SECTION C. STATEMENT OF WORK
I. Overview
A. Site Location
All of Building 21 (the original hospital building) and Building 22 (the original Nurse’s quarters), will be demolished. The proposed demolition shall take place within the property boundaries of the existing healthcare campus, and is consistent with Resolution 2018-766 and Resolution 1991-431 (2024-75) of the Colville Business
Council (copies may be provided upon request).

Figure 2: Building 22 (Nurse’s quarters):

GPS Coordinates of Hospital Bldg: 48.13205 degrees N, 118.97319 degrees W
Solicitation No. 75H70125R00034 5
B. Problem Statement
The former hospital buildings are almost 100 years old, and have been used exclusively for storage for the past 15 years. They are constructed of thick concrete walls which contain asbestos and lead based paint throughout the building walls and floors, and in certain other locations, as specified in the attached 2008 asbestos and lead based paint survey and inspection. The asbestos and lead based paint must be abated as part of the full demolition of the buildings or abatement can be performed prior to demolition.
These buildings have now been vacated. They have been classified by IHS headquarters as excess and are no longer needed to carry out the Agency’s mission. They have exceeded their useful life. The buildings need to be demolished and the site cleared, backfilled, graded, and seeded to match the surrounding grades and grass lawn. The land the buildings are on was leased to the Indian Health Service from the Colville Tribe of Indians, as part of the larger Nespelem Health Center campus, which shares a parking lot. The lease for this land expires on December 31, 2026. The demolition was directed by Colville Resolution 2018-766 and shall be carried out as quickly as possible.
C. Objective
Demolish Buildings 21 and 22 and dispose of properly.
D. Background
The buildings were constructed in 1934-35 by the Bureau of Indian Affairs (BIA). The original hospital building is a two-story (1st floor and daylight basement), 17,010 square feet concrete building on a concrete slab. The Nurse’s quarters are a single-story concrete structure and concrete basement on a concrete slab, which is 3,402 square feet.

E. Work Summary
All concrete shall be recycled or diverted, and the remainder properly disposed at a permitted landfill with sufficient capacity to accommodate the concrete debris. Permitted solid waste disposal facilities are available to accommodate the expected concrete debris, such as Graham Road Hazardous Waste Landfill near Spokane, WA.
Completely demolish the buildings (approx. 20,000 square feet of structures). The demolition process shall be witnessed by the COR or approved IHS representative to ensure all materials are disposed of properly. Reclaim the site. Provide photos documenting the major stages of the demolition, including 1) roof, 2) walls, 3) balconies, overhangs and porches, 4) concrete basement, 5) the utilities being capped, power poles removed, and 6) reclamation of the site landscaping. All demolished concrete shall be completely removed. The site must be backfilled and re-graded to match existing contours and leveled as much as possible consistent with all surrounding grades. All concrete within the site shall be removed including the building’s sidewalks, concrete retaining walls and rear driveways (see Figure 3).
Demolition debris, and asbestos containing materials, may be disposed 100 miles east from Nespelem at Graham
Road Recycling and Disposal Facility (https://wmnorthwest.com/landfill/grahamroad.htm), located ½ mile south of
Highway 2 on Graham Road. (509) 244-0151, Contact landfill@wmnorthwest.com for assistance. This facility
“accepts roofing materials, wood, asphalt, concrete, rock, gypsum, metal, tires, asbestos-containing material, and special wastes (call first).” (http://wmnorthwest.com/landfill/grahamroad.htm).

Another potential disposal site which also accepts demolition and asbestos material, but not hazardous waste, is the
Greater Wenatchee Regional Landfill (https://www.wmsolutions.com/locations/details/id/249). This facility is located approximately 115 miles southwest of Nespelem. All demolition waste material must be properly disposed in a permitted landfill or at an approved recycling center.

iiii. Dispose of grubbing and clearing residue, demolished material, rubbish and debris generated by the project in the Activity's sanitary landfill according to its requirements and regulations by hauling offsite and off Government property.
19. Backfill:
Solicitation No. 75H70125R00034 12
a. The subgrade ground surface shall be prepared to receive fill by removing unsuitable materials scarifying to provide a bond with the new fill, and where slopes are steeper than 5 to 1, and the height greater than 5 feet, by benching into competent material. The bench under the toe of a fill on a slope steeper than 5 to 1 shall be at least 10 feet wide. Where fill is to be placed over a cut the bench under the toe of a fill shall be at least 10 feet wide but the cut must be made before placing fill and approved by the COR as a suitable foundation for fill. A higher relative dry density, or additional compaction tests, or both, may be required at any time.
f. The slope of fill surfaces shall be no steeper than is safe. Fill slopes shall be a consistent grade.
g. Drainage shall be provided to match existing grades, and the area filled shall be graded to match existing grades.
h. Seed and provide initial irrigation to establish sod and/or grass seed to match existing grass.
