About this file

The file is a Pricing Worksheet for Solicitation Number 73351025R0023 issued by the Small Business Administration (SBA) for filing COVID-19 Economic Injury Disaster Loan (EIDL) Uniform Commercial Code (UCC) Continuation Statements. The contract covers filing UCC continuation statements and UCC1 financing statements for loans greater than $25,000, with the period of performance from April 6, 2025 to April 5, 2028.

The pricing structure includes six Contract Line Item Numbers (CLINs) with different fee ranges: $500K+, $200,001-$500,000, $50,001-$200,000, $25,001-$50,000, and general UCC1 financing statements. Contractors will be paid a fixed servicing fee per filing, with separate rates for electronic and paper filings. The contract allows for reimbursement of state-specific filing fees, and includes base and optional years. Pricing is fixed-price (FFP) for servicing fees and cost-reimbursable (CR) for actual filing fees, with monthly payment for completed filings. Contractors must provide detailed pricing for each CLIN and adhere to specific filing requirements for continuing the effectiveness of original UCC financing statements.

Could we have one CLIN for each of the following buckets? They should all be listed as optional.

$25K - $49,999 $50K - $200K $200K - $500K $500K+

@Gutierrez, Tracie J.

I can do that but just know you will not have the ability to move funding (more restrictive-if you need funds let's say on CLIN 00002 but you have extra funds on CLIN 00003 then I will have to deobligate funds from CLIN 0003 and wait until it is processed to then add funds to CLIN 00002) Reply:

@Vath, Jennifer K. @Littwin, Kathleen R. @Ellis, Jill S. Adding others for input. It sounds like a headache, but one that could be avoided if we know how much to obligate for each loan amount bucket, correct? For example, if there are 52K loans over $500K, then we know to obligate $1.04M for the labor fee ($20 per loan).

At first glance, I agree with you and I'm having a hard time seeing any problems with what you proposed but I do think we want to change up the groups some to:

$25,001 - $50,000 $50,001 - $200,000 $200,001 - $500,000 $500K+

I think we also need to re-run our numbers to make sure they are in these buckets because we ran into issues ourselves why trying to work with the data.TitleDescriptionPricing TypeOptionContract PeriodElectronic Servicing Fee Per FilingPaper Servicing Fee Per FilingYes
