About this file
This is a Technical Specifications document for a Lower Monumental Dam Powerhouse HVAC System Upgrade project in Kahlotus, Washington. The project, solicitation number W912EF26RA007, is being procured by the Department of the Army Corps of Engineers Walla Walla District as a firm-fixed price construction contract awarded on a Lowest Price Technically Acceptable (LPTA) basis. Competition is unrestricted and open to both large and small businesses, with NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and a small business size standard of $19,000,000. Large businesses must submit a small business subcontracting plan, and 100% performance and payment bonds are required. All offerors must register in the System for Award Management (SAM) prior to award.
The technical specifications require design and installation of a modernized HVAC system that utilizes river water as both heating and cooling sources to ventilate, heat, and cool powerhouse spaces while maintaining efficient pressurization to reduce smoke and dust ingress. The system must provide sufficient ventilation, comfort heating, and cooling for occupied spaces, with the control room and stairwells specifically requiring pressurization capabilities using clean outside air to exclude smoke during fire events. The procurement mandates upgrading the HVAC control system to a modern electronic control system operable from the control room to reduce operational effort, and requires installation of permanent access platforms for maintenance of system components such as dampers in the mixed air plenum and air filter replacements.
