Bureau of Indian Affairs Wapato Irrigation Project, near Yakima, Washington Drop 1 Pumping Plant - Water Screens Construction
Statement of Work
Purpose The Bureau of Indian Affairs (BIA) requires services of a construction contractor to install traveling water screens, gate actuators and general safety improvements, at the Drop 1 Pumping Plant, an important irrigation component of the Wapato Irrigation Project (WIP) near Yakima, Washington.
The Drop 1 Pumping Plant supplies irrigation water to the Highline Canal, Main Canal Extension, and the Main Canal. This critical facility requires around-the-clock monitoring and cleaning to ensure irrigation deliveries are not paused during the irrigation season. Continual cleaning of existing forebay trash racks is accomplished by WIP staff using long handled rakes and wheelbarrows. This process is very unsafe and physically demanding. Modernizing the existing trash racks with an automatic traveling screens, mechanical and electrical improvements, and other safety upgrades constitute the majority of the work.
In order to accomplish the project objectives, the BIA is soliciting a reputable construction contractor familiar with irrigation facility upgrades, water screen installations, testing and commissioning of mechanical and electrical systems, and heavy civil work in challenging winter environments during non-irrigation timeframes.
Background The Wapato Irrigation Project provides irrigation water to approximately 140,000 acres of farmland within the WIP boundaries. The Drop 1 Pumping Plant is located approximately 8.2 miles south of Yakima, Washington, in Section 36, T12N, R18E, WM within the Yakima Nation Reservation, and more specifically located on the Main Canal, approximately 4.4 miles downstream from the Yakima River diversion.
Completed in 1929, the Drop 1 Pumping Plant is an integral component of the WIP Main Canal System and serves as a distribution junction for the Main Canal with water being divided into the East and West Highline Canals (up to 165 cfs) and the Main Extension Canal (up to 225 cfs) and dropped downstream into the continued Main Canal (up to 1,500 cfs). Approximately 7,000 acres of higher elevation farmland along the northwest service area perimeter are served by the Drop 1 Pumping Plant.
Components of the Drop 1 Pumping Plant include:
Concrete building pumping plant structure with discharge piping serving Unit 1 (East and West Highline Canals), Adjacent concrete gated drop structure and spillway that passes Main Canal flow downstream in excess of hydraulic pump needs, or when pumps are turned off, Attached gated concrete headworks structure serving the Main Extension Canal, and Suspended electrical pumps that supplement flows to the discharge pipeline serving Unit
1 canals.
Scope of Work The Drop 1 Pumping Plant Water Screens Construction Project requires the following principal tasks:
1. Construction contractor mobilization and submittal approvals.
2. Dewatering, unwatering, and continued water management of the Main Canal forebay upstream of the Drop 1 pumping plant.
3. Development of temporary access ramp to the Main Canal forebay to perform minor demolition on select structures.
4. Construction of a traveling screen foundation, superstructure, conveyor, and vegetation collection area.
5. Installation of site lighting, signage, safety features, and incidentals.
6. Installation of motorized gate actuators and controls on three existing undershot slide gates located in the spillway structure.
7. Updates to electrical service connections, telecommunications, and power distribution necessary to run the new facilities.
8. Furnishment of a fully functioning back-up mobile generator to run the traveling screens and the gate actuators.
9. Testing and commissioning of all new mechanical and electrical systems.
10. Demobilization, clean up, and final closeout.
