PART 1 – GENERAL

The National Park Service (NPS), Lassen Volcanic National Park (LAVO), has a requirement for the inspection, service, and possible replacement of fire extinguishers. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the service as identified in this Statement Of Work (SOW).

1.1 Description of Work

In accordance with this statement of work and the requirements specified herein, and with National Park Service (NPS) Reference Manual 58 (Structural Fire Management), National Fire Protection Association (NFPA) standards and codes referenced in Section 1.6 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect and service parkwide fire extinguishers at Lassen Volcanic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto. Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to:

A. Perform six-year maintenance and hydrostatic testing on applicable fire extinguishers and their components in accordance with the relevant codes and standards (NFPA 10 Chapter 7 and California Code of Regulations, Title 19, Division 1, Chapter 3).

B. Perform annual testing for all vehicle-designated fire extinguishers, as well as hydrostatic testing every 5 years.

C. Working w/ the project Contracting Officers Representative (COR) or an identified Field Inspector (FI), the contractor shall provide service information for each extinguisher to help develop a 5 to 6 Year Servicing Plan identifying future annual service needs for each extinguisher for future budgeting and service planning in outyears. Lassen currently has approximately 220 fire extinguishers and each requires differing service requirements from year to year. An Excel sheet identifying each fire extinguisher by inventory number, size, class (use) rating, and then service requirements for each out year from 2026 through 2030 is required. NPS has developed this sheet and can catalog these future service requirements at time of each service.

This inventory for future service needs is necessary due to past challenges and unknown numbers of specific service needs from one year to another. These numbers vary and this document will help guide 2026 through 2030 service efforts while providing an opportunity to develop a multi-year contract that will have specifics in detail in regard to quantities in each out year.

Due to the amount of fire extinguishers that the park has, the preferred brand must be Amerex or equivalent. The park has already switched the majority of it fire extinguishers to the Amerex brand and wishes to maintain uniformly consistent throughout the park.

The cost to switch to any other brand that is not equivalent at this stage would be fiscally irresponsible: staying to the Amerex brand or equivalent would allow the park to stay consistent in the brand, materials, cost and the work the park staff would incur to change all buildings, vehicles, and equipment.

Deficiencies discovered or required repairs beyond the work authorized under this scope of work shall be documented and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed by the COR and/or AHJ and approved by the Contracting Officer.

1.2 Definition of Line Item Numbers

Line Item #010 – Base Requirement 2025 Annual Fire Extinguisher Inspections for an estimated 220 fire extinguishers at the Mineral and Manzanita Lake testing sites. The contractor shall provide pricing for the estimated number of fire extinguishers listed above to complete standard fire extinguisher testing for the items A-F below. For the ease of invoicing, pricing for A – F below will be combined into one lump sum line item to be completed as one (1) job.

Quoted Pricing shall be Firm-Fixed.

A. Service Call (Cost Per Trip) – See Part 1.3 Anticipated Quantity of two (2) trips

B. Annual Breakdown - See Part 1.1 Approximate Quantity of 45 Valve Stem and O-Ring and Head seals Approximate Quantity of 5 Gauge and Extinguisher Strap/Clips Approximate Quantity of 20 # ABC Chemical

C. Maintenance Breakdown - See Part 1.1 Approximate Quantity of 58 Six-Year Tear Down Services

D. Hydro Testing - See Part 1.1 Approximate Quantity of 43 Hydro Tests

Replacement will occur after the initial services of the base requirement are complete and the replacement quantities are known. The total cost of the optional replacements will be combined into line item #020, and will be exercised with a bilateral modification. This option line item may be exercised at the sole discretion of the government.
