About this file
This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) Amendment 0006 issued by the USGS OAG Denver Acquisition Branch for solicitation 140G0226R0002, effective 03/20/2026.
The amendment provides Government responses to 14 contractor inquiries (Q1-Q14) regarding a three-property residential demolition project. Key clarifications include: (1) bidders should assume presumed asbestos in the untested tan house (Q1) and bid accordingly to residences Q2 and Q50, which have completed asbestos surveys; (2) the Government will provide asbestos survey reports for Q50 and coordinate removal of overhead electrical lines, while contractors are responsible for tree and vegetation removal; (3) the driveway at Q2 must be removed and hauled away, while driveways at Q1 and Q50 remain in place; (4) contractors may stack additional roll-off containers on site; and (5) property line maps will be provided. In response to a request for bid extension due to late issuance of Government responses and bid guarantee requirements, the bid due date has been extended to April 27, 2026. The Period of Performance runs from 06/01/2026 to 07/31/2026 under a Firm Fixed Price award type. Technical, administrative, and contracting officer points of contact are provided.

The purpose of this amendment is to furnish the
Government¿s responses to contractor inquiries pertaining to the solicitation and the subject requirement (Q12 - 14).
a. Q1: Because only one of the three properties has a valid NYS asbestos survey, is it the intent to get the other two properties condemned and demolish with presumed asbestos in place?
A1: Yes. Two of the structures were tested.
The third was not tested, but since they were built at the same time we are assuming that there is presumed asbestos in the third structure. See attached Asbestos Survey
Reports.
b. Q2: If this is not the intent, when will
USGS retain a company to perform the pre demolition asbestos survey? Before or after the bid? This is a requirement of NYS Industrial
Code Rule 56 and will be a significant factor in the bidding process.
A2: Bidders should assume the residence without an asbestos survey contains asbestos and bid accordingly to the two residences with a positive asbestos report. If an asbestos survey is needed for the third residence by NYS code, bidders should consider this in their bid.
c. Q3: Is it possible to gain access to the building to assess the physical condition of the building?
A3: A site visit is scheduled for 9:00 AM
(EST), 9 April, 2026. Q4: Since a third party must perform hazardous material surveys and the asbestos surveys can't be done by the demolition contractor, will the Government provide asbestos and lead-based paint survey reports for all
3 buildings prior to the bid due date?
d. A4: Two of the three houses already have completed asbestos surveys (Q50, Q2: white

(C) houses) and can be provided. Bids for demolition of Q1 (tan house not tested) should be prepared, assuming that similar results will be found as in residences Q2 and Q50. During demolition contractors will need to keep surfaces wet to reduce the spread of dust. (Lead-Based
Paint and Demolition | US EPA)
e. Q5: Will the Government remove trees and vegetation adjacent to the buildings prior to demolition, or should this be included in the
Contractor¿s scope of work?
A5: Removal of trees and vegetation should be included in the contractor¿s scope of work.
f. Q6: Will the Government disconnect, de-energize, and remove overhead electrical lines servicing the buildings prior to demolition, or is the contractor responsible for coordination and removal?
A6: The government will coordinate with the power supplier to remove the overhead lines servicing the buildings.
g. Q7: Does the driveway need to be removed, or can it be buried?
A7: The driveway at Q2 should be removed and hauled away. Driveways at Q1 and Q50 shall remain in place.
h. Q8: Can we deliver more roll-off containers if we stack them next to the driveway?
A8: Yes, there is plenty of space at all 3 properties for extra dumpsters.
i. Q9: Can you provide a map detailing the property line?
A9: Yes, we will provide a map detailing property lines.
j. Q10: Are the trees next to the houses to be removed?

A10: Remove trees as needed to complete the demolition.
k. Q11: Can we remove the trees?
A11: Yes, you may remove trees as needed.
l. Q12: Can the government provide us with a survey for Q50? The Asbestos Survey for Q50 is not included in the Solicitation documents.
Only Q2 Asbestos Survey Report is provided.
A12: Yes
m. Q13: To provide the most accurate and competitive price to the Government, we need asbestos surveys for both the tan house and Q50 to determine asbestos quantities and avoid unnecessary contingencies in our pricing.
A13: The asbestos survey for Q50 is available. The tan house (Q1) has not been tested but bids for demolition of Q1 should be prepared, assuming similar results that were found in Q2 and Q50.
n. Q14: Given that a bid guarantee is required and the Government¿s responses to questions were issued less than 3 business days before the bid due date, can the Government extend the proposal due date?
A14: The bid date has been extended until
April 27th, 2026.
