for approval prior to construction:
a) Dust Control Permit (Clark County)
b) Product data for PVC pipe and fittings
c) Tracer wire specifications
d) Detectable warning tape specifications
e) Leak and flow test results
6. Codes and Standards All work performed under this contract shall comply with all applicable federal, state, and local codes, regulations, and standards governing plumbing and sanitary sewer systems.
Construction, installation, materials, and workmanship shall conform to the requirements of the International Building Code (IBC) and the International Plumbing Code (IPC), including all applicable provisions related to sanitary sewer systems, piping installation, slope requirements, cleanouts, and testing.
Where conflicts occur between referenced codes, the contractor shall comply with the most stringent requirement unless otherwise directed by the National Park Service Contracting Officer’s Representative (COR).
The contractor shall be responsible for ensuring that all plumbing system components, installation methods, and connections meet current code-compliant standards for sanitary drainage systems.
All work shall also comply with:
· International Building Code (IBC)
· International Plumbing Code (IPC)
· OSHA Excavation Safety Standards (29 CFR 1926 Subpart P)
· ASTM standards referenced in this specification
National Park Service construction and environmental protection requirements The contractor shall correct any installation that does not meet applicable code requirements at no additional cost to the government.
