The contractor must provide comprehensive fire extinguisher inspection, maintenance, and advisory services in full compliance with California Fire Code, California Code of Regulations (CCR Title 8 and 19), NFPA standards (particularly NFPA 10), and applicable federal, state, and local codes. Services include annual maintenance and certification by a California State Fire Marshal-licensed technician, professional subject-matter expertise for facility evaluations, identification of deficiencies, and recommendations for corrective actions covering extinguisher type, size, rating, placement, mounting brackets, cabinets, and signage. The contractor must develop and maintain a five-to-six-year servicing plan with an Excel inventory identifying each of approximately 220 fire extinguishers by inventory number, size, class rating, and future service requirements from 2027 through 2031. All fire extinguishers must be Amerex brand or equivalent; non-compliant equipment shall be replaced with Amerex units. The contractor must inspect for wear, corrosion, leaks, pressure testing deficiencies, and age-related end-of-service-life conditions.

The contract structure includes one base year (Line Item #010, August 20, 2026–August 19, 2027) with an estimated 220 annual fire extinguisher services, 25 hydro tests, 35 six-year tear-down services, and associated parts and materials (valve stems, O-rings, gauges, straps, and ABC chemical). Two service calls per location are anticipated. Pricing must be firm-fixed for the base year and all four option years (Line Items #30, #50, #70, #90 for Option Years 1–4, respectively, through August 19, 2031). Optional line items (#020, #040, #060, #080, #0100) cover replacement fire extinguishers (2.5#, 5#, 10#, and 20# ABC models) exercisable at the government's sole discretion via bilateral modification. Servicing locations are Mineral Headquarters (38050 Highway 36 East, Mineral, CA 96063) and Manzanita Lake Maintenance Yard Building 133 (northwest park entrance, Highway 89). The contractor must be California-licensed in fire extinguisher inspection, servicing, and testing with five years of continuous California experience. Work shall be performed during regular business hours (no earlier than 8:00 a.m.) on weekdays excluding federal holidays, with schedules submitted 5–14 days in advance. Written inspection reports using NPS forms and future service requirements documentation must be submitted in hard copy and PDF format within 14 business days of work completion. All chemical disposal must comply with federal, state, and local wastewater standards with no diversion to ground or waterways. The contractor is responsible for protection of persons and property, correction of rejected work at no additional cost, and provision of standard manufacturer warranties on all parts and equipment. Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) at ipp.gov within 30 days of work completion, including purchase order number, contractor information, service period, location, quantity, size of extinguishers serviced or replaced, detailed service descriptions, and contact information.

PART 1 – GENERAL

The National Park Service (NPS), Lassen Volcanic National Park (LAVO), has a requirement for the inspection, service, and possible replacement of fire extinguishers. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the service as identified in this

Statement Of Work (SOW).

1.1 Description of Work

In accordance with this statement of work and the requirements specified herein, and with

National Park Service (NPS) Reference Manual 58 (Structural Fire Management), National Fire

Protection Association (NFPA) standards and codes referenced in Section 1.6 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect and service parkwide fire extinguishers at Lassen Volcanic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto. Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to:

A. Working w/ the project Contracting Officers Representative (COR) or an identified Field

Inspector (FI), The Contractor shall provide comprehensive fire extinguisher inspection, maintenance, and advisory services in full compliance with all applicable federal, state, and local regulations, including the California Fire Code, California Code of Regulations

(CCR Title 8 and Title 19), and applicable National Fire Protection Association (NFPA) standards (including NFPA 10). Services shall include, at a minimum, annual maintenance and certification of all Government-furnished fire extinguishers by a technician licensed by the California State Fire Marshal, as well as documentation of all services performed. The Contractor shall also provide professional subject-matter expertise to evaluate existing facilities, identify deficiencies, and recommend corrective actions, including but not limited to proper extinguisher type, size, rating, placement, mounting brackets, cabinets, and required signage based on occupancy hazards and travel distance requirements. The Contractor shall ensure all recommendations meet California requirements for extinguisher selection, distribution, accessibility, and mounting, and account for hazard classifications (e.g., Class A, B, C, D, K) and environmental conditions. Services shall align with regulatory requirements for monthly visual inspections by the owner and annual servicing by qualified personnel, and shall include identification of any missing or non-compliant equipment to ensure full code compliance and life safety protection.

B. The contractor shall provide service based on a previously developed inventory service plan providing key information for each extinguisher to help maintain this 5 to 6 Year

Servicing Plan that again, identify’s future annual service needs for each extinguisher which will assist in future budgeting and service planning for outyears. Lassen currently has approximately 220 fire extinguishers and each requires differing service requirements from year to year. An Excel sheet identifying each fire extinguisher service need by inventory number, size, class (use) rating, and then service requirements for each out year from 2027 through 2031 is required. Contractor shall verify this inventory extinguisher by extinguisher to catalog future service requirements at time of service. This future service requirements inventory is necessary due to past challenges and unknown numbers of specific service requirements from one year to another. This contract will initiate a new

Service and Maintenance plan with an initial Base Year and up to 4 Option Years.

Service and Maintenance of extinguishers during the base year should yield findings and specific needs for the following Option Years for contracting / budgetary planning. These requirements must be verified annually. These findings shall be provided to the project

Contracting Officers Representative immediately after service and maintenance activities have been completed. This service inventory should specify exactly what will be required for each extinguisher for a 5-year servicing plan (and replacements as necessary).

Contractor shall inspect conditions of extinguishers for signs of wear, corrosion, leaks, pressure testing’s, and age for end-of-service-life replacements.

Due to the number of fire extinguishers the park has, the preferred brand must be Amerex or equivalent.

The park has already switched the majority of its fire extinguishers to the Amerex brand and wishes to maintain uniformly consistent throughout the park. Off brands inconsistent with this requirement shall be replaced with an Amerex Brand extinguisher. The cost to switch to any other brand that is not equivalent at this stage would be fiscally irresponsible and pose to many other challenges: remaining consistent with the Amerex brand or equivalent will allow the park to maintain uniformity in the brand, materials, and service costs while avoiding challenges that would occur in the servicing of a variety of brand names throughout the parks vast locations extinguishers are staged withing all buildings, vehicles, and equipment.

Deficiencies discovered or required repairs beyond the work authorized under this scope of work shall be documented and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without first being reviewed by the COR and/or AHJ and approved by the Contracting Officer.

The total cost of the optional replacements will be combined into line item #020, and will be exercised with a bilateral modification. This option line item may be exercised at the sole discretion of the government.

1.3 Location and Servicing Sites

Mineral Headquarters

Servicing to be conducted at the Fire Management Offices Building “Fire AL” in the Mineral

Headquarters Area which is located at 38050 Highway 36 East, Mineral, CA 96063, approximately 1 mile west of the town of Mineral on Highway 36. Note that this site is outside of the Park boundary of Lassen

Volcanic National Park. Mineral is a small mountain community with 90 noted outside of the

Headquarters counted towards the population. The two hosts a small store not considered sustainable for long durations. The nearest sustainable towns are Red Bluff approximately 42 miles to the west on Hwy

36 and Chester, roughly 32 miles to the east on Hwy. 36.

Manzanita Lake Area

Servicing to be conducted at the Manzanita Lake Maintenance Yard Building 133, which is Located at the

Northwest Park Entrance on Highway 89, approximately 15 miles Southwest of Old Station, or 19 miles east of Shingletown off of State Highway 44. Turn onto Route 89 and proceed approximately 1/3 mile, then turn right into the Manzanita Lake Housing Area, Maintenance Yard, and Fire Management Offices. See

1.4 Qualifications

Contractor shall be a company licensed by the State of California to perform, and specializing in, the inspection, servicing and testing of fire extinguishers.

1.5 Experience

Contractor shall have continuously performed ITM, repair, and disposal of fire extinguishers, their components and appurtenances in the State of California for the past five years.

1.6 Definitions

Authority Having Jurisdiction (AHJ): The organization, office, or individual responsible for approving equipment, materials, an installation, or a procedure. The NPS Regional Structural Fire Management

Officer is the AHJ for this project.

CO: Contracting Officer

COR: Contracting Officer’s Representative

Fire Extinguisher: A portable device that discharges a jet of water, foam, gas, or other material to extinguish a fire.

Inspection, Testing, and Maintenance Service: A service program provided by a qualified contractor or qualified owner’s representative in which all components unique to the property’s systems are inspected and tested at the required times and necessary maintenance is provided. This program includes logging and retention of relevant records.

Inspection: A visual examination of a system of portion thereof to verify that it appears to be in operating condition and is free of physical damage.

Maintenance: The upkeep of property or equipment.

Testing: A procedure used to determine the status of a system as intended by conducting periodic physical checks.

PART 2 - CONTRACT HOURS AND RESPONSE TIMES

2.1 General

All servicing shall be scheduled to be performed during regular working hours, as described herein. All services shall be performed in a safe, timely and professional manner in the location identified.

2.2 Working Hours

On site work shall not begin earlier than 8:00 a.m. without approval from the COR. No on-site work shall be performed on federal holidays, nights, or weekends unless requested by the contractor and approved by the CO.

2.5 Schedule of Work - SUBMITTAL

Schedule of work shall be prepared and submitted to the Park for approval 5-14 days in advance. Park will prepare reply to submitted schedule within 2-3 business days.

Park will gather all noted fire extinguishers to be serviced at one location at each side of the park.

PART 3 - REPORTS

3.1 Written Reports

Contractor shall prepare written reports of the testing and maintenance results using NPS forms for each location/asset. These completed reports shall be presented to the Park after all work is completed.

• Fire Extinguisher Inspection Forms shall be provided by the Contractor

• Future Service Requirements shall be identified and voiced to the project COR or FI as indicated at the top of this document: Section 1.1C. Contractor shall provide future specifics for each extinguisher as each is serviced.

3.2 Contractor Version of Inspection Forms

Where the Contractor is required, by their own company policy, or local or State requirement, to complete their company inspection form the Contractor shall submit to the Government signed copies of both NPS form and their company form (only the NPS form is required to be in electronic .PDF format).

3.3 Report Submission

Contractor shall submit hard copy, and computer file (.PDF) version, of all service and inspection reports.

All inspection reports will be required within 14 business days of completed work of any repairs and ITM

(Inspection, Servicing, Testing, and Maintenance).

PART 4 – INSPECTION AND TESTING; MAINTENANCE AND REPAIRS

4.1 Inspection and Testing; Maintenance and Repairs

Counts specified below are projections based on the Park’s previous year which is the most current information available at the time of solicitation release, and may vary depending upon contract award date, service history, and other factors. At a minimum, the contractor shall perform all required annual inspections, servicing and testing, and maintenance, as defined in this scope of work.

4.2 Collection and Disposal of Fire Extinguisher Chemicals

The Contractor shall make provisions for the proper collection and off-site transportation and proper disposal of any fire extinguishers and fire extinguisher chemicals used during testing and maintenance of the extinguishers and components identified herein. Diversion of said chemicals onto the ground or into drains or waterways is not approved. The collection, transportation and disposal of fire extinguisher chemicals used during flushing, testing, and maintenance shall be in accordance with applicable Federal, State, and local wastewater collection, transportation, and disposal standards and procedures.

4.3 Fire Extinguisher Testing

Contractor shall perform six-year maintenance on applicable extinguishers and shall perform inspection, testing, or maintenance work on all other extinguishers as required by NFPA 10.

4.4 Repairs

Deficiencies discovered or required repairs beyond the work authorized under this scope of work, shall be document and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed by the COR and/or AHJ and approved by the Contracting Officer. Repairs shall be performed by certified and/or licensed contractor personnel.

• Document deficiencies discovered and prepare an itemized cost proposal for necessary repairs and/or replacements beyond this contract.

• Notify Park prior to commencing with repair work or purchasing any replacement parts for work required in this contract.

• Repair components and/or replace parts for work required in this contract.

• Parts and equipment removed from service shall be legally disposed of by the contractor. In no event shall parts or equipment removed from service be abandoned at the work site.

4.5 Parts and Materials

Parts and materials furnished by the Contractor shall be new, unused, and un-refurbished, unless otherwise required or permitted by the Contract. Replacement parts shall be of the same type and characteristics by the same manufacturer as the parts being replaced or shall be fully compatible and functional with the existing equipment.

4.6 Impairments/Emergency Impairments/Preplanned Impairments

The Contractor shall perform all impairment procedures in accordance with NFPA 13 and 25, to ensure that risks are minimized, and the duration of the impairment is limited.

PART 5 – DELIVERABLES

5.1 Protection of Persons and Property

The Contractor shall take all necessary precautions for the protection of persons and property, including the Park’s employees, park partners, concessionaires, park visitors, and the general public. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the

Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the Park prior to being initiated.

5.2 Inspection Schedule

After contract award, the Contractor shall coordinate a fire extinguisher servicing schedule.

5.3 Ownership of Information

All professional and technical information developed under this contract, and all work sheets, reports, and related data shall become the property of the Park, and the contractor agrees to deliver reproducible signed copies of such documents to the Park on completion of the services hereunder, or at the Park’s request.

5.4 Contacts

The NPS Contracting Officer shall designate a Contracting Officer’s Representative (COR) who shall have authority to direct the Contractor’s performance in matters relating to policy, information requirements and procedural requirements related to the contract work. The COR will monitor the contract and the performance of the Contractor and any subcontractors. COR contact information will be provided to the Contractor at the time the Contract is awarded.

5.5 Acceptance of Work

Completion of all work performed under the contract shall be subject to final acceptance by the Park. The

Contractor shall promptly correct all work rejected by the Park as faulty, defective, or failing to conform to the contract, whether observed before or after substantial completion of the work, and whether inspected, tested, or completed. The Contractor shall bear all costs of correcting such rejected work.

5.6 Right to Add or Delete Sites

The Park reserves the right to add or delete fire extinguishers, or related components from the list provided. Contractor agrees to extend pricing to any additional fire suppression system, extinguisher, or related component added to the contract by the Park.

5.7 Invoices

Payment requests must be submitted electronically through the U. S. Department of the Treasury's

Invoice Processing Platform System (IPP) at https://www.ipp.gov/. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work completion. Contractor’s invoice shall be uploaded to IPP with the payment request in PDF file format. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected. Invoices shall include:

• Purchase Order Number

• Name and address of the contractor

• Invoice date and invoice number

• Period of Service for services rendered or delivery date for date supply delivered

• Park location, Quantity, and size of Fire Extinguishers serviced or replaced.

• Detailed description of service(s) performed

• Contact information such as phone number or email address

5.8 Warranties

Throughout the course of the contract, Contractor shall repair or replace, without additional cost to the

Park, all defective work and replace all defective materials furnished or installed by the Contractor.

Contractor shall provide parts and equipment warranties from the manufacturers that are the standard, published warranties on the manufacturers’ letterhead. All warranty items shall be full term, not prorated for the partial year of installation.

5.9 Not Used

5.10 Special Provisions

A. Weapons, guns, and knives unrelated to the work activities shall not be allowed on the work site or in vehicles parked on Park property. The Contractor shall be responsible for notifying all workers of this requirement.

B. Alcoholic beverages shall not be allowed on the work site or in vehicles parked on Park property.

The Contractor shall be responsible for notifying all workers of this requirement.

C. All Contractor’s workers shall comply with the Park’s regulations regarding tobacco use. The

Contractor shall be responsible for notifying all workers of this requirement.

D. Park personnel will not accept materials or equipment deliveries for the Contractor unless approved by the COR in advance.
