About this file

This is a Statement of Work (SOW) for the demolition of three residential houses and three accompanying garages at the USGS Tunison Laboratory of Aquatic Science in Cortland, New York. The project involves the complete demolition and removal of structures located adjacent to the laboratory's main facility at 3075 Gracie Road, each approximately 2,000 square feet with attached single-stall garages. All three houses were constructed prior to 1956 and have been vacant for at least 15 years, with documented presence of lead paint and asbestos-containing materials (ACM). A 2017 asbestos survey of residence Q2 identified friable ACM in joint compound on walls and ceilings and in heat duct fabric coverings, as well as non-friable ACM in wallboard glue and window glaze.

The contractor must perform underground utility and septic system location, removal of all asbestos-containing materials in compliance with local and state regulations, removal and proper disposal of appliances, furnaces, fuel oil and propane tanks, and complete demolition of all six structures (three houses and three garages). Additional requirements include removal of sidewalks, gardens, and yard fixtures; removal or on-site burial of demolition materials in accordance with applicable regulations; proper closure of wells; and site remediation to safe, level grade with grass seeding on all affected areas except existing driveways. The contractor is responsible for acquiring all necessary permits. Performance standards require government inspection and approval of removal and disposal plans, underground survey results, and final site conditions, with all work executed in compliance with local and state environmental and safety regulations.

USGS Tunison Laboratory of Aquatic Science 3075 Gracie Rd., Cortland NY 13045 Demolition of Three (3) Residential Houses

1.0 Introduction and Background

Introduction: USGS, Great Lakes Science Center’s, Tunison Laboratory of Aquatic Science in Cortland, NY needs to have three (3) residential houses and three (3) accompanying garages, demolished. The houses and garages to be demolished are located adjacent to the Tunison lab’s 3075 Gracie Rd., Cortland NY property.

Background: The USGS Tunison Laboratory of Aquatic Science has three (3) residential wood framed houses used in the past to house hatchery staff trainees. Each house is approximately 2000 square feet (sf) and has a 1-stall garage and utilities including septic, wells and oil or gas heating systems. All houses were constructed prior to 1956 and likely contain lead paint and asbestos construction materials. The houses have not been occupied for at least 15 years and are in poor condition.

2.0 Scope

The three (3) residences adjacent to the Tunison lab will have their houses (3) and garages (3) demolished. All sidewalks, gardens, or yard fixtures associated with the 3 residences will be removed and disposed of according to local and state regulations.

An asbestos survey done in 2017 on the house and garage at residence Q2 (see attached documents) found friable ACM in joint compound on walls and ceilings and in heat duct fabric coverings in the house, and non-friable ACM in wall board glue in the house and in window glaze in the garage. Bids for demolition of all 3 houses should be prepared, assuming similar results will be found in residences Q1 and Q50.

Prior to demolition, USGS will have asbestos investigations prepared for the 2 houses and 2 garages at residences Q1 and Q50 so that asbestos containing materials can be removed and disposed of by the contractor properly following all local and state regulations. Considering the age of all 3 houses, all painted surfaces should be considered to have at least a base layer of lead paint and should be handled and disposed of appropriately. Contractors are responsible for acquiring all necessary permits for the project.

Before demolition begins all underground septic and utilities will be located, and the demolition plan will take those into account. Septic system infrastructure (tanks and piping) will be removed and disposed of according to local and state regulations. Onsite wells shall be removed and filled in. Fuel oil and propane tanks will be removed and disposed of according to local and state regulations. Any appliances (e.g., refrigerators, stoves, furnaces, hot water heaters) remaining in the residences will be removed and disposed of according to local and state regulations. Demolition material such as stone, concrete, or masonry rubble can be buried on site provided it complies with local and state laws. All other demolition materials will be hauled off site and disposed of according to local and state regulations. All areas affected by the demolition, other than existing gravel driveways, will be returned to a safe and level grade consistent with the immediate surrounding area, and will be seeded with grass.
