This is a Request for Proposals (RFP) for the Demolition of Historic Federal Clinic Buildings at the Colville Service Unit in Nespelem, Washington. The Indian Health Service (IHS) seeks a contractor to demolish two historic buildings (Building 21, the original hospital, and Building 22, the Nurse's Quarters) located on the Nespelem Health Center campus, with a total area of approximately 20,000 square feet. The project involves complete demolition, asbestos and lead-based paint abatement, site clearing, backfilling, grading, and seeding, with materials to be disposed of at permitted landfills.

The solicitation is a 100% set-aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS code 238910, with a $19 million size standard. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) method. Proposals are due by June 12, 2025 at 2:00 PM PT, with a mandatory site visit scheduled for May 13, 2025. The contract is a firm-fixed-price service contract with a 90-day performance period. Offerors must submit detailed technical capability, past performance, Indian Economic Enterprise representation, and pricing information. The project is subject to the Tribal Employment Rights Ordinance (TERO) of the Colville Tribe.

2. The following questions received in response to this solicitation have been answered:

# Question Answer

1 Can the proposal due date be extended to June 6th?

The proposal due date is extended to June 12, 2025 at 2pm

PT.

2 Will all of the contents be removed from both buildings prior to the start of the project? The asbestos abatement will be much more difficult given the number of items currently stored in the buildings.

No, see Section C, II. C. 4. Which has been revised for clarity

(revisions in red text) – “Personal property will be catalogued by the government prior to demolition. The government will remove all necessary furnishings and equipment from the area prior to the start of the work. The contractor is responsible for disposal of the all items present at the time of demolition, an example of which is shown in the attached photos, including desks, chairs, file cabinets, storage units, office paper and supplies, etc.”

No items/material will be added to the buildings beyond what was present at the site visit on May 13th.

3 What is the availability of tribal labor on the reservation to meet the TERO requirements?

Please direct this question to the Colville TERO office:

Colville, Confederated Tribes of the Colville

Reservation:

TERO office colvilletribes.com/tero/

(509) 634-2715

4 Are there any tribal members that have abatement experience currently looking for employment?

See response to question #3 above.

5 Confirm that any existing furnishings and equipment will be removed by the government prior to demolition, that any and all furnishing left in the building should be removed during the demolition activities by the contractor?

See response to question #2 above.

6 Confirm that the existing Asbestos and Lead Based

Paint Assessment Survey should be used and that an additional survey does not need to be completed, unless additional material is identified during execution and a change of conditions notice is submitted to the government for the additional surveying and potential additional hazardous material abatement costs?

No additional survey required. The 2008 asbestos report should be used as a guide to inform the offerors proposal, along with a site visit walk through. It is reasonable to assume that additional hazardous material is present beyond the 2008 report. It is the offeror’s reasonability to confirm the

2008 report, identify any additional hazardous material, and include this within the proposed pricing. For example, the

2008 report states that some areas were inaccessible but these areas are accessible during a walk through. No change order proposals for additional lead-based paint or asbestos abatement will be considered.

Offerors are reminded that FAR 52.237-1 Site Visit is included within the solicitation. This provision states that offerors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Site visits may be arranged by contacting the Facility

Manager Dennis Whiteman at 509-634-2962 or

Dennis.WhitemanJr@ihs.gov.

7 Will the site visit attendance sheet be provided with the answers to RFI's or other Amendment?

Yes, see Attachment J13.

8 Confirm if there is a requirement for onsite personnel to consist of Site Superintendent, Health and Safety

Officer, and Quality Control Manager or if the responsibilities can be shared by the same individual?

One individual may perform multiple duties/roles as long as they possess the qualifications to do said duties.

9 Due to the presence of lead, will a TCLP analysis of the waste stream be necessary? The 2008 report did not include one in the hazardous material survey. Do we need to include a 3rd party to perform this sampling/analysis?

No.

10 Can existing power within the buildings and water be made available onsite during the abatement phase?

Yes. It is the responsibility of the contractor to coordinate in advance with the COR and local utility to shut off and cap utilities.

11 The Statement of Work section II.C. Work Execution

Requirements item 6 references removal of mercury-containing thermostats, fluorescent light tubes, and light ballasts that are not labeled as "No PCBs" prior to demolition. There are not any references to PCB's in the reports provided. Confirm that all PCB's related to the fluorescent light tubes have already been removed?

It is the offeror’s responsibility to confirm via site visit, no additional reports are available. See also answer to question

#6. No change order proposals for removal/disposal of materials listed in Section C, II. C will be considered.

mailto:Dennis.WhitemanJr@ihs.gov

12 During the Site Visit, the government representative advised they have pictures of the area(s) in the basement we were asked not to enter. Can those pictures be provided?

Yes, see Attachment J11.

13 Would Okanogan County Landfill be acceptable for waste that they accept instead of just the two locations Graham Road Recycling and Disposal

Facility and Greater Wenatchee Regional Landfill referenced within the Statement of Work?

Yes.

14 The solicitation states on page 5 of 34 - “The asbestos and lead based paint must be abated as part of the full demolition of the buildings or abatement can be performed prior to demolition” and on page 8 of 34 -

“The asbestos materials may be abated concurrently with the demolition of the structure by a licensed contractor using the wet method with appropriate site controls in place, or other method approved by the

Contracting Officer’s Representative (COR)”. Does

IHS want to have these buildings demolished in compliance with Washington state law or just federal

EPA regulations since this project is on Tribal Lands?

Demolition must be in compliance with EPA codes and other codes, references, standards listed in Section C. State law does not apply to work performed on-site as it is Tribally leased land.

That said, disposal of material must be performed in accordance with State regulations since material will be taken off-site.

15 Has there been any additional sampling of building materials since the 2008 report?

No.

16 Should we use the quantities of listed asbestos containing materials listed in the asbestos survey as a baseline for bidding purposes? If actual quantities measured in the field turn out to be greater than the quantities listed in the asbestos survey then how will the contract modification be handled?

See answer to question #6.

17 Page 15 of 34 – Deliveries of Performance - If abatement is to be completed prior to demolition, can the period of performance be increased to 120 days?

Yes.

18 Are there as-built structural and architectural drawings of the buildings to review prior to bidding?

None available.

19 What are the required BMPs (Best Management

Practices) and specifications for dust fence, silt fence, etc.?

The area is less than an acre so no silt fencing is required.

Fencing and dust mitigation should be included in the offeror’s proposal. The work will be taking place next to an operating health clinic.

20 On page 10 of 34, Technical Requirements, Section

C.4 - Please confirm that the IHS will remove the furnishings, equipment and debris from the buildings.

Will the IHS dispose of these items? If the IHS does not remove and/or dispose of these items, what is the volume of disposable equipment and contents?

See answer to question #2.

22 On page 11 of 34, Technical Requirements, Section

C.14 – demolition materials 50% diversion goals.

Due to the concentration of lead in most painted surfaces, diversion of even concrete from landfills will be difficult unless the paint is completely removed, resulting in a much higher cost. Does IHS want us to completely remove the lead-based paint to accomplish the 50% landfill diversion goal?

No, 50% is for concrete/material that is not painted or contaminated. Contaminated concrete is counted as hazardous material and therefore not counted towards concrete available for diversion.

23 On page 11 of 34, Technical Requirements, Section

C.16 – please confirm that all materials must be removed from the site, and that unpainted concrete

(or painted concrete deemed non-LBP) can not be utilized for backfill if it is 6” minus.

Unpainted concrete meeting required size can be used as fill see Section C. II., C., 19. Backfill for requirements.

24 On page 11 of 34, Technical Requirements, Section

C.17 - Backfill – to price this consistently with other bidders, please provide desired finished grade/topography drawing showing final elevations and proper sloping.

See Section C. II, C. 19. Backfill. Finished grade/topography drawing showing final elevations and proper sloping should be part of the offeror’s technical narrative.

Section L is revised as follows:

1) Narrative describing the offeror’s technical understanding of the scope of work to include finished grade/topography drawing showing final elevations and proper sloping.

25 Per the Tribal Employment Rights Ordinance, please provide the number of tribal members that will be required for this project.

This is not determined by IHS. It is the offeror’s responsibility to contact TERO directly and comply with all

TERO requirements during performance. See also answer to question #3.

26 The project asbestos survey does not appear to be thorough enough or complete. Will IHS allow the

Contractor to perform an updated survey, at our expense, to better identify the asbestos containing materials and will IHS accept the results of this updated survey?

See answer to question #6.

27 Can IHS extend the bid date to Friday, June 13 to allow IHS to respond to requests for information and the bidders to review responses?

The proposal due date is extended to June 12, 2025 at 2pm

PT.

28 Page 12 of 34 – Backfill – Does IHS require the

Contractor to re-sprinkler the demolition footprints as part of the restoration?

Temporary sprinkler system is all that is required so grass can get established. See Section C. II, C. 19. h.

29 Page 4 of 34 – Overview – Can we receive copies of the Colville Business Council’s tribal resolutions #

2018-766 and # 1991-431 (2024-75)?

To be provided upon award.

30 Can the Contractor use water supplied by the fire hydrant next to the buildings scheduled for demolition? Is this hydrant operational? Is there a fee and/or permit to use water from this hydrant?

The fire hose is available for use. The contractor will need to contact public works at (509) 634-2806. They will install a meter to track water usage and bill.

31 Will the tribal utility company disconnect power to the buildings?

Power is provided by Nespelem Valley Electric. Point of contact is GM Kevin Black at kevin@nvec.org or (509) 634-

4571. Building #21 meter# 58440, building #22 meter

#12271. Contractor is responsible for coordinating and paying any associated fees for power disconnection.

32 Can the bidders receive a copy of the attendee’s sign in sheet for the 5/13/25 job walk?

Yes, see Attachment J13.

33 Can only Indian Owned firms provide a proposal? This solicitation is 100% set-aside for Indian Small Business

Economic Enterprise (ISBEE) offerors under NAICS 238910

Site Preparation Contractors. Meaning, only ISBEE firms are acceptable for award as the prime contractor.

34 How do I demonstrate my ISBEE status? The proposal must contain all required elements listed under

Factor III: Indian Economic Enterprise Representation in order to demonstrate ISBEE status and eligibility for award.

Please review this information carefully.

SECTION C. STATEMENT OF WORK

I. Overview

A. Site Location

All of Building 21 (the original hospital building) and Building 22 (the original Nurse’s quarters), will be demolished. The proposed demolition shall take place within the property boundaries of the existing healthcare campus, and is consistent with Resolution 2018-766 and Resolution 1991-431 (2024-75) of the Colville Business

Council (copies may be provided upon request).

Figure 1: Building 21 (original hospital building):

Figure 2: Building 22 (Nurse’s quarters):

Solicitation No. 75H70125R00034-A00002 6

B. Problem Statement

The former hospital buildings are almost 100 years old, and have been used exclusively for storage for the past 15 years. They are constructed of thick concrete walls which contain asbestos and lead based paint throughout the building walls and floors, and in certain other locations, as specified in the attached 2008 asbestos and lead based paint survey and inspection. The asbestos and lead based paint must be abated as part of the full demolition of the buildings or abatement can be performed prior to demolition.

These buildings have now been vacated. They have been classified by IHS headquarters as excess and are no longer needed to carry out the Agency’s mission. They have exceeded their useful life. The buildings need to be demolished and the site cleared, backfilled, graded, and seeded to match the surrounding grades and grass lawn. The land the buildings are on was leased to the Indian Health Service from the Colville Tribe of Indians, as part of the larger Nespelem Health Center campus, which shares a parking lot. The lease for this land expires on December 31, 2026. The demolition was directed by Colville Resolution 2018-766 and shall be carried out as quickly as possible.

C. Objective

Demolish Buildings 21 and 22 and dispose of properly.

D. Background

The buildings were constructed in 1934-35 by the Bureau of Indian Affairs (BIA). The original hospital building is a two-story (1st floor and daylight basement), 17,010 square feet concrete building on a concrete slab. The Nurse’s quarters are a single-story concrete structure and concrete basement on a concrete slab, which is 3,402 square feet.

In 2008, an asbestos survey report and a lead-based paint inspection report were completed (see Section J attachments). Note, there may be other lead-based paint and asbestos, but the survey reports detail what is known.

Building 21 (main hospital building) contains the following asbestos materials:

• Drywall texture/joint compound (throughout)

• Sheet vinyl flooring and black mastic (white and beige pattern)

• Plaster (throughout)

• White/pink sink undercoating

• Pipe insulation
