NWW District Project Offices Rockwell Automation Allen
Bradley Products 4 January 2023
1. CONTRACTING AGENCY:
US Army Corps of Engineers, Directorate of Contracting, Walla Walla District (CECT-NWW), 201 North 3rd, Walla Walla, WA 99362.
2. DESCRIPTION OF ACTION:
This document requests a class justification and approval (J&A) to allow Contracting Officers to issue new firm fixed-price commercial single-source contracts for brand name and sole source of Rockwell automation Allen Bradley products in the Walla Walla District, U.S. Army Corps of Engineers, without the requirement to execute a J&A on a contract-by-contract basis. Anticipated funding will be from Operation and Maintenance (O&M) funds and will be for FY23-FY28. This J&A applies to the Walla Walla District and to acquisition of supply contracts. This J&A shall remain in effect until 1 November 2028. Delivery periods will be specified in each individual contract.
3. DESCRIPTION OF SERVICES:
This action is to procure Rockwell Automation Allen Bradley products for the Walla Walla District operating projects. These projects include, Millcreek, McNary, Ice Harbor, Lower Monumental, Little Goose, Lower Granite and Dworshak Dam. The total cost of these Allen Bradley contracts the prior fiscal year was approximately $835,672. The estimated five-year total value based on thirteen prior contract awards is $1,612,528, as demonstrated in table 1 below. See attached document for previous years cost analysis on the Rockwell Automation Allen Bradley contracts.
Table 1: Total Projected Five-Year Cost of Allen Bradlev Products

NWW Overall Total $1,612,528
The estimated labor cost for the completion of one J&A is approximately $2,228, as demonstrated in table 2 below. The total five-year J&A labor expense established from thirteen prior Allen Bradley contract awards is approximately $28,962. The trend in the past five years demonstrates increased procurement of Allen Bradley products. In addition, the increased need for replacement and repair of obsolete equipment at our hydroelectric projects suggests increased purchase of these products by the District. Thus, it is reasonable to expect the need for Allen Bradley contracts to continue in the future. This is verified by the Hydroelectric Design Center (HDC), Walla g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight

Class justification is authorized by FAR 6.303-l(d) "Justifications required by paragraph (a) of this section may be made on an individual or class basis", and shall be approved in writing, FAR 6.304(c) and AFARS 5106-303-l(d).
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND:
For over 10 years, the US Army Corps of Engineers have procured Allen Bradley products for the Walla Walla District operating projects. The projects include, Millcreek, McNary, Ice Harbor, Lower Monumental, Little Goose, Lower Granite, and Dworshak Dam. Although the Allen Bradley product contracts are for almost identical components with standard language, individual J&As have been issued for each separate Allen Bradley product contract executed every year. The Government desires to expedite these services by executing a class J&A and eliminating the need to prepare separate J&As and route for approval each time these Allen Bradley products are required
b. JUSTIFICATION:
Rockwell Automation Allen Bradley products are necessary for the control of and human interface with the current operating projects control systems. Both the software, and the programmed portion of the hardware, that the software communicates with (the firmware), are intellectual property protected by copyrights, patents, or similar laws. The hardware and software are functionally linked and legally protected from copying. In order to control life cycle and system sustainability costs, HDC and Walla Walla District have standardized
Programmable Logic Controllers (PLC) with Allen Bradley products that are successfully utilized in the facility's operations and maintenance programs and processes.
The standardization of PLCs, related products, and software ensures common operation and functionality among systems, ability to add new input/output devices to any of the PLC systems, allows the project to use common networking hardware for all PLC components and enables the project to use and maintain licensure on a single programming software suite. Additionally, the use of common hardware and software across multiple g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight g4ct9nib Highlight control systems will increase personnel efficiency due to familiarity with the software, reducing personnel training requirements and the need to be prepared for recurring and nonrecurring maintenance in the operation projects. Allen-Bradley controllers are the only devices that can communicate with their programming software, Studio5000. There are no other brands of components which will allow us to realize these efficiencies.
If the brand specific products are not purchased through Rockwell Automation Allen Bradley, significant negative risks would be introduced to the operation and maintenance of the projects control system. Increased complexity will be added to the system, thus decreasing the reliability and maintainability. Non-compatibility of new PLC products has potential for failures resulting in loss of power and/or control to critical powerhouse systems responsible for areas such as power generation, Juvenile Fish Facility operation, powerhouse unwatering pumps, crane controls, and potable water pumping systems. Using an alternate PLC and associated products would require a different program development software and would require manufacture-specific training and licenses at additional cost to the government. It would take at minimum 240 hours at the present burden rate of $128 per hour to complete this task alone. Along with a minimum power generation of 80MW, and an estimated $35 per MW-Hour, on main unit down costs $2,800 per hour in lost power generation.
Individual single source justifications for Rockwell Automation Allen Bradley products have been historically authorized for many years because there are no other available sources who can provide these products.
c. IMPACTS:
Not contracting for Rockwell Automation Allen Bradley products would result in the lack of reliability, maintainability, training, and preparedness for recurring and nonrecurring maintenance for critical control systems throughout the operating projects, thus, jeopardizing USACE assets and the USACE Walla Walla district mission.
d. ALTERNATIVES:
PLC software is the only one approved by our CIO/G6 department and there are no other alternatives for Allen
Bradley products. HDC and Walla Walla District have standardized Programmable Logic Controllers with Allen
Bradley products that are successfully utilized in the facility's operations and maintenance programs and processes.
If this class J&A is not approved, the operating projects will continue to complete individual J&A's for each Allen
Bradley contract. The trend in the past five years demonstrates increased procurement of Allen Bradley products, leading to seven contracts awarded in FY22, with an expected annual cost of $15,595 in labor per year. The expected cost for the next five years using individual J&As is $77,975. A five-year class J&A would save the
District over $60,000.
The Government could continue to issue individual J&As for each separate contract, but a Class J&A would substantially reduce time and effort and expedite all these contract awards for Rockwell Automation Allen
Bradley products
6. EFFORTS TO OBTAIN COMPETITION:
The Contracting Officer published the notices required by FAR 5.201 on 1 December 2022. No inquires, bids, quotes or proposals were made. Historically, justifications for all Rockwell Automation Allen
Bradley actions in the Walla Walla District have been published as a Notice oflntent to make a single source award on the SAM.gov website. No expression of interest has ever been received due to no other company carries these products or has the authority to produce.

Contract award is scheduled for 2026. The estimated purchase price for the specified Cisco equipment is approximately $87,414.02. The price of this brand name system represents a small percentage of the total estimated contract price of $9,056,000.00.
4) AUTHORITY CITED
10 U.S.C.3204(a)(1 ), as implemented by the Revolutionary Federal Acquisition Regulations (FAR)
Overhaul (RFO) 6.103-1; 10 U.S.C.3204(a)(1)--"the property or services needed by the agency are available from only one responsible source ... and no other type of property or services will satisfy the needs of the agency."
a) Reason for Authority Cited.
i) Background.
U.S. Army Corps of Engineers Walla Walla District Headquarters Engineering & Construction branch has a requirement to upgrade the Powerhouse HVAC System at Lower Monumental
Dam. Included in this requirement is the purchase of various network switches, modules, and power supplies. The network hardware/software must interface with the existing All-in
One Programmable Logic Controllers (PLC) system for indication to the control room.
Project personnel are required to track and install updates for networked equipment.
Utilizing different brands of equipment results in the management of different system updates and makes equipment interoperability difficult or impossible. Managing multiple equipment updates takes significantly more time to implement. If the wrong network switch is selected, it will be incompatible with the existing GDACS network, making any future connections difficult or impossible.
ii) Justification.
Cisco network equipment is the primary equipment approved for use on the US Army Corps of Engineers (USAGE) network and on the DoD Approved Hardware List. Because of this, Walla Walla District has standardized on Cisco hardware. Procurement of another brand name would cause issues with standardization, interoperability, and most importantly network security.
Network switches, routers, and firewalls are used to build reliable communication networks that connect devices throughout a control system. Because these devices connect different systems together, they are a critical component in providing cybersecurity protection. Cisco is the standard network switch used by the Generic Data Acquisition and Control System
(GDACS) and the existing All-In-One network is configured to be consistent with GDACS standard. Cisco is also on the Department of Defense Information Network (DoDIN)
Approved Products List (APL) of products that have completed Cybersecurity (CS) and
Interoperability (10) certification.
The current field administrative support staff are trained and have significant experience with Cisco brand name network equipment. Utilizing an alternative brand would require additional software and increase in training to program and maintain the equipment. If the brand specific products are not purchased, significant negative risks would be introduced to the operation and maintenance of the projects' control systems. Increased complexity will be added to the system, thus decreasing the reliability and maintainability. This exposes the projects to potential cyber security risks which are by nature difficult to defend against
CUI//SP-PROCURE//FEDCON
without careful management of software updates. A successful network attack or exploitation has potential for failures resulting in loss of power and/or control to critical powerhouse systems responsible for areas such as power generation, Juvenile Fish Facility operation, powerhouse unwatering pumps, crane controls, and wastewater systems.
iii) Impact.
The Cisco brand name is the enterprise standard based on careful consideration of product capabilities and best-of-breed systems to meet complex cyber-security and network configuration requirements. If we do not use Cisco brand network equipment, it would make critical assets vulnerable and increase our cyber-security risk. Utilizing different brands increases risk because each brand will require its own software patches to be installed and some brands could have issues with/or not be able to communicate with Cisco brand network equipment without complex communication protocols being implemented. This added complexity, additional tracking, and application of software patches increase the network's attack surface. The larger the attack surface the more vulnerable the network is to cyber-attacks.
It is in the Government's best interest to pursue this brand name action to maintain the integrity of the overall system, reduce potential hardware failures, cyber-attacks, and to ensure that adequate system support is available by the manufacturer.
iv) Alternatives.
Using other brand name systems would result in additional costs to set up and integrate with existing networks. Additionally, there would be recurring labor costs required to maintain updates for separate brands. It is estimated that 80 hours of labor would be required to initially set up and integrate a separate brand with the current platform. Additionally, an estimated 40 hours a year would be required to keep each separate brand updated. The average lifespan of a network switch is 10 years. This would result in a total additional time of 480 hours (80 initial hours+ 40 hours/year X 10 years) to maintain a separate brand on the current USAGE network. Assuming a current burdened rate of $180/hour, and a 2% raise each year for labor, the total cost for setting up and maintaining a separate brand would be an estimated $87,614. Even with the additional cost, it is still likely that systems from other brands would interfere with the current platform on the network; leading to possible failures, compatibility issues, lack of compliance, and cyber-security attacks.
5) EFFORTS TO OBTAIN COMPETITION
Due to the need for compatibility of existing equipment we must use this Brand Name product.
Vendors that can provide this supply/service will be notified via either formal or informal Request For Quote.
a) Effective Competition.
Market research indicates that there are numerous other-than-small business and small business distributors that are capable of offering the required equipment. The Army's Computer Hardware Enterprise Software and Solutions (CHESS) is one method of obtaining vendor information. In addition, numerous vendors on the General Services Administration "GSA Advantage" website can provide the required equipment.
b) Subcontracting Competition.

The U.S. Army Corps of Engineers (USACE), Walla Walla District Engineering & Construction
Branch has a requirement to upgrade the Powerhouse HVAC System at Lower Monumental
Dam (LMA). Included in this requirement is the purchase of various direct digital controllers, modules, and power supplies for the control of the HVAC and other building-level systems.
The network hardware/software must interface with LMA's existing All-In-One Programmable
Logic Controllers (PLC) system for indication to the control room. Project personnel are required to track and install updates for networked equipment.
The Unified Facilities Criteria (UFC) 3-410-01 provides the requirements for USACE facilities and states that the Niagara Framework is the protocol design basis for HVAC systems.
Additionally, the Unified Facilities Guide Specifications (UFGS) 23 09 23.02 requires the use of building automation and control networks (BACnet) communication protocol. In accordance with UFC 3-410-01, LMA currently uses the Niagara Framework open protocol and BACnet communication. Accordingly, in designing the new HVAC system for LMA, BACnet communication through the Niagara platform was used as the basis of design.
The new system controllers must have BACnet/lP for field communication with advanced heat pumps that have built-in microcontrollers and must have BACnet/MS/TP for field communications with field temperature, flow, and pressure sensors that will be distributed along the affected powerhouse spaces. These HVAC controllers must be compatible with the Niagara building management system (BMS) and Niagara-based programming style.
For a Design-Bid-Build (DBB) acquisition approach, such as the one proposed for this contract, the Government must provide specifications establishing operational capabilities, BAC integration, electrical, and open-source communication protocol parameters to ensure bidding contractors are provided with a fully constructible design.
ii) Justification.
In researching commercially available HVAC controllers that are compatible with the existing
Niagara Framework and BACnet communication protocol, the Honeywell products listed in
Section 3 above were the only products that were identified as meeting all of the

JUSTIFICATION AND APPROVAL-OTHER THAN FULL AND OPEN COMPETITION
(including Brand Name or Equal)
Lower Monumental Powerhouse HVAC System Upgrade
14 May 2026
1) CONTRACTING AGENCY
U.S. Army Corps of Engineers (USAGE}, Walla Walla District (CENWW-CT), 201 North 3rd Avenue, Walla Walla, WA 99362.
2) DESCRIPTION OF ACTION
This Justification and Approval (J&A) is a request for approval to utilize a Brand Name or Equal specification in the procurement of water-to-water heat pumps in an upcoming new firm fixed price construction contract to upgrade the Lower Monumental Powerhouse Heating, Ventilation, and Air
Conditioning (HVAC} System. The Government will not purchase the components directly but rather will require that offerors include the provision and installation of these brand name or equal components as part of proposals submitted in response to a competitive solicitation. The portion of the acquisition requiring this specific justification applies exclusively to the heat pump equipment.
The brand name heat pump represents only a portion of the Lower Monumental Dam HVAC project acquisition. Accordingly, this J&A is limited to these heat pumps only. The estimated purchase price for the specified product is approximately $402,000 including freight, start-up, and five-year warranty. This procurement will be funded by Large Cap (Bonneville Power Administration (BPA)
Power Marketing Administration) funds.
3) DESCRIPTION OF SUPPLIES/SERVICES
As part of the overall construction project to upgrade the HVAC system at the Lower Monumental
Dam Powerhouse, the Government requires the purchase and installation of three (3) new water-to water heat pumps to replace the powerhouse's existing two Trane water-to-water chillers.
Specifically, the project requires three (3) banked, 50-ton, reversible, modular water-source water to-water heat pumps. The WaterFurnace® TruClimate 500 heat pump meets these requirements. An equivalent heat pump that meets the salient physical, functional, and performance characteristics of the specifications, including the spatial limitations of the existing mechanical room, may be used instead of the brand name product subject to approval.
Contract award is scheduled for 2026. The estimated purchase price for the three heat pumps is
$402,000. The total estimated contract price is $9,056,000.00.
